please explain the reason behind answer.
Preamble is not independently justifiable, (for example preamble provides for economic justice but it is not justifiable and hence a poor person may not be able to sue government for this)however if there is a situation wherein preamble is used with some other justifiable provision of the constitution, then the preamble will also have a legal effect.
for example if provisions of preamble is used along with fundamental rights , then whatever is given in that particular case in the preamble will also be deemed to be justifiable.
This was established by Supreme Court in a judgement which I don't really remember now. I hope this clears something.

Oh. So it was because of SC judgement. I was going through the Lakshmikant's version and hence got it wrong.
Yeah, i read it somewhere else.
Article 112 of the Constitution provide that the President shall in respect of every financial year cause to be laid before both the Houses of Parliament a statement of the estimated receipts and expenditure of the GOVERNMENT OF INDIA for that year, which referred to as the "annual financial statement" is also called as 'Union Budget' in general language.
A Member of Parliament (MP) who is not a Minister in the Union Cabinet is called a Private Member.
As far as my reasoning goes, Union Cabinet represents the government for all practical purposes. And since introduction of budget(any money bills) is the prerogative of the "govt", hence, private members don't introduce it.
This is what I understood, I might be wrong ..
Doubt related to money bill.
Can a private member introduce money bill in lok sabha? I know in lakshmikant it says only ministers can. But are they (pvt members) explicitly barred by any rule of Lok Sabha?

Lakshmikant says that it is judicial, but in so many test series I have seen that it is an executive power because President does not act as court of appeal and moreover, the power of clemency is based on the aid and advice of council of ministers..
Please clarify
didnt company get both nizamat and diwani rights ?
.
@sjerngal"With the Treaty of Allahabad, the English East India Company gained the Diwani rights while the Nizamat functions were given to the Nawab. Lord Clive chose not to take over the administration of Bengal directly; this responsibility was left to the Nawab’s Naib Diwan and Naib Nazim Muhammad Raza Khan."this is what this gradeup efpo tst series says. cant vouch for their veracity though
Ok you are right. I just checked.
- The emperor had to issue a Farman granting the Diwani of Bengal, Bihar and Orissa to the East India Company in lieu of an annual payment of Rs 26 lakh;
- Shah Alam had to abide by a provision of Rs 53 lakh to the Company in return for the Nizamat functions (military defence, police, and administration of justice) of the said provinces.
@AyeRamadhirin spectrum it's given that theoretically 1833 act opened it but practically it didn't happen for long and first Indian civil servant could be appointed only in 1860s after passage of civil servant act 1861. So I'm confused.
Lakshmikant says that 1833 act ATTEMPTED to open it, but this provision was neglected.
Lakshmikant further says that 1853 threw open covenant civil services etc...
@D503 The previous charter act of 1833 had laid down that the Court of Directors should nominate annually 4 times as many candidates as there were vacancies, from whom one should be selected by competitive examination. The charter act of 1833 also provided the Haileybury college of London should make quota to admit the future civil servants. However, this system of an open competition was never effectively operated. A committee under the chairmanship of Lord Macaulay had prepared the regulations in this context. The report said that:
- Haileybury should cease to be maintained as higher education college for the ICS
- There should be a broad general education rather than specialized education for the ICS recruits
- The recruitment should be based upon an open competitive examination to bring out the best candidates and not through mere superficial knowledge
- The appointments should be subject to a period of probation.
- Charter Act of 1853 deprived the Court of Directors of its right of Patronage to Indian appointments and now it was to be exercised under the regulations. This was the Birth of Civil Services which was thrown in 1854 for open competition.
""During Cripps Mission (1942), autonomy of Muslim majority provinces was accepted by the leaders. Partition of India was accepted as an inevitable evil because congress failed to integrate Muslims into the nation.""
Someone please explain this statement. When did Cripps mission talk about muslim majority provinces and all?
@sjerngal any province not willing to join the Union could have a separate constitution and form a separate Union. Thus, Muslim majority provinces could be autonomous. Doesn’t say that directly but it’s implied through this provision, that’s my understanding.
