  8. > Jallikattu is considered as cultural festival celebrated during Pongal among Tamil people in which group of people try to take control on a bull.
    >By the time this Jallikattu has been commercialize and to attract more public. Bulls are deleberately provoked so in the way many people die every year in this game and bull suffering is another concern.
    >Blanket ban is not suggested but people should be made aware about the animal rights and there should be constructive discussion, debate about the issue involving all the parties concerned. There should be utmost precaution to avoid casuality and animal suffering. Regualtor should be appointed to monitor the activities.
    >There should be awareness drives to make people aware about the importance of animal rights as stated in the constitution, laws and court judgements. To ensure there is peaceful protest. The people who try to politicize the matter and try to provoke the public should be taken care high handedly.

    •jalikattu is a historical bull taming sport populqr in rural areas of tamilnadu. D sport finds mentions in sangam literature also andbecause of this it has become a symbol of tamil chauvinism.
    •an animal rights ngo approached supreme court after which the court banned d sport. But central govt, under popular pressure, passed an ordinance for continuation of the sport.
    • the issues involved are- aninal rights and modern values of humanism vs. popular sentiments of people(which are fanned by demagogues). Obsolete and inhuman traditions cant be continued in the name of culture and chauvinism. For this purpose the ‘doctrine of essential traditions’ (as in the case of religious traditions) must be implied. And traditions not an essential pqrt of cultural life and against the modern vakues of humanism must be banned.
    • As a DM steps which could be taken are-
    °details of the supreme court judgement along with the reasons for the judgement be published in local newspapers in simple language for the common people to read and discuss upon. This would channel the debate on the right path.
    ° talk to local leaders and religious leaders and demanding their cooperation in this regard by issuing appeals.
    ° arresting local leaders under preventive detention who r trying to mobili se or trying to instigate the public as a preventive measure.
    • govt should create a broader consensus with other political parties to respect the supreme court judgement and not to politicise the issues. Also administration be ordered to prepare for the protests and take proactive measures as mentioned above.

    – What is Jallikattu?
    – Ans: a bull taming event typically practised in Tamilnadu as part of Pongal celebration.
    – What is the issue?
    – Ans: Issue of banning this sport has arisen due to amendment order issued by environment ministry in 2016 which supported continuance of Jallikattu, which is violation of Supreme court order in 2014 for banning this event.
    – Should it be banned?
    – Ans. As people sentiment is involved, careful measures are required to solve the issue amicably. creating awareness regarding apathy towards animal by involving famous personalities, celebrities etc, proper medical team during event,effective protection (barricades, speaker announcements, clear demarcation) so that people are not hurt….. should be exercised.
    – As a DM, how will you respond to these protests?
    – Ans. first of all, i will involve people of all concerned sections for amicable solution. i will try to Persuade people by involving religious leaders, celebrities to maintain calm. I would ensure that proper arrangement of security forces so that protest remain in silent zone.

    – What steps should government take to handle such protests?
    – awareness generation, involving local authorities and all sections leaders, proper laws and punishment in case of event of cruelty towards animal, medical and security forces.
