    Good one. Liked the conclusion and innovations on paper with flowcharts and diagrams. But in an essay, i suggest to restrict the other ways of representation to one or two. (it is purely personal). because what I feel is essay is where you can bring in perspectives and a lot of creative writing. We are not supposed to introduce long quotes and examples in GS paper where it ought to be technical. This can go about like :
    1. How Indian economy depends on its means of production than human capital
    2. Then talk about knowledge economy and how this human capital and the technology it develops and uses could be an asset.
    3. A brief explanation of what is Digital India programme and its nine pillars and technicalities in a page or not more than two.
    4. Then probably concentrate on “TRANSFORMATION” – how this digital India will convert India’s economy into knowledge economy esp when our services sector dominate India’s GDP. here you can talk about larger agri based population and how digital india would address this.

  28. THe essay has a flow and speed. The writing is good and a number of issues are highlighted. However what is the current status of banking?? maybe implementation of Grameen Banking etc could have been put in. Also the suggestion part is missing. You have mentioned things like payment banks etc which youc an elaborate further. ATB

    It is a good essay on importance of rural development. You have very well address why villages are important and how they have been exploited. You have written last 2 pages on the role of banking in rural employment. Your content is good but what I suggest is shorten the first 4 pages and try to condense in a page or 1 and half and then write more on the banking services and how they help like NABARD, crop insurance schemes like PMFBY, penetration of banking sector and business correspondent models, other solutions to increase banking, financial literacy cos it will add value to you essay. Keep writing, you have good competency to relate quotes and give perspectives.

    Yes I totally agree with your suggestions. My mind just went along all these things but I wrote something by restricting. I was afraid that if I let my mind to examples of co op like amul, aavin of TN and how banking system changes their lives then I wouldnt be able to get my mind back on to track. It will flow in a diff direction than what I planned for.
    I need to make a mindmap before i write which I didnt do it today cos I had to write this essay in an hour( time constrains). Thank you for your valuable suggestions.
    I used to write on paper earlier. Since documentation is easier and wordlimit can be controlled while typing, I took to this method.
    I have joined Insights for prelims test series.

    1) I think its better if you can classify how banking system can bring lifestyle changes in d rural India … How dey will get subsidy, easy loan , d case of farmer suicide a major one I’d u can address, mnrega payment, u can add bcz just wid digital payment nothing can happen…
    2) insurance scheme awareness so that their health care cost can be handled a more over financial awareness model is required.
    3) transformation from a consumption economy to saving economy wud ve an btr idea bcz u knw in villages how people earn to just spend for d day ..

    1. It neednt necessarily only be about digital india and knowledge economy. When you talk about e governance you could remind yourself of some quotes on governance. It happens that way.

    2. Dont make a paragraph more than 6 to 8 lines.
    3. Give little perspectives since its an essay. You dont have this advantage in GS.

    ROLE OF BANKING IN RURAL DEVELOPMENT

    Raashi and Shakshi, friends from two different villages 350 kms away namely Bakrana and Akodara met at a Coffee shop in Ahmedabad on November 12, 2016. When they were given a bill, Raashi complained about Demonetisation in Indian Economy and felt bad that her village did not have a single branch of any bank. Whereas Shakshi took out her mobile and paid the Coffee shop owner through the mobile and said Demonetisation is a move with fortitude against Corruption and she welcomes it. Raashi was surprised to hear the statement and amazed to see that payments can be done even with a feature mobile phone.

    Unfortunately, India has very few villages like Akodara. There are villages like Bakrana which suffer from skewed distribution of Brick and Mortar bank branches though some are served through Business Correspondents.

    “India is not Calcutta and Bombay. India loves in her seven hundred thousand villages” – Mahatma Gandhi

    With around 70% of India living in rural areas which is majorly dependent on Primary economic activities, it is evident that Indian economy highly relies on rural economic development. Because if it falls, every other activity of economy would fall like a ‘Domino effect’ which is why J.L.Nehru once aptly said that, “If Agriculture doesn’t go right, nothing else will”. Also there is a positive correlation between agricultural productivity and infrastructure development. Irrigation watershed development, electrification, credit institutions, roads and other rural infrastructure play a major role in overall development of the rural economy.