Yes, I get that. But Congress rejected this proposal precisely for this reason (along with the Dominion status issue). So why does this statement say that autonomy of Muslim majority provinces was ACCEPTED BY THE LEADERS???
Can someone please tell me where can I find topics like Sautantrika, Sammitiya, Sarvastivadin (buddhist sects ) and Sthanakvasi etc sects of Jainism?
I can not find them in any NCERT and not even in Nitin Singhania. Yet, I find it asked in almost every test series.
This is giving me a different sort of anxiety now..
@sjerngal How? My explanation is MSP -->inflation (cost push) -->people buy more expecting higher price in future -->higher GDP. This is not demand side inflation where more money in economy so RBI should increase rates (as given in the solution). Could you please explain...
My simple logic was that MSP is being increased since many years now, whereas our GDP growth rate hasn't been impacted positively.
Honestly, I did not even go too much into it. For me, MSP increase--->Price increase---->Inflation increase---->Rbi will increase interest rate.
If interest rate is not increased, there will be more money in circulation--->more incentive for vendors to increase prices of commodities--->inflation further increases.
Also, I dont fully agree with the logic that inflation will cause people to buy more. I mean it is a possibility, but there is an equally likely chance that people don't have the purchasing power to buy at the inflated cost. In that case it will not lead to increase in GDP.
what is remit , suspend in pardoning power of president are they other name of ( pardon, commute , etc ) can please tell me with elaboration ???
Pardon= Ba-izzat bari kia jaata hai; all charges are absolved.
Commute= Changing the nature of the sentence, for example converting death sentence into life sentence, or life sentence into 20-30 years of imprisonment.
Remit= Reducing the time of the punishment. ex- If initially you were jailed for 15 years, after remitting, you may be jailed for 5 years ...
Respite= Changing/reducing the sentence in case of special cases, like pregnant women, old aged, physically challenged etc.
Suspend= Holding on for some time, so that the convict can in the meantime try out other forms of appeals etc.

yes..
D?
I did (d). Vajiram and drishti had (a) as an answer. I don't know why?
Prima facie, even I would have gone for (d). But if I re-read the last sentence properly, I can see that they have mentioned two roles for a state. A)To abstain from bla bla blah and B) Regarding private players..
Now if I look at these two(which one will get only after reading and re-reading very properly), then I will go with option 1 and 2..
I wonder what Upsc has mentioned in its own answer key though. Because only then will we be able to know whether. We need to read sentences on the face value , or should we read between the lines..
What is the upsc answer?
Which one of the following observations is not true about the Quit India Movement of 1942 ?
Should be A. Violence took place.
Communists dint participate in QIM as Russia was on the side of Britain.
however, books mention "strikes by workers". I am not sure which workers is being referred to.
Yeah. Answer should be a.
It was a violent movement, as all the leaders were arrested during it and the masses were left on their own.
If I am not wrong, as per UPSC official answer key, the correct answer is option (b).
This was asked in 2011 if I remember correctly. Please correct me if I am wrong.

There are some saying D as well.
It does not matter what other websites say.. Hum aspirants ke liye UPSC answer key is 'patthar ki lakeer'.. even though I feel UPSC would be confused even among themselves... Maybe they wanted to ask which statement is correct and then gave the answer as (b)..
Anyway I don't think it would be asked again.. We all know what the actual facts were.. Lets hope UPSC doesn't give ambiguous questions like this again..
How does the joint implementation in kyoto protocol works? How does the host party's emission cap gets impacted when the implementing party makes any investment?
Example of joint implementation- If germany and USA come together to invest in climate Friendly technologies in either of the two countries..(Like germany and Usa, can implement a project in Usa / Germany).
It is different from the other two mechanisms listed in kyoto protocol because, both the countries involved here are developed countries mentioned in Annex-2.
Non annex, developing countries are no where in the picture here.
Aren't all these found in India?
C?
