I think in this question, positive aspects of LED lamp vis-a-vis sodium lamp are asked and ergo any statement mentioning a negative aspect of LED lamp wouldn't be true (LED lamp has longer life, not monochromatic unlike sodium lamp). I think this question has been asked related to PM Atal Jyoti Yojana. Likewise, a Q on solar water pump was asked in 2020 related to PM Kusum Yojana and it showcased positive aspects of solar power pumps. @prachimalik1121311 In my opinion, answer here will be D. The more important word here is "may" and not "lethal", and the most important word is "concern". Try to negate the CO statement, which is kind of absurd saying there is NO possibility at all that CO can escape in the environment given that it is a known hazard for copper smelting plant workers. Lethal doesn't necessarily mean a big amount. All the best.

@5HT The words "concern" and "may" are more important in this Q. Most importantly, nitpicking never works in UPSC papers. One has to think like a generalist while attempting such Qs. Negating the first statement, in fact, is highly improbable.

@sushil_21 Also, the PYQ statement has the word “any”. Had it been impossible to culture it in a synthetic medium, the statement would have simply been “Virus can be cultured in a synthetic medium” and still be wrong. Plus, there’s the word “artificial” in 2021 Q.  Let’s see what the official answer is.

@prachimalik1121311 I wonder why people believe these institutes’ keys are sacrosanct. Vision IAS didn’t get 5 Qs correct in 2019, imagine the scenario in 2021! Shankar IAS got 7 Qs wrong in 2019! I remember Vision IAS got a Q on Buland Darwaza’s building material (which is red sandstone) incorrect in 2018. I had marked it D and almost every institute that year gave the answer as A. Always remember, UPSC always has the most general and broadest  interpretations as correct answer; the one which is most aligned with common sense. As an administrator, is CO accidentally leaking inside/outside the plant a concern? For sure!

@Negan The"best" definition of State is B. It is the most comprehensive amongst all options. Also, it does include sovereignty in it, ergo holding true to the overly-emphasised Montevideo Convention's criteria of a State in almost all coaching institutes' key, which I think is in particular context of international law. I 'd mark it B even I were to attempt the paper today.