    To that extent if rural economy must develop, Banking industry, the most vital sector of economy should reach the last man of the country. With Rural income and expenditure patterns and rural literacy rate changing to favourable conditions, it becomes the responsibility of the banking sector to pull the money of rural system into savings which else would become hoarding. Banking sector could play a little extra role than just being financial institution by taking the social responsibility of bringing the un-banked population into banking sector. Some of the important roles that banks could play is:

    FINANCIAL INCLUSION:

    Pradhan Mantri Jan Dhan Yojana has achieved to bring a large number of population into banking sector. But Financial Inclusion is not to extend the banking penetration into rural areas but to provide all basic banking services and must go beyond No Frill accounts. Banks may look for alternate business models other than like Business Correspondents and Brick and Mortar bank branches. The concept of Payment banks and Islamic banking are in the right to direction to achieve financial inclusion. Financial inclusion could empower disadvantaged rural population for getting benefits such as pensions and subsidies without leakages through Direct Benefit Transfers.

    CREDIT FACILITIES:

    Pradhan Mantri Fasal Bima Yojana is on its way to succeed in providing highly beneficial crop loans. Besides this, Banks could emphasis more on extending their credit facilities to non-farm sectors like agro-based industries, cold storage and ware housing and other retail loans like housing loans and education loans for the rural middle class so that it would enable savings to flow into the banking sector apart from infrastructural development and bringing up the rural population to perform highly mechanized, efficient farming practices.

    In line with Mudra banks of Pradhan Mantri Mudra Yojana, banking sector should readily disburse credits to small scale enterprises like cottage industries through Shishu ,Kishor and Tarun so as to develop micro units in the economy.

    National Bank for Agriculture and Rural Development plays a significant role in rural development through credit facilities to agriculture and village industries. Watershed Development programme, Farm Innovation programme are commendable in financing for rural infrastructure development. SHG Linkage Programme encourages the banks for micro-financing to self-help groups.

    RETAIL BANKING:

    Apart from money-lending, Banks have a greater role to promote retail banking with Savings accounts, debit cards and personal loans. Since transaction costs to reach the un-banked are high, alternate methods of delivering retail banking can be formulated like e-corners, Mobile Branches, Payment banks and alternatives to BC model. Also, the need to expand delivery channels like Bio-metric ATMs, Mobile ATMs and ATMs operating in vernacular languages.

    DIGITAL BANKING:

    India’s ambitions set for digital economy and less-cash society are high and Banks have a greater role to take digitisation forward to the rural economy. Promotion of internet banking, mobile wallets and apps for banking and digital transactions like UPI and BHIM are significant steps to empower rural population. But with a lesser penetration of Internet, Smart phones are a serious concern in rural areas. The usage of USSD codes in feature mobile phones are tedious and most rural population are reluctant to move for digital banking.

    Coupled with that, a major challenge that needs to be addressed is lower financial literacy which is a hindrance both to direct and digital banking where the awareness of un-banked/under banked population towards banking services is abysmally low. It needs a great will for the banks to educate the rural population through awareness programs and demo sessions.

    Thus, Banks have a greater role to economically develop the rural population by increasing the penetration of organized banking system where currently unorganized lenders dilapidate the farmers and entrepreneurs of small-scale industries.

    To make the dreams of all Raashis of 256 financially excluded districts to become like the Shakshi of Akodara, banks have a huge stake. They play a remarkable role to empower the rural economy and pave for its development so that India’s aspirations for a developed country become reality. Because, “The future of true India lies in her villages.”

    DIGITAL INDIA PROGRAM TO TRANSFER INDIA INTO A KNOWLEDGE ECONOMY

    Digital India is campaign launched by the government in 2015 to ensure that govt services are made available to the citizens electronically and improving online infrastructure and increasing internet connectivity. It includes plans to connect rural ares with high speed internet connectivity . India is in the 2nd largest user of internet services after china. however the internet penetration is quite low in rural ares. digital India program aim is to provide universal access to internet and broadband. Technology has witnessed rapid development and internet has become a boon in accessing knowledge, our lives has become influenced by it whether it be business , school, offices etc. It has revolutionized every sphere of our life.

