@kishankanhaiya2010240 from where did you get the notion or idea that UPSC does not consider Circle Officer as a competent authority for issuing EWS certificate ?
As per my knowledge, circle Officer (Anchal adhikari) of Bihar, Jharkhand is just another name of Tehsildar. And as per the notification issued by DoPT, tehsildar are pretty much competent to issue the same.