Gradeup says (a) This was asked in CAPF 2021
.. I had read in PMF IAS notes that all these types of ores are found in India, although limonite and siderite are not that prominent, but they are still found in some states.
Even I marked (c), as the next best alternative..
@sjerngal I checked, should be (A). Since no option has all of the above, need to go with prominent ones. What all prev year papers are you referring to?
UPSC, CAPF only. If time permits, I might see the non-science portion of past 2 years CDS also. (IF TIME PERMITS!)
@sjerngal A ?Reduction in Personal Income Tax will provide an individual with more money, thus more spending which will dampen the effects of slowdown in an economy.Automatic stabilizer are similar to acounter cyclical policyin the sense that when economy is slowing down you reduce the taxes to increase consumption.
No, the answer is (d).
@sjerngal it’s wrong. It has to be A.
I am telling what was given in the answer key of gradeup. It might be wrong.. Even I don't know the actual answer.
A. (after referring to book)
I wonder why this qn was asked in the first place in test series. Itna kaun yaad rakhta hai?
Ya rakhte hain?!
A que on order of precedence was asked in 2004..(back then Upsc used to ask a lot of factual stuff)... That is why test series include questions like this.
Bas ab apni apni shraddha ke hisaab se dekh lo ki Kitna padhna hai air Kitna chodhna hai.
Is it necessary for a money bill to be introduced only by a minister? And does its introduction require prior recommendation of the president? Couldn't find these specifically mentioned in the constitution.
Money bills are government bills and ministers represent government, so as a convention ministers introduce money bills.
Also, President's declaration is necessary prior to the introduction of a money bill.
Are subsidies part of transfer payment?
A transfer payment is a one-way payment to a person or organization which has given or exchanged no goods or services for it.
Generally, the phrase "transfer payment" is used to describe government payments to individuals through social programs such as welfare, student grants, and even Social Security. However, government payments to corporations—including unconditional bailouts and subsidies—are not commonly described as transfer payments.

UPSC official key gave 'd' as the answer. What is the correct reason then?
The Court Fee was removed and now everybody could drag anybody to courts.
[I did not know this earlier, but I just checked it. ]
Hi guys. I'm in dilemma is forum epic monthly is enough for prelims. As most toppers suggest vision monthly
It doesn't matter which one you do.. Just read and revise as many times as you can. ForumIAs epic magazine is Relatively new and hence you would not hear toppers suggesting it..
I have been reading Forum Ias magazine for almost a year now, right from its first edition.. I personally find it much better..
All magazines are decent, pick one and stick to it.. If you switch from one magazine to another, it will just mess up your mind.
If you are starting afreash, maybe you can read one or two article from these two magazines and see which one you like better..
Is Vice President part of parliament?NO
Why?
Wouldn't ex officio Rajya Sabha chairman be part of parliament?
I think No. Because when the joint sitting of parliament happens, Vice prez is not a member of it, which means he is not.
Yes, correct.. I have categorically read somewhere that he is not a part of the parliament.
@sstarrr Correct. Please explain the logic behind statement 1 being wrong?
The statement talks about NBFCs to do banking. Now NBFCs are private entities who may or may not choose to lend their services to the hitherto underserved or unserved sectors of the society.. So, we can not say that if we let nbfc to do banking, then it will lead to inclusive development..
Can governor "pardon" death row??? Means full innocence like the president power?
He CAN NOT PARDON a death sentence, but HE CAN COMMUTE it to life sentence , etc..
The article here has bad choice of words and hence it might have confused you.
If I am not wrong Death row here does not mean Death sentence.
"It means a sentence of imprisonment for life is imposed on conviction of a person for an offence for which death is one of the punishments provided by law. "

Guys I have a doubt.
Few weeks ago, there was an article that CJI Mr. Ramanna, had allowed proceedings of SC in vernacular language for a particular case as the lady was unable to express herself properly in English.
But everywhere that I have read it says that proceedings of SC can only be in English..
I am confused now. Kindly help
» show previous quotesok if a question asks if the purpose of FAR is to encourage long term investments in Indian debt market , would it be false ?
