Subject: Civil Services (Main) Examination, 2019.
Dear candidate,

With reference to your candidature for Civil Services (Main) Examinations-2019 it is informed that in the column “Are you in possession of Income & Assest Certificate to be produced by EWS as on 31.07.2019” of Detailed Application Form-I (DAF-I) of the CS(Main) Exam. 2019, you have opted “NO”.
  1. While filling DAF-I it was clearly informed that the Candidate who had applied under EWS category in preliminary application but is not in possession of EWS certificate as on 31.07.2019, should indicate NO in the above column (“Are you in possession Income & Assest Certificate to be produced by EWS as on 31.07.2019”) and that candidate will be treated as General category candidate subject to his/her meeting with all the criteria fixed for General Category candidate, failing which his/her candidature will be cancelled and he will not be allowed to appear in this Examination.

  2. In this regard, it is informed that you cannot be considered under EWS category in terms of Rules of Civil Services Examination, 2019 as you are NOT in possession of Income and Assets Certificate (EWS Certificate) dated 31st July 2019 or earlier. However, as you have qualified Civil Services (Preliminary) Examination, 2019 on General Standards, your category has been changed from EWS to General in Civil Services Examination, 2019 and you have been treated as General category candidate for the above said examination

@Scorpion888maybe.. if they fail to clear general cutoff for prelims and don't have EWS certi before stipulated date..
However there would be hardly a margin of 0.5 marks i guess

@sat_009reserved category can take general seats only if they clear all stages of exam including prelims via general cutoff.. i think an SC candidate clearing prelims cut-off of only SC snd not general should not be allowed to opt for general seat based only on mains+interview final result.
Though i am unsure if upsc considers prelims score while alloting UR vacancy to SC/OBC candidate if they score high enough in mains.

@vijay_on_missionDAF had the option of opting NOT in possession of EWS, hence everyone was able to attempt mains(including me) though it was subject to clearing Gen cutoff in prelims.. for which i got confirmation email today.

@sat_009yeah.. but this year the difference would be huge due to delay in getting EWS certificates or some people being unaware of that deadline of 31 july(like me).
So those who got EWS on time are Lucky..?

@sat_009i got to know about it on 1 August.. applied on 2 August..got it dated 8 August.. i wish i could've been more careful about reading notification and not lost those 10% seats..?

@AzadHindFauzi guess your numbers are right..?and ews cutoff for prelims would've been higher than UR cutoff.. that's why they shifted everyone not able to produce certificate to general who qualified under ews.(high cutoff for ews might be due to less seats and more candidates filling under ews proportional to general candidates)

@Shubzbut for seat allotment post final result why would a candidate with rank 101 opt for general when he would be getting ias in ews but not in General category.. so there are chances that people with opt for ews(in prelims too) which pushes ews cut-off higher than UR in multistage exam

@ajit_kdi agree.. moreover in prelims since 90% of general candidates opted for ews with only 10% seats.. chances are high that 90% ppl competing for 10% seats would have higher cutoff than 100% general candidates fighting for 40%.

Paper 1 attempt kar diya but in 2 10 markers bss kar diye kisi tarah..

@yummywell it's all relative.. he's feeling cheated w.r.t someone he considers equal to him (merit wise)getting more than him.. what you're saying is w.r.t broad sphere of socio-economic situation in the country..
