1.This is like land-pooling, as done at Amravati. Here farmers are made the stakeholders in the development and not just the commercial relations.
2.Land sold in market post development will earn good money to finance such investment intensive project.
3. In all, it’s a win-win proposition for farmers, govt. and entrepreneurs. -

1.This works as an incentive as land is considered sacred with sentiments attached,which makes acquiring land complex.This can curb the rehabilitation procedure.Also the reurned land could be used for renting or leasing purpose by the owner .This can be further complemented with Skill India which could make owner use the land innovatively.
2.a)This model can work in both PPP and wholly public model. In case of PPP,it will the private player that will purchase the land,and later could compensate it by charging user fees etc.
2 b)The govt isn’t selling the complete land acquired,this model reduces fiscal burden and encourages private participation.
Ethics and development has been continuous debate,weighting development. This model however minimises various ills of land acquisition by returning 40 percent of land. -

Why is the land returned to the owner after devlopment. . I mean for example if the owner is a farmer what will he do of the land , even if it is returned to him after devlopment
2. 20 % of the land will be sold to whom to finance the project.And why is government acquiring the land if it has to sell it again. As I have immensely exploited the resources of BITS library during my optional preparation of Mechanical.And BITS library has immense collection of books. My sidee also has Made Easy Notes of set of 36 of civil engineering . I have nearly 1.5 months left in college . If you need any material help . I would love to help. As I am mechanical I cannot help with questions , but I will try with material help to you.

I used GST logic and my own knowledge and some Laxmikant memory
Inter state -IGST , will be collected by centre
Stamp duty- opposed by states in inclusion in GST , will lead to fall in revenue
Cess- Goes directly to centre, as will be in case of GST also, as Swachh bharat cess and Krishi kalyan Cess will continue after GST implementation.Also ForumIAS keih open test meih question bhi toh aaya tha Cess par.Apka logic bhi sahi hai. But hum engineers har jagah logic dundte hai. UPSC meih thoda JEE chemistry keih jaisa rattafiaction bhi dalna hoga.
So – Battries not included. Consumers may use their discretion.

Regarding 4th question, I want to share my approach to the question.
Taxes that are levied by the Centre but Collected and Appropriated by the States includes:-
Stamp duties on bills of exchange
Taxes on the consignment of goods in the course of inter-state trade or commerce
Any cess levied for specific purposes.Inter-state trade = there are two or more states and hence, it will be highly unprobable that taxes will be collected by states, though taxes may be appropriated by states. Collection has to be done by Centre.
After consulting with book, it is levied and collected by centre, but appropriated by states.Cess is levied for specific purposes – Like Krishi Kalyan Cess and Green Environment cess – as these cess have national impact – Most probably it will not be collected and appropriated by states. Though it forms part of Revenue divisible between centre and state as prescribed by the President on recommendations of Finance Commission.
Stamp duties have more localised impacts – hence they can be collected by states.
This was just my guess work and approach – do not know exactly the SELECTION of taxes which will be collected by centre and those which will be collected by states. If anyone knows the exact reason behind it, PLEASE SHARE !!!

a state without the consent of that state. But, in this case, the delegation is by the Parliament and not by
the president.Does it require special majority of Parliament, or simple majority just like that needed in passing ordinary laws ?
