Doubt Clearance Thread: UPSC 2021

what is the difference between Major non-NATO Ally and NATO ally

and what is the status that India has been recently granted?

Thanks for help

If you are seeking a close military and strategic relation with USA, you join the NATO - a military grouping led by USA to contain Communism.

If you are an ally, you better be part of NATO.

In the post world war order India chose to stay non aligned.

Neither a member of NATO, nor a member of Warsaw pact - a rival military grouping led by Soviet Union.

Nearly half a century later, Indian and US come closer. The world is a different place. NATO has little relevance. Warsaw pact is dead.

US designates India ( and other countries that came closer to US subsequently ) as non NATO allies.

Did Harappans knew about cattle?

I read somewhere that they didn't but in one of the test I was proved wrong.

Lovely question. How do you answer such questions. How to remember such facts?

Can you think of seals or any other artefact discovered from the IVC.

Have you watched any movies showcasing Harappan Civilisation .

What was the occupation of people? How do they eat? Think a bit.

3.9k views
1. Well, cattles were not found on any seal from IVC. (which was the basis on which I chose the option)
2. Didn't watch any movie on Harappa.
3. Agriculture & ate meat, which probably points that they knew about cattle.
I think you want me to think in this direction... but doesn't this contradict 1st point??

The Bull! And it was not a mythological animal!

Did the IVC people know about Alloys? Think and tell me@zoidberg

3.9k views
@Neyawn - It was a Bronze Age civilisation. :)

Haha, yes . Lovely. But the striking image of "bronze" Dancing Girl we have been seeing since school should tell us they knew "bronze" an alloy!

@zoidberg Be confident with such things! The Bull could indicate that they have cows and cattle. Plus remember that it is difficult to have an agrarian society and not have cattle - given that agriculture is a labour intensive work. You need to load food-grains and do stuff. Difficult unless you domesticate animals.

@Neyawn Agreed.
Thanks for the lesson in lateral thinking. :)

Great! Please note. Always be a hard worker. That NCERT by upsc2020 must have been read in the first place.

When we have not, we do this. But this is a fallback strategy. Not Plan A

What is the difference between appointment by President and appointment by Central government..

Can you think of how this will make a difference when someone is to be removed from his office? Read Article 311 once and just try to think once.

What is the difference between appointment by President and appointment by Central government..

It's difference of day and night. When someone is appointed by Hon'ble Pres - s/he is protected by Him/her and stays till his Pleasure (maximum job security ideally !). If ministry appoints you, you stays till pleasure of the minister. That means political compulsions can get you out in more easily if you are later category civil servant. All India Services appointed by Mahamahim - so protected under Art 311 which is extra tight article for protection of civil servants.

It is really get to see your enthusiastically answer the questions, sire!

When I was selected for a certain govt job, long back, I quickly checked who the appointing authority was. It was the Central Govt. The appointment letter was signed by Additional or Under Secy Rural Development.

What does this mean?

This means that anytime the Central Govt wanted , they could remove me with just a letter signed by the Secy, Rural Development.

When you are appointed to the All India Services, the appointment is by the President, who , is also the authority who can remove such officials.

This means that if the govt quickly wants to remove someone, they have send the letter to President. While the President is bound to follow the advice, note that President may apply his mind to such recommendations. Or even sit on it for a long time ( The pocket of Indian President , as you may have read is deeper than the American President ). So it is not easy for central govts to remove someone appointed by the President. If for some reason that President is not happy, he may require additional information from the Govt.

So this makes a lot of difference.

Also, with respect to submission of reports, if a Constitutional Body is there, then it is most likely to submit its report to the President than the Govt. That additional layer of having the President takes away a lot of whims and facies of the govt in effect.

Please also note that when governments are in absolute majority, neither the President not the Supreme Courts are able to withstand executive pressure.

Alcohol-based sanitizers kill bacteria by raising temp.? How this is wrong statement

Where did you get that impression from ?

Have you read it somewhere or you assumed it?

This is a red flag. Means you are assuming lot of things. When curious about such things, do google out. This will hold you in good stead in your preparation.

noticed a common theme in upsc questions= if a statement mentions half/partial truth, then it  is generally considered to be true

1.1946 constituent assembly was elected by provincial bodies.( though CA had also members nominated by princely states, the given statement itself is not negated, therefore should be marked correct)

eg.2

1.The Santhal rebellion was organized both against the British colonial authority and zamindari system

( though their revolt was against the dikus who in general were all outsiders ,including the above, this in itself does not make the statement  incorrect).

Good observation. Yes yes yes. Now you are developing the gut feeling / hunch :)

Basically this means that(1) if we cannot say conclusively that the statement is wrong, then it is true.

( 2) Can we say that opposite / falsified version of the statement is true? If we cannot, then this one is true.

1946 constituent assembly was NOT

elected by provincial bodies

We cannot say that the above statement is false. Parts of it were elected by provincial bodies.

Therefore the first one is true.

The line wrt financial bill 1 seems irrelevant. Reading it with bare act further generated doubts.

Does it mean that President recommendation is not required in case of tax abolition/reduction ?

Can you upload the pic again?

@Thinker  , Other nice people. Can you help out with Polity Doubts of@kritikam15101992 ?

One quick questions for thinking people.

#1 Can a member of ruling party present a private member's bill? Is presidential permission needed for private members bill?

@sjerngal 5 questions were straight from pyq and I got all 5 wrong. :)

Well, that’s one thing we all gotta take care of. Getting obscure absurd questions is forgivable. Getting a PYQ or basic book question wrong ? Not so much !

Plz help with this question

I think it's because the batteries themselves aren't used in place of IC engines, but instead they're used as the fuel source i.e. instead of petrol or diesel. In electric vehicles, they use an electric motor instead of the IC engine and this motor is then powered by the battery.

This is a good question waise. Also asked in Interview from electrical / EnC engineers.

Does anyone have official answer keys of any of the years before 2011?

Very difficult. The Commission started releasing the Answer keys only in the past decade.

@Neyawn Sir , If a candidate doesn't appear in any of paper at cse2021 , attempt will be counted or not?

It will be counted. Or else after a tough Paper 1, many people would like to take adiditional attempts.

@Neyawn Sorry Sir , I didn't raise my question in a meaningful way. Kindly let me know , will the attempt be counted by UPSC if a candidate appear in none of the papers(GS + CSAT) (absent for both sittings )??

No.

Understand it this way.

The counting of attempt has got to do with the signing of attendance sheet/s.

If attendance sheet is  signed in both the papers, attempt will be counted.

If attendance sheet is signed in any of the two papers, attempt will be counted.

If attendance sheet is signed in none of the two papers (the case that you are talking about), attempt will not be counted.

I have some queries 😅 all have a same theme

1. Barring basalt flows, shield volcanoes are the largest. So if a statement says shield volcanoes are the largest volcanoes it is to be marked correct or not?

2. Same thing with speaker being ex-officio prez of all parliamentary forums except the one on population, or all notices lapsing on dissolution except notices for introduction of bills. And probably a dozen other such cases.

If a statement says, all notices lapse on dissolution, it’s to be taken as right or wrong?

~

I mean how do we know if a statement is just saying something generally, or we have to account for all the minute exceptions…

@Neyawn Help out!!!!

Can you check if the statement is true or false by changing it into a negative statement ?