No, it will not be wrong because Fully accessible route will encourage long term investment from NRIs ..
Whereas the Voluntary retention route is to encourage long term investment from FOREIGN PORTFOLIO INVESTORS.
If I am not wrong this is the main differance between the two.
If someone gave ShankarIAS's open test yesterday, could you please share the solution PDF. Thank You.https://iasparliament.s3.ap-south-1.amazonaws.com/All+India+Mock+Test+1+2021+G.S+Key.pdf
Can you please share the question paper also, separately?
Hi can someone please clear a simple doubt of mine? How is rise in MSP related to inflation?
MSP is the minimum support price. So usually farmers keep that in mind while selling their crops. Consider 2 scenarios:
1. Suppose in one year, MSP is 1500 rupees/kg.. then farmers will try to sell it over and above this price threshold, maybe at 1600 rupees.
2. Next year MSP is increased to 1600 rupees/kg, then farmers will obviously not sell it at the price that they sold last year.. This year they might sell it at 1700 rupees.
And the cycle goes on..
So you see, this is how price of the commodity is increasing every year (if all other factors are constant). Hence, we correlate MSP with Inflation..
P.S: I am not so good at explaining things, I hope this layman approach of mine makes some sense.
@Casablanca Cold Air - - heavy dense - - low pressureHot air - - light - - - high pressureSo pole are cold.. So the pressure will be low
I think you have mixed both of these.. .. Cold air is associated with high pressure and hot air with low pressure..
Can MPs speak in only 8th Schedule language in Parliament or any language?
They can speak in any language if I am not wrong.. But it needs permission from The speaker of the house..
ex- An MP from RAjasthan may want to use rajasthani, however it is not an 8th schedule language yet. I don't think it is necessary for the language to be an 8th schedule language..
@GravityShades ya as per official key it's right because as per rules of house of conducting business the parliament cannot discuss state matter for making a law but if any matter of state has national interest that can be discussed by parliament and make laws with request as per rules.
Correct. I read this in Subash KAshyap..
Someone please clear this doubt.
The earth rotates from west to east, then why does more water pile up at the western parts of the oceans? Should it not accumulate more on the eastern side???When you're riding a bike, wind strikes our face. (i.e wind moves in opposite direction of our movement)
Similarly, when earth rotates west to east, Air moves East to West (in opposite direction). With frictional force, air drags the oceanic water with it, hence water moves from east to west, thereby getting accumulated at western part of oceans.
Thats how I remember.
Niceeeee !
@sjerngal can you post the image form the source.. explaining this.. i am unable to locate
Which image?
Anyone? I meant to ask are there any penal provisions or something like that in FRBM when states do no adhere to the targets because always we see FD more than 3% only.
Never read anything like that. I believe it is just to improve fiscal discipline .
And anyway who is going to penalize the union govt for exceeding their fiscal deficit????
So, even by this logic, I do not think there are any penal provisions.. Please correct me if I am wrong.
IT IS A SIGNAL TOFOCUS ON BASIC BOOKS AND STATIC MORE... BECAUSE THERE CAN NOT BE AN AMBIGUITY IN STATIC PORTION...
That is sooo soo on point!! I think we should run for those 65-70 correct questions ( 15 from polity, 15 from economics, 10-15 from history and art and culture, 8-10 from environment 4-7 from geogrpahy and some 5-10 from basic current affairs) - We can't really solve those odd 30, 35 questions jo kahin se bhi aate hai!
Meanwhile I have a bad feeling that Upsc will ask very few questions from polity this time.. These are my nightmare these days..
While we are ready to take an extra run, UPSC is ready for Mankading us...
*Sighs*
Hi, can we all share the important biology related terms (or even general Sci/Tech for that matter) that you think are relevant for the exam?
Eg DNA computing, pronuclear transfer, details of cloning, 5gi
I have a feeling they might ask about Cryptogams- angiosperms/gymnosperms etc. this year, because the first lichen park of India has been inaugurated recently.
