yes bro you r right.
1- all money bill are financial bills but not vice versa so u can say that it may not money bill but finance bill (I) which can only introduced in LS.
2- finance bill (I) can be considered as a money bill which contains exclusively matter related to article 110.so that’s why only word may not be used here.
so baat vahi hai aise two circle jiski radius same hai bs draw alag-2 jagah karna hai kuch aisa hi hai yahan pr bhi..
baki iss baar to finance bill-2017 me rbi act me amend karke electoral bond , tribunal act , RPA act me amend karke electoral bond se political parties money collect kar sakti hain sabko money bill ke tarah pass kara diiya gya .. i think ye sab finance bill(I) ki category hai where it can’t be consider as a money bill tbhi opposition ko problem ho rhi….P.S.- WE both studied from bible of polity (laxmikanth) so knowledge constrained up to that level only .. 🙂

Doubt in explanations of Q1
According to me, Answer of Q1 is correct, but the explanation is wrong !!!
A bill that contains a clause on borrowing of money by the Union government can be introduced in Lok Sabha only as it is a Money Bill
It may not be a money bill, but can be a type of Financial Bill ( Financial Bill – I) which can only be introduced in LS with recommendation of the Parliament
Similarly, bill in 2nd statement may be a Financial bill type I .If that bill contains ONLY provision related borrowing of money by Union Govt, then it would have been MONEY BILL . But, word ONLY is not mentioned !!!
