Data is important to ensure efficient strategic planning, policy decision, governance and empowering communities. Over the years, technology expansion has contributed immensely toward building a prosperous and sustainable future. Big development in IT and related service have caused key technological breakthrough like Big data , which in turn have laid the foundation for an increase used of data for the purpose of governance.
What is big data?
Extremely large set of data which are used to analyse pattern and trends relating to human relation and interaction.Importance of BIG data –
• Bid data is used for development and examine the opportunity to convert unprecedented quantities of data into information that can drive development.
• It will help to more focused on data analysis, which will be evidence based decision making at national, regional and international level and help to achieve sustainable development goals.How it will help to ensure good governance?
• In a vast country like India, data collection is a tall order. Currently information is being collected by different govt department right from the panchayat to the state level.
• There are issue in timely collection of information while in some are quality of collected data is questionable, there by delaying the analysis.• Quality data, if analysed at right time, can be critical for programmatic decision making, efficient delivery of scheme and proactive policy revision.
• CAG launched Center for data management and analytics (CDMA) to synthesis and integrate relevant data for the auditing purpose.
• The digital India and smart cities initiative of the government also include effort to utilize data to design, plan, implement manage and govern programs.
• Open government data can create political accountability, generate economic values and improve the quality of federal initiative.
• Government reform must aim to work with data to assess the impact of service, make informed decisions, improve monitoring programs and improve systematic efficiency.
Analysed data plays a crucial role to create govt policies, to take decision based on data analysed.
Ex – Recently govt has declared smart cities, open defecation free cities etc.
Govt decision is based on analysed data, which is collected by different sources. Like survey in rural area etc.Proper governance will play an important role in determining the improvement in human development indices. Investments in technology, capacity building, a centralized mandate, and structures to facilitate data sharing can help to bring plans and participation closer to reality and also help to achieve sustainable development goal.
