In Q5, shouldn’t the answer be 1and3 only (A)? As there are no special provisions for hilly states,,,

The PDF generation needs to be simple. Question, Selected Answer, Correct Answer. The smileys and stuff is really distracting and unnecessary.

I am not a big fan of this UI. The old one was simple and elegant.

    actually,
My query was Tax expenditure can be defined as a
    (1) Ratio
    or
    (2) Absolute amount
The concept of revenue forgone – I understand

revenue forgone means it is the incentive/subsidy provided by govt. to boost growth of certain sectors. it is NOT WAIVED OFF. ForumIAS explanation is guiding all of us right. and Thank you ABG 🙂

Tax expenditure is also termed as ‘revenue forgone’, but it does not necessarily imply that this quantum of revenue has been waived by the government.

Sir, so tax expenditure does not necessarily denote the amount of revenue due to tax forgone.
CAN it be defined as the ratio between tax collected and aggregate tax base ?

The divergence between the statutory tax rate and effective tax rate (defined as the ratio of total tax revenue collected to the aggregate tax base) is mainly on account of tax exemptions.

Hence, the divergence and hence the ratio is the result of tax expenditure – but the ratio provided in the option is not the definition of tax expenditure according to me.

Is tax expenditure ratio of collected tax to aggregate tax base or is it the amount of tax foregone by the government due to various relaxations provided.
