A. Cyberspace is a complex environment consist of dynamic interaction between people, institutions and software services supported by worldwide distribution of information and communication technology. The entire architecture for strong cyber-security and data protection is essential because of the present movement of going digital and online for day to day life of both people and private and government institutions.
Setting up a strong cyber-security and data protection framework requires:
1) Institutional framework to revamp the safety of cyber-ecosystem: Inspite of dealing with each cases of cyber security and frequent breaches ( like debit card information leak of SBI ) on ad-hoc basis, it is necessary to have a integrative and comprehensive mechanism to deal with digital warfare.
2) Asymmetric character of digital warfare: It requires a multi-agency organisation that is technically equipped having equiped manpower and also bases its decision on sound strategy and regular policy inputs.
3) Implementing the provisions of National cyber policy of 2013 is necessary for protection and resilience of Critical Information Infrastructure in the country.
4) Lack of data regarding cyber breaches need to be reported and does not need to be hide due to liability threat to institution.
5) Cyber-security is key to development of major government institutional delivery system from financial such as banking services to security functions and thus it symbolizes the soft power in current world and thus thus agencies like the National Technical Research Organisation, the National Intelligence Grid, and the National Information Board need to work under one umbrella and report directly to government of India.
Thus, major institutions like CERT-In which protect India’s cyber security and various government policy, guidelines and agencies need to work together to develop India as a cyber-secured country and also having strategic advantage over other rivalries countries.

क्या नैतिकता एक सुखी जीवन व्यतीत करने के लिए महत्वपूर्ण है? उदाहरण के साथ अपने जवाब का समर्थन करें।
A. Morality can be defined as principles concerning the distinction between right and wrong or good and bad behavior. In our day to day lives we often face situations where we have to choose between options and moral character of a person plays big part in it.
Morality is definitely a very important value to lead a happy life. A person with high integrity and moral character will choose the right and we know that the path of truth will lead to happiness in the long term even at the cost of short term sufferings.
In his childhood. Gandhi Ji once stole some money from his father’s pocket. He knew that his father would never come to know about it. However, showing high moral character, he confessed his mistake. The rest is history and we know Mohan Das became father of the nations.
There are numerous examples in our daily life where a moral life can lead to happiness. Some of them are explained below:
1. Corrupt vs. Honest Officers – Former CAG Mr. Vinod Rai unearthed big scams and was at the receiving end of the then government. However, now he is respected by all. At the same time, a dishonest officer can accumulate huge wealth but will always live in fear
2. Tax Evasion – People who pay taxes honestly are living happily without any fear versus tax evading people are always in fear of raid or penal action
3. Every day scenarios such as jumping red light, bribing traffic police, cheating in exams test out morality and people who are at the right side are always happy in the long term
There are many other ethical values in addition to morality such as honestly, integrity, truthfulness which are required to lead a happy and satisfying life. It is the responsibility of a society to teach them to our childrens so that overall we became a happy world.
3.“The worst form of inequality is to try to make unequal things equal.” Discuss Aristotle’s views. (GS 4)
“असमानता का सबसे बुरा रूप असमान चीज़ो के समान बनाने के लिए प्रयास करना है।” चर्चा करें।
A. “The worst form of inequality is to try to make unequal things equal.” This statement by Aristotle is very true in explaining that not all things, situations and person can be of same view. Inequality is essentially a neutral word. What makes it sound negative or positive depends on with what it is attached. For example Inequality in income or opportunity is bad for a nation. whereas inequality in ideas, thoughts and deliberation lies at the soul of democracy.
It must be realized that painting everything in one colour will not only make the picture look bad, it is also not right. Uniformity is desirable at the level of sharing common principles, ideals. But uniformity of action, thought process is not desirable as it will kill individual initiative.
Forcing equality, will not do much good as every individual has its own nature and own views towards approaching a problem or situation. This will on the other hand will discourage deliberation, exchange of ideas and free flow of thoughts.
Aristotle wants to imply that it is waste of energy, time and resources towards making unequal things equal. As it will make the situation worst by turning it into an unfair exercise. What needs to be understood here is that every thing has its unique value and must be used to generate better outcomes.
Democracy also promises equality of opportunities and not equality of mindset or conditions.