    the digital india progrrame has nine pillar:
    1.Broadband highways:For providing broadband access to rural and urban areas.
    2.Universal acess to mobile connectivity:would focus on network penetration and fill the gaps in connectivity
    3. Public internet acess programes:Post offices would be converted to multi service centres
    4.e-governance: Reforming govt through technology: online application, tracking of their status would become simpler. Public grievance redressal to resolve problems.
    5.e – kranti: electronic delivery of services : includes various components like technology for education : schools will be provided with broadband, technology for health:online medical consultation, technology for justice in the form of e- courts.
    6.Information for all: govt would interact with citizens through social media through sms and messages and provideinformation to citizens under the scheme
    7. ELECTRONIC Manufacturing: provide skill development to the youth for job oriented programms.
    8.IT for jobs:Students will be trained for IT sector jobs.

    altough digital india programs has done so much for the cause of development but it has some it has some challenges too, network coverage is very low in villages, most service provieders do not have fibre lines. the recent hacking of accounts shows the dismal state of cyber security in the country. govt also faces the shortage of infrastutre to meet the demand of providing villages with the connection. the digital india programme is one of thetstep in the right direction and would take india to new heights

    Digital India initiative is an extended and transformed version of e-Governance project which is in place since mid-1990s. Various e-Governance projects all over the country encompassing all the government departments have not been able to bring about desired results. Thus there was a need felt by the current government to overhaul the present infrastructure of e-governance plan and also include additional objectives in the new initiative.Through the implementation of this scheme, the gap between government departments and people in general would be minimized. Services and benefits provided by the government would reach to the citizens in quick time and without much hassle. It will also ensure local electronic manufacturing and job creations for Indians.
    Therefore, to realise the objective of making India a ‘Digital Society’ and a ‘Knowledge Economy’, PM Narendra Modi envisioned the scheme of “Digital India” so as to transform the entire concept of Governance by making it more transparent and accessible to the citizen.
    The Digital India initiative is being envisaged by Department of Electronics and Information Technology (DeitY) but other ministries are also involved such as Ministry of Communications & IT, Ministry of Rural Development, Ministry of Human Resource Development, Ministry of Health and others also.

    VISION AREAS OF DIGITAL INDIA
    The main vision of Digital India initiative is to ‘transform India into a digitally empowered society and knowledge economy’.
    To achieve this vision, the government has marked three Vision Areas, viz.:
    Making digital infrastructure as a utility to every citizen.
    Making Governance and public services on demand.
    Making citizens digitally empowered.
    Important objectives under these vision areas are:
    High-speed internet connectivity for fast delivery of public services.
    Creation of unique digital identity for every citizen.
    Providing private space on public cloud.
    Making cyber-space safe and secure.
    To make government services available in real time through online medium.
    To improve ease of doing business through transformed digital services.
    Financial transactions are to be made cashless and electronic.
    Universalization of digital literacy.
    Making digital resource and services available in Indian languages.
    Making governance citizen participative through collaborative digital platform.

    SUCCESSES OF DIGITAL INDIA
    Digital India has been introduced to ensure smooth implementation of e – governance in the country and transform the entire ecosystem of public services through the use of information technology. Some of the schemes launched under digital india are:-
    E-Pathshala: Transforming Learning through Technology
    The Ministry of Human Resource Development introduced the e-Pathshala programme to promote ‘learning on the go’ among students, teachers and parents. Through this initiative, free access to NCERT books is available to students of classes 1 to 12. These books are available in both Hindi and English.14

    eBiz platform
    The initiative, driven by the Department of Industrial Policy and Promotion (DIPP), seeks to provide comprehensive Government-to-Business (G2B) services to business entities with transparency, speed, and certainty. The aim is to reduce several levels of points of contact between business entities and government agencies, establish single-window services and reduce the burden of compliances.15

    My Gov platform
    This is a platform for citizens to exchange ideas and suggestions with the government. Through this initiative, the government receives feedback, inputs and ideas from people regarding policy decisions and new initiatives like Digital India, Swachh Bharat, Make in India, among others.16

    Jeevan Praman
    The Jeevan Praman programme enables pensioners to conveniently submit their life certificates online through this portal. The certificates are stored in the Life Certificate Repository and available to pensioners and Pension Disbursing agencies.17