@Shailputri also, in que 58, the word "merely" is enough to mark the statement wrong. Religion in India is not "merely" a private affair. There are way too many caveats involved.
Rest, I believe have been answered well by others.
And even I marked the Strait of Malacca que wrong..
Hey guys, I solved the Atish mathur mock that someone posted here yesterday.
It was a decent paper. If anyone is looking for a mock to solve, you may do that.
I sat at exact 9:30 with omr sheet with me, trying to simulate the scenario at exam centre. I had slept at almost 2 last night, so just wanted to see if I would be feeling sleepy or not. And honestly, I was feeling sleepy before 9:30, but sleep just vanished after I saw the paper.
I just hope I reproduce the same performance on 10th also. Fingers crossed 🤞
@sjerngal which one did you attempt and your score?
I need a paper for simulation before 10th, can someone suggest any? Not going with atish because I solved around 4 tests and they didn't seem lengthy like 2020 paper.
I gave test 7... Scored 116...
I did not find it less lengthy as I finished it with still 15 minutes left. Whereas I usually solve the paper faster than this..
Anyway, I do believe that when we are actually giving the exam, we will always find it lengthy because we think more before marking any option in the actual exam...
I have not solved mocks from many different institutes, but shankar open mock of 19th sept was decent.. I don't know about the latest one..
@sjerngal I find it bit difficult. Questions were more on technical basis and less on analytical. Whether it's S&T or economics, there was less emphasis given on analytical questions. I didn't solve more than 50 questions. Find it more like on Vajiram pattern, less on upsc pattern.Confidence hila diya iss paper ne.
I would anyday like a paper that is not like Vision's .. Such is the PTSD.. Lol!!
I have some queries 😅 all have a same theme
1. Barring basalt flows, shield volcanoes are the largest. So if a statement says shield volcanoes are the largest volcanoes it is to be marked correct or not?
2. Same thing with speaker being ex-officio prez of all parliamentary forums except the one on population, or all notices lapsing on dissolution except notices for introduction of bills. And probably a dozen other such cases.
If a statement says, all notices lapse on dissolution, it’s to be taken as right or wrong?
~
I mean how do we know if a statement is just saying something generally, or we have to account for all the minute exceptions…
@Neyawn Help out!!!!
Since everyone is talking about discrepancies, last year was my first prelims. I had not prepared much and I knew I wasn't anywhere near to clearing the cut off, so I did not bother checking my CSAT scores.
However, in November last year, I did check my CSAT scores from some coaching keys and I was getting ~78 .. I was so shocked that I had always scored more than 100 in CSAt mocks and all , so how can I get so low..
Turns outI actually scored 102 in CSAT.. which is wayyyyyyy morrreeee than the coaching keys... Such anomalies... Don;t know which coaching keys to trust now. ..
In the evening only I was cribbing in front of my dad that I can't take CSAt lightly, I am scoring well.. Turns out I need to have more confidence on myself.
@sjerngal are they really that bad? they completely shattered my confidence to the point I was thinking of skipping this years attempt
A wise man once said, Whenever u feel low at confidence after solving a mock, go back to solving previous year papers of upsc..
I personally believe it's time people need to get over this..
No doubt someone has qualified prelims through the category cutoff, but we often forget that in this attempt of mocking someone we neglect the fact that someone has scored a rank in top 20, which is no less a feat and a pure indication that the person has worked as hard as they could.
It is very easy to discredit someone's hardwork in this nonsensical debate of reservation and non reservation.
Over and out!
Anyone here who has done capf, cds pyq? Was there any repetition of concepts or facts wrt CSE
@sjerngal any inputs?
Hey, I did solve past two years capf papers. I did not focus on any pattern per se, but I did realise that there are quite a decent no. of questions on poets and books in ancient and Medieval which is a very scoring area if one has done it well.
Please have a look and point out if there is any wrong info in the list. Thank you.
I don't know which source you have referred to, but I will also attach my compilations that I made from the latest economic survey volume 2. Please cross check accorsingly

@Purplesunbird Any idea what could be considered as a good score of Mathur sir test 7?
