My friend had in 2016 n 2017 cutoff plus 50 marks. He's the only son n momma's boy type so parents didn't allow him to come to Delhi for interview preparation. Both the times he got marks in 130s. He has not been yet selected n changed the course of his career.

Even my IPS friend of 2015 batch got 2 previous interview scores in 190s but when selected had only 150. Reason ??
Mains too is vague. I won't go anywhere else, my experience itself is illustrative. I WAS GIVEN only 49 in paper 3 in 2015 but110 in 2016. Even I had all India highest score of 168 out of 300 in 2016 IFoS mains gs paper. Reason ??
In my first attempt in 2014 without writing a single essay I got 127 which is equivalent to 140s of 2017 but ended up in just 121 in 2016 mains after writing so many essays. Reason??

Just 2-3 papers n interview accidental marks can push one into IAS n you become like of Karun Nayar n Tej Pratap Yadav.
Yaar my point is that every year there are around 4000 people at similar level of knowledge, preparation etc. What takes those 4000 into the holy list of 1000 is luck.
So neither hard work nor luck alone is sufficient. After a certain level of labor you do need luck to propel you to success.
Labor is the substratum n luck is the catalyst of the chemical reaction called success.

Every exam is tailored on the demands of the duty than merit alone. UPSC CSE had to b as such- uncertain, time taking, difficult situation, pulls and pressure, determination, perseverance to name a few.
For example, effort to nab Dawood Ibrahim, terrorists, criminals may linger for years for IPS. settling boundary issue with our neighbors is going since centuries(IFS), Development is a journey not a stoppage (IAS) and any other services in CSE for that matter. Talent and brilliance alone can't solve many problems.
So this exam tests a candidate on all these parameters directly or indirectly. Few lucky n super talented souls get away in the first attempt itself is more exception than rule.

This is old issue.
I too applied under EWS but got certificate on August 5.
UPSC didn't issue mains admit card to those who cleared prelims under EWS (but had prelims marks less than the general category), but couldn't give certificate dated before 31st July.
There were around 300 such candidates. Around 15 of the 300 signed as petitioner n approached Delhi High Court (or CAT, I don't exactly remember). The judiciary ruled that UPSC issue admit card to the petitioners (only 15 petitioners, not all 300 affected were given relief. Donno what the rest 285 odd ppl wud do). That's all I know.

Notification for EWS certificate came on 12 Feb.
After that officials r busy in election duty n students r busy preparing for prelims. After prelims huge rush to Offices, complete confusion regarding procedure, format, certificates required n all.
UPSC should have been more lenient regarding EWS given it was the first time n all above issues.
Bhai given the first time, nationwide general election, confusion, difficulty in getting land, income certificate, prelims exam, most aspirants away from home I think time was not enough.

At max it will require change in DAF-2 Format of the Service Prefer column, which requires a minor IT tinkering. But its India, anything can cause delay.

This exam is for Generalists not for Specialists position so obviously dexterity n depth is less appreciated than the width of knowledge.
Obviously this exam is not to show your prowess in a particular stream of knowledge but general wider understanding of things around you.
By this logic finance minister sd b d best economist, Prime Minister the best pol science fellow or lawyer, health minister the best doctor, defence minister the best soldier. This is completely rubbish.
Its all our media, Bollywood, parents who have planted in our tender mind that the only way to prove your worth in this life is by clearing this exam.
Civil service aspirants come to preparation for so many non-sense reasons like revenge from girlfriend/boyfriend, supersede your neighbors, relatives, competitors, avenue to gain power to settle scores with enemies n what not.
That specialization is being discouraged by USPC is amply clear from 2013 pattern change.
Prelims-----only GS now, one optional as another paper removed. Even technical CSAT is only qualifying.
Mains----- only one optional paper 500, GS 1000 ( before 2013 it was 2 optionals each 300 means 600 optional n GS 3 papers only, marks I m not sure).
Personality Test----- Not much questions from one's educational background like engineering, MBBS and all but general understanding type questions only.

Its only declaring result, not eradicating poverty from India that there can't b any idea about probable date. UPSC can't b shielded from all discrepancies just by saying emotional things that it conducts the toughest exam, maintain standards and all.
If Indian Railways, Delhi metro can communicate to its clientele about possible delay despite running such large rail network with so many uncertainties, y can't UPSC inform aspirants about delay ???
Agree to you that there may be some pressing reason for delay and we should not outrageously blame upsc.
But I didn't understand logic like constitutional body,low exam fee, they r not forcing anyone to write exam n all.

Last year the gap was 50 days. Results, if this week then already delayed by 30 days.(Considering 70 days for mains results). So I guess within 20-25 days, interview will begin.

I m telling based on 2014 experience when 15 days only was the gap.
But now considering DAF-2 also to be filled (unlike in 2014 when DAF was filled before mains itself), it may be few more days than 15 days.

While filling DAF there was no option to upload certificate if it was dated after 31 july. So I didn't upload so now converted into general.