    Digital Locker System
    DigiLocker is a key initiative under Digital India. This programme is targeted at paperless governance and is a platform for issuance and verification of documents and certificates digitally. A dedicated cloud storage space is given to all those who register for the Digital Locker account. To make it an easy process, this storage is linked to their Aadhar (UIDAI) number. Organisations that are registered with Digital Locker can push electronic copies of documents and certificates (e.g. driving license, Voter ID, School certificates) directly into the citizens’ lockers. As per the official website, there are 39, 64, 008 registered users and 50,47,204 uploaded documents.

    CHALLENGES BEFORE DIGITAL INDIA INITIATIVES
    The Digital India project, no doubt is one of the grandest projects till date because it embraces all the government machinery and departments in its fold; its aim is to create a truly participatory democracy with the use of digital technology; its target is to connect more than 120 crore Indians with their Government so that they could avail services and benefits of government services in real time and also get their grievances redressed in quick time.
    But to implement this scheme is a great challenge before the Government; firstly,connecting 250000 Gram Panchayats through National Optical Fibre Network is not an easy task; it will require a lot of efforts and dedication from BSNL, the nodal agency for laying down the cables; secondly,improving IT literacy is a great task ahead because for the project to become successful, it is necessary that mass of people must know how to utilise the digital services; thirdly,security of data is very important because digital medium is still very unsafe and data vulnerability is a big issue specially in financial transactions; thus, internet data security is a big concern ahead; fourthly,making Digital India scheme known and creating an awareness among common masses about its benefits is also a great challenge.
    CONCLUSION
    Even though India is known as a powerhouse of software, the availability of electronic government services to citizens is still comparatively low. The National e-Governance Plan approved in 2006 has made a steady progress through Mission Mode Projects and Core ICT Infrastructure, but greater thrust is required to ensure effective progress in electronics manufacturing and e-Governance in the country. The Digital India vision provides the intensified impetus for further momentum and progress for this initiative and this would promote inclusive growth that covers electronic services, products, devices, manufacturing and job opportunities. India in the 21st Century must strive to meet the aspirations of its citizens where government and its services reach the doorsteps of citizens and contribute towards a long-lasting positive impact. The Digital India Programme aims to transform India into a digitally empowered society and knowledge economy by leveraging IT as a growth engine of new India.

    Money, everybody knows, makes the mare go. The banking industry, is therefore, the real backbone of any country because it controls the entire economy. It was some twenty years after the attainment of independence in this country that the national leaders thought of involving the banks in a big way in the development plants of the country.

    Banking industry in India has come a long way from the time when banks used to be mere deposit-taking and money-lending institutions. The aim of the bankers at that time was maximum profits with minimum risk. ‘Class banking’ and not ‘mass banking’ was the motto of the people managing the banks. But with the nationalization of banks in 1969, the concept and attitude of the bankers got totally changed. Banks became institutions with social responsibility. They decided to go to weaker sections of the society and help them in achieving their aspirations. Rural areas which hitherto were untouched by banks became the special targets of the banks. Opening of branches in rural areas assumed new significance. As a consequence, more than 40% of the branches of nationalized banks are in rural areas. In spite of rapid industrialization and development of cities, more than 70 percent of the people live in rural areas. It is therefore, clear that India can’t progress without making an earnest effort to improve their lot. Rural populace has to be involved in the mainstream of the nation in one form or another.

    Banks have contributed a lot in developing in rural India. Banks were entrusted with this Herculean task immediately after nationalism. The target was to provide at least one bank for every 17,00 of population in rural and semi-urban areas. Thanks to the dedicated work under its apex organization for agriculture, NABARD, banks have already achieved this target. NABRARD regulates the flow of credit, monitors growth of agriculture, small-scale industries, cottage and village industries, handicrafts and other rural crafts. Regional rural banks were also created to meet the credit requirements of only weaker sections and small entrepreneurs. A lot has been done by the banks for the above classes of people residing in rural India.

