    heyy just googled..rule is 0/20 however due to time taken to get 20 aircrafts it will efffectivly get streched to 3 years

    your answer is simple and precise. adding the concerns of the airlines, especially the new entrants and supporting it by how the government can help resolve those concerns in the end will add stars to the already beautiful answer.

    You can add security challenges also (both the ground level security as well as increasing air traffic)..
    5/20 rule has been diluted to 3/20 as any operator will require at least 3 yrs to get minimum 20 aircrafts (a criticism which has come out from aviation sector side)
