The link you have given says it “could” not, thats not a sure shot statement and thats the personal opinion of somebody moreover all other websites mention pesticides as a cause for its population destruction.
Wiki can be easily edited, give me the links and source of this info.
But according to wiki-
The main threats are the intensification of pesticide use in the region and use as a decoy to trap large falcons.

Q3. Point 3rd might just be incorrect quoting The Hindu :- “It could not be the reason as pesticides have been in use for many years and the birds had survived.”

Someone please clarify regarding question 3.
Wiki says : The laggar falcon (Falco jugger) is a mid-sized bird of prey which occurs in the Indian subcontinent from extreme south-east Iran, south-east Afghanistan, Pakistan, through India, Nepal, Bhutan, Bangladesh and north-west Myanmar.
Also it has been put in “Not threaten”(NT) category.
