Ok, probably I didn’t make myself clear there. This partial statehood is on account of having a legislative assembly only. I didn’t take statehood AND Legislative Assembly as two things making them qualify to take part in ratification process.

Delhi and Puducherry are two union territories that are entitled, by special constitutional amendments, to have an elected Legislative Assembly and a Cabinet of ministers, thereby enjoying partial statehood powers. Both of these territories can participate in the ratification processSo even though they are not states, they can participate in case of bills.

For any bill that need to be ratified more than half of the state, Delhi and Puducherry would also participate because they have legislative assembly. Thats the simple concept. Don’t confine the word “State” only to existing 29 ones.

i think ut’s with legislative assemblies can participate in ratification process and this half statehood concept is wrong coz delhi’s vote is counted as one

Ye to accha doubt poocha – I think Delhi and Pondicherry should not participate as they are not states, but Nodi ji said – when GST was introduced , it required 16 states to ratify it. – So I am also in doubt now

They enjoy partial statehood and have Legislative Assembly. They can take part in ratification process, so 29+2, half of the states means 15.5=16.

At least 16 out of 31 state assemblies, including Union territories of Delhi and Puducherry, need to pass the Bill with a simple majority.

I have the same doubt because as per definition they should not be states, but when GST was introduced , it required 16 states to ratify it. Now there are 29 states , so half would be 15 but GST needed 16 states.