Others who gave the test pls tell.
@sjernal - you too.

@sstarrr the answer is 2-1-3-4 but it doesn’t match any option and the solution given didn’t match the question
Are you sure?
I think AP would have more forest cover than Andaman - considering the land area.
My guess is Gujart- West bengal - Andaman - AP
It is asking forest cover as a %age of total area .. hence andaman has more..!
How to handle questions like this one here?
Is it mentioned anywhere or should I just ignore it as a bouncer question thrown by UPSC?c?
For 1- charaka and sushruta were alive before. They were surgeons. So there must be specialised instruments.
For 2- Internal organ transplant today is very tricky, imagine that time. Not probabale.
3- I think I read somewhere aryabhatta did.
4- I think bhaskaracharya did.
Plus, if you eliminate 2 and know 1 is correct, no need to know 3 and 4.

The magnetic field is used to contain the hot plasma. I don't think it is used to generate power. Power is generated by fusion only. But Forum's key says answer is D.
Don't read too much in between the lines. As a general statement it is correct... It is just a poorly framed statement.
But I think we all know what they meant to ask...and the use of plasma is also very clear to us.. It is obviously not used to "generate" the energy...
Let's just hope upsc doesn't put us in situations like these.
Saturated fats are those in which no more hydrogen can be added as they have no double or triple bonds.
Unsaturated fats have double or triple bonds and more hydrogen can be added to it. To increase shelf life and save cost, company makes unsaturated oils by partially hydrogenating them but they are still unsaturated.
Also, saturated fats are less harmful compared to unsaturated or transfats.
Brooooo.. Last statement is wrong..
1.Saturated fats are more harmful than unsaturated fats.
2. Although trans fats are also unsaturated, but since here hydrogen is added in the trans position, it is the most harmful out of all the three.
3. Saturated fats contain no double bonds.. Only single bonds.. Since they can not hold more hydrogen, they are called saturated.
4. Natural unsaturated fats do contain hydrogen, but in cis-position and hence less harmful. ..
5. Natural unsaturated fats increase good cholestrol and reduce bad cholestrol.
6. Saturated fats increase both good and bad cholestrol.
7. Transfats increase bad cholestrol and reduces good cholestrol.
@sjerngal Thanks for correcting, has edited that.
Added few more points.. Check my comment again.
What is the status of Himalayan brown bear? Wiki showing it LC but some other websites showing it vulnerable and endangered.
I have read a statement " it's endangered in Himalayas and CE in Hindu Kush"
What one could decipher from it?
Iucn status of brown bear is least concern as per iucnredlist.org... Yes, it is endangered in some places but on a whole it is least concern and it's population is stable as per the official iucn website.
The Environment Protection Act, 1986 empowers the Government of India to
- state the requirement of public participation in the process of environmental protection, and the procedure and manner in which it is sought
- lay down the standards for emission or discharge of environmental pollutants from various sources
Official answer key says answer is 2 only. Isn't public participation a part of EPA?
I think the first statement is specifically a part of environmental impact assessment
So as I think-
Major part is having time at your disposal in exam, like last year paper was too lengthy. So there was less chance of getting such answers:
for example- before prelims, Azad hind mentioned about KONDA and related it with Andhra Pradesh, It helped me to correct one question
at the same time due, I wasn't able to look at question like KULYAVAPA, DRONAVAPA. But there also it was easier to guess the answer.
they can fail us also, if applied illogically like question like GHANTASHALA, as CHAUL and KAdura were also there, I went with Buddhist centre :P
can be said that, it is mixture of your vocabulary across some Indian languages, general awareness of things, available time, risk taking attitude, most importantlyit has to be your day. Go with the instincts if something clicks, it may or may not work, but the study of 2-3 years isn't working properly so taking such risk (limited) should not be an issue
applying things in mocks can help, it can be sort of habit for some, but as exam is close, we can look at some PYQs and try to apply some logics.
KULYAVAPA, DRONAVAPA How was this easy???
