There are many times UPSC has asked questions that test judgement and not legal analysis. In every department in every government ministry, there is a hierarchy of actions depending upon administrative overhead and current priority. If such a question is asked you have to mark the best possible answer, not the only possible answer.
Here I find ForumIAS’s answer perfectly justifiable.

The answer is still correct. Question asks for ‘MAJOR’ focus of Env Ministry. Both BSI and ZSI existed even before Independence as autonomous institutions, and are now subsumed under MoEFCC for administrative efficiency. They are still largely autonomous and thus cannot be considered as a major focus of the raison`d’être behind MoEFCC.