    Rural indebtedness had taken deep roots in the country. It constituted a serious economic, social and political problem. Banks came to the rescues of the rural population as a ‘messiah’ and gave them a new sense of dignity. The picture of rural India has changed in a big way during the last two decades. There has been no scheme or development project in which banks have not been directly involved. Be it IRDP, RLEGP, TRYSEM, SEP UP or POP, banks have always been in the forefront. Banks, it can be claimed, have achieved almost all the targets for priority sector advances fixed for them in the last few years. Banks are not only giving loans for purchase of tractors, seeds or for digging of wells, but also becoming active participants in bringing new technology to the farmers and in educating them.

    In fact, it is through the banks only that the Indian farmer is reaching out to the latest advances in the field of agriculture. The day is not far off when the face of India will be changed beyond recognition. In that respect, the major share of the credit would certainly belong to the banking industry in the country.

    Rural banking – diverse business model :

    Banking has become imperative all household irrespective of their social and financial status and expects minimum financial services from the banking system. The recent financial inclusion initiatives of the government provides access to banking service at all villages through branch banking or business correspondent at affordable cost is going to transform the banking landscape to greater extend and it is important business segment for banks.

    Alternate delivery channel :

    ATM has brought sea change in Indian banking space with significant qualitative improvement in delivery of banking service and within short span the presence of ATM are out numbered in the physical branch network

    Micro ATM :

    There is considerable improvement in ATM network. The presence of ATM in rural area is very limited. Banks are not keen to install ATM at rural / semi urban center an account of high investment and low transaction volume

    Mobile ATM :

    ATM is installed in a vehicle which would move to the pre determined place at regular interval to provide door set up banking. These new breed of ATM also have biometric authentication mechanism like finger point verification and voice guided animated screen with touch enabled transaction

    White label ATM :

    The recent initiative of the RBI and government is to all while label ATM permitting 3rd party service provided to set up more ATM in off premise areas .which include resendtial complexes , hospitals , tourist destination , bus stop

    Mobile banking:

    M- wallet is the further extension of mobile banking and it acts like a prepaid account operated through a mobile phone which can be used for small purchases , remittance, bill payment and cash withdrawls

    Challenges :

    Technology- through mobile banking is most effective compared to other channel to reach un banked areas all three stake holders viz.., the telecom operator, banks and merchants should work in tandem with suitable business model on robust technology platform to achieve the desired results

    Financial literacy: on the major chunk of prospective customers are likely from un banked/ under banked population whose awareness towards banking service is limited . It warrant strategic initiatives from banks inviting investment in customer education through financial literacy and awareness program

    Recently announced schemes of government :

    PM Modi announced the number of schemes during the speech on the eve of the New year

    For farmers: sixty days interest waiver for farmland is taken by district cooperative bank and cooperative society. The government will convert 3 crore Kisan credit card to Rupay credit card

    For small businesses : credit guarantee for SME enterprise to be raised to Rs. 2 crore from current Rs . 1 crore . For small business banks have been asked to raise cash credit limit for small business to 25 % from 20 %

    Conclusion :

    Every household is bankable . Today around 100 million rural household are away from banking system . The initiative of the policy makers , regulator and banks in the direction are going to transform the rural India in a big way. This decade definitely be an iron for rural banking and pave the way to achieve the long cherished dream of inclusive growth

    21st century is defined by two things majorly – the access to information and high rate of technological reforms. World is changing and adapting to new ways of sharing and receiving information faster than ever before. In the era of Globalization, every country is trying to be ahead in the race with its competitors and so is India.
    Digital India is the Flagship programme of the Govt. which aims to transform the country into a digitally empowered society and knowledge economy. It is more like a vision that foresees India’s digital evolution is holistic. The source of funding for most of the e-Governance projects at present is through budgetary provisions of respective Ministries/ Departments in the Central or State governments.
    What is Digital India?
    Digital India is an umbrella programme, and it can broadly be divided into three vision areas:
    1. Infrastructure as Utility to Every Citizen: Deepening internet connectivity, mobile connectivity, banking penetration in at village level. Easy access to common service centers and safe and secure cyber space in the country.
    2. Governance and Services on Demand: Connected, real time, single window service delivery. Improving Ease of doing business, financial transactions.
    3. Digital Empowerment of Citizens: Providing accessibility, universal digital literacy and cloud service in regional languages.
    The scope of Digital India is also very wide as it covers:
    1. To prepare India for a knowledge future.
    2. On being transformative that is to realize IT (Indian Talent) + IT (Information Technology) = IT (India Tomorrow)
    3. Making technology central to enabling change.
    4. On being an Umbrella Programme – covering many departments.