In fact it cOnfused me even more. Kulyavapa reminded me of "kulya" Or kulpati.. So on and so forthh..
Dronavapa reminded me of dronacharya.
Based on these logics.. I thought these are land grants...
But the answer was that these are units of measurement, I mean wtf.. How to come to this option based on "logics and common sense"?
One more example of where "logics" Failed me was a question on "dwarasamudra" Probably in case 2020 or 2019..
I was like dwarasamudra sounds like gateway of India, so must be in maharasthra...
And boy,, I was soo wrong..
Not to say that logics don't help, but we can not rely on them 100%..
Kya pata meri hi kismat khraab hai, mere logics hi illogical hote hain shayd 🥵
Lets practice our guessing game here
‘A’ can be the answer because
- head of military needs to be given some big honourable name
- Paik - should be foot soldiers because we have read Paika rebellion as 1st war of India’s Independence (contested), none other options suits Paik as much as foot soldiers
just guessing, not sure ✌️
Perfect... just as@Celeborn also mentioned !!
Guessing game pt. 3.. Also, this one is mentioned in NCERT..Choosing between B and D since both are relevant to clothing in and around India. However, given that Khalat/Khilat is a robe worn by many in Central Asian and Middle Eastern countries, I would go with D as my final answer.
@AyeRamadhir sahi pakde hain ...
lajawaab shaandaar...!!
Last year's question on "HUNDI" was directly picked from Medieval India's Old NCERT- Page 259 and was also one of the terms given in the exercise at the end of every chapters..
Anyway, doesn't matter now. Wish I had known all this maybe 2 months ago..
Whatever source you have read is the best source bro.. Dont bother much about other stuff..
right
Which coaching ans key seems most accurate for checking 2020 CSAT paper? (Esp comprehension part)
When you shove laws down everyone's throat by weaponising mandate without any form of consensus building , grassroot movements are bound to emerge. The parliamentary supremacy has come to mean Executive Domination, less than 20% bills are refered to committees, opposition's views are not sought , parliamentary debates if they ever happen have become an exercise in denigrating each other rather than debating the rational of bills, ab aise me street politics nhi hogi toh kya hoga ? This is not setting any new precedent, rather it's only a reiteration of Gandhian Politics that began in 1920s and has periodically made its presence felt in form of JP movement, Anna movement, movement for FRA, and RTI etc. More than worrying about the outcomes of centres capitulation , we should be deliberating about the causes that have led to a revival of street politics again. The lesson is stop treating yourself as shensha and get down to doing things the democratic way , even if it means a spirit of give and take and takes its own sweet time to bear fruits. The spirit that characterized passge of GST needs to be resuscitated. Thats the only way to govern this vast land. It's when Leaders come to believe that only they know what's the right thing that a state becomes perverse and dysfunctional.
** Besides it's a matter of timing , govt has not capitulated as far as my understanding of politics is concerned. It has only furthered its political propspects in UP. Power is the means and power is the end here. Everything else is secondary. Yes even national interest whatever that nebulous word means. Aisa toh hai NHi PM uthe or Guru Purnima ke din suddenly decide kar liya laws repeal krne ka.
Wese ye Ambedkar vs Gandhi debate ho gya, Ambedkar loathed street politics, for him any kind of political expression should happen through parliamentary processes , he even went on to sya if Gandhian Politics continue into Modern Independent india , democracy will be imperiled. I don't know which side I am on , because to me both are complementary. Whenever the balance tilts in favour of one the other comes in to balance it ,and this balancing of forces can be observed in all kind of political questions . Like theres a view that Ashoka launched policy of Dhamma because of competition and conflict between Hinduism and Buddhism, that's why he says at nyoneone place anyone who disparages others religion not only harms himselff but also the cause of his religion. Nehru's Non alignment was also a way to find a middle path between factions withing congress that advocated pro US and pro Soviet stance respectively, and Mandal emerged to balance Kamandal or vice versa. So not polarised pluralism but middle path, should be pursued.
