Your answering style is pretty good. Intro is giving an impression you understood the demand of the question. Body is clearly laying our the points in favour and against. Conclusion is giving your opinion. I don’t think there is anything I can add. They are all good. Try to underline not just subheadings but also keywords in the complete text which ever is important. Also try to reduce the gaps between paragraphs, I am sure there will be space issues if so much gap is given in UPSC :).

Q3) Perfect could have thought of so many new duties.
Q4) Couldn’t think of anything better.
Q2) The whole answer is worded brilliantly, But there are some things i would like to suggest in terms of structure and flow.
1) The second para can be shortened. The intro was awesome.
2) Perspective of conflict of rights (cultural and religious) practices vs rights of equality and freedom need to be brought out. Mentioning a few articles, DPSPs and fundamental duties would add value.
3) I would look at answering in terms of explaining atleast two/three cases – especially because the question asked about recent judgements.- What is the judgement. What are the conflict of rights. What is your opinion.
This would have been my way. I am just saying..
Q1) Good Answer. Suggesting that ongoing schemes/ projects like Smart City, Hydrology Project, Slum Rehabilitation, Housing for All (Can be included in urban planning) and suggesting that they need to have an integrated approach might give bonus points i think.
I think in Question1,flood should be used instead of flash flood.That will make it more unambiguous.

In 5th question, isn’t there a mistake? Additional fundamental duties, I suppose.