    The Nine pillars of Digital India:
    Digital India aims to provide the much needed thrust to the nine pillars of growth areas. These nine pillars covers the whole range of implementation areas.

    1. Broadband highways: Broadband for rural and urban India by 2017. Integrating SWAN, NKN, NOFN for national information infrastructure. Target to cover 100,000 Gram Panchayat in 3 years.
    2. Universal access to mobile connectivity: Covering around 42k remaining villages in the network and enable other infrastructure support.
    3. Public Internet Access Programme – National Rural Internet Mission: this includes 2,50,000 Common service centers at every Gram Panchayat level and 1,50,000 Post offices to become Multi-service center.
    4. e-Governance – Reforming Government through Technology: Government Business Process Re-engineering using IT to improve transactions. Electronic Databases, Workflow automation, Public Grievance Redressal to be implemented across government – critical for transformation.
    5.e-kranti for delivery of services and IT for job

    How does it work? Approach and Methodology:
    The programme at national level is administered by Monitoring Committee of Digital India, chaired by the PM including ministers of relevant ministries and departments. All the states are required to align all the e-governance programmes with the principles of Digital India with flexibility to identify for inclusion additional state-specific projects, which are relevant to their socio-economic needs. The positions of Chief Information Officers (CIO) would be created in at least 10 key ministries so that various e-Governance projects could be designed, developed and implemented faster.
    Adoption of Unique ID would be promoted to facilitate identification, authentication and delivery of benefits. Public Private Partnerships would be preferred wherever feasible.
    Challenges and changes needed for success of Digital India:
    In the history of Indian governance programme of such scale was never conceived. And hence the challenges are real and must be tackled with deliberation. Major challenges include:
    1. Human resource issue: NIC is not equipped for fraction of this task and needs revamping and restructuring. DeitY needs program managers at senior level for better handling. Ministries need Chief information commissioners.
    2. Finance resource issue: Mostly structured around ongoing programs – Better focus, need some restructuring. Some others are process improvements or better utilization of resources. A few new programs may be needed – particularly in Electronics manufacturing and Skill Development
    3. Coordination Issues: Program covers many other departments and hence need commitment and effort with an effective leadership and support critical for success
    With all this machinery in place, programme up and running a very crucial area still remains which is outside the control of Govt. i.e. active participation of the citizens to make this vision a reality. Even though India has a thriving IT sector a large chunk still remains in the grey zone of old methodology to perform work related to banking and transactions. There is need of behavioral change in the mindset of people. Very little can be achieved if there is less govt. to people interaction regarding the mission. Hence, India in the 21st Century must strive to meet the aspirations of its citizens where government and its services reach the doorsteps of citizens and contribute towards a long-lasting positive impact. The Digital India Programme aims to transform India into a digitally empowered society and knowledge economy by leveraging IT as a growth engine of new India.

The Muslin handicraft weavers, plantation labourers and the farmers were deprived of a decent standard of living due to higher taxation, zamindari system, bedhakhali and taxes like nazara. Many of the satyagrahas like the Champaran Satyagraha against the 3/20 system of indigo planters in Bihar and the Kheda Satyagraha were to address the dismal state of poor and to question the rights of the rulers to impose unscrupulous taxes. Independent India took a conscious step to implement development of the rural India as part of Directive Principles of State Policy. India chose to be welfare state considering >50% GDP and >70% workforce depended upon the rural economy.

    Rural economy contributes to more than 50% GDP today (in form of agriculture and cottage industries) and provides employment to nearly 60% of the workforce. With the explosion in the demographic dividend in India it is expected the pressure of existing sources of GDP generation and employment is going to increase. It is expected that by 2035 we will have > 60 cr who would be less than 35 years of age. Therefore an overall development of rural India is needed. Few of the reasons why the development of rural India is need of the hour. One, as mentioned able in order to be able to utilise the demographic dividend exiting strengths like the rural economy should get a boost. Two, rural economy’s growth is tantamount to India’s food crisis through agriculture production. Three, development of cottage industries would help development of local industries in rural India. Forth, social tensions exists due to disproportional growth between Indian cities and villages leading to mass migration and abandonment of agriculture. Fifth, India being a welfare and a socialistic economy needs to pass on the fruits of development to rural India. Therefore as part of government’s principles it is necessary that rural economy grows.

    Growth of rural economy is directly proportional to penetration of banking services among the marginalized farmers and laborers. Banking services helps not just the farmers in getting a robust credit model but helps government to access the citizens. Banking industry is important for rural development because of the following reason. One, it will help in financial inclusion by providing access to banking services to Indian villages. Currently the push for Aadhar and Bank Accounts to the PM Jan Dhan Yojana is government’s push to pull people into banking. Two, improved access to credit- due to live bank accounts, live accounting trails and KYC process done while opening bank accounts. Three, reduce transnational issues by electronic transfers. Forth, ensuring minimum wages from land owners or plantation owners which can be verified through banking trail. Fifth, direct access of the government to the end citizens for subsidies. Recent implementation of Direct Benefit Transfer through Aadhar enabled banking not only reduced the leakage to middle men but made the entire process robust, simple, time bound and user friendly.

    However even though the importance and scope of development of rural India through rural banking is immense today. The country faces huge crisis. More than 30 cr people are still outside the net of Aadhar even though constant promotion by the government. Many of these people are in the rural areas. Currently banking system is driven by Banking Correspondents (BCs) since opening bank branches does not has positive Net Present Value (NPV) and positive ROI. BCs come at specific locations which may need a day’s time to travel adding to the woes of banking system. People are at the mercy of efficiency of BCs for depositions, withdrawals and other transaction. Most of the bank branches in the rural areas belong to Public Sector Lenders due to lack of profitability (of Private Lenders) in rural sector. Key lending is done through Cooperative Banks which charge higher rates of interest. Money is cooperative banks are diverted due to PSL norms specified by RBI. Cooperative banks offer banking services but at substandard service levels.
    Credit flow in the banking is also limited due to higher risk of NPA, lack of credit analysis models and dependence on rains for agriculture. Due to lack of credit the rural agriculturist fight for small amounts of credit at higher rate. Due to lack of banking facilities many of the measures for trade facilitation like bill discounting, Negotiable Warehouse Receipts, Packing credit etc which are valid financial instruments are not accepted by BCs. Minimum wage payments is done fraudulently part fixed part kind. The same does not features in banking so escapes government’s eye.

    Therefore banking in rural areas is key to resolve the existing crisis in villages and empower them for development. Recent simplification of PSL norms by including unorganized industries and intra bank transfer of PSL certificates are positive steps to boost banking in India. Governments push through PM Jan Dhan Yojana, Demonetization and DBT in Kerosene and Gas Cylinders are positive initiatives by the government. The key objective of the government should be simplification of processes, installation of infrastructure and creating awareness of end users. Government has also made Aadhar numbers mandatory for various scheme like EPF which will push rural people to banking. Government has also increased the PSL limit for loan against property to Rs 50 million to unorganized units, loan waiver for smaller loans and interest subvention in certain agrarian financial products.

    Therefore moving ahead few of the things on which the government can work to resolve the banking crisis in rural India. One, address the issues of integrating JAM for all schemes and subsidies. Two, Providing support to new fin-tech startups and payment banks to open branches in rural areas. Three, addressing the high rates of interest offered by cooperative banks. The same to done by constructing robust credit models of farmers who are now part of banking system. Forth, proving support to private banks to set up shop in rural India through government support. Fifth, creating awareness among the customers on the banking products and its use. Many of the products like packing credit and bill discounting which help in making working capital cycle of the farmers simpler however have yet to find use in rural India due to lack of awareness. Therefore a holistic addressing of the concerns would go a loan way in solving the current ongoing crisis.

    As famous marketing specialist CK Prahlad has pointed out that it is at the bottom of pyramid the maximum scope of profit making exists. It is just that the companies have to exploit ways to do the same by rebuilding, rethinking and overhauling business models.
