There is not hard and fast rule..esp that jumbo case study.. subhas prabhat.. there were only two options that is either select or reject... Aur select karna hi uska answer tha... Reject karne k cons jada pros kam the .. so case study can have its own solution without resorting to multidimensional thinking as Cult in UPSC
@Street_lamp i second u. this year UPSC just tested English reading capabilities and comprehension in paper 4. Content and context of questions were as usual, infact I found it easy and straight forward.
UPSC just made paper verbose and tried to confused people with useless data, hiding matter of concern required to solve cases. For Instance prabhat and shubah case study, faltu data bahut tha ..UPSC shabdo me gumaya hai is sal, not conceptually gumaya.
In short, CSAT me English kamjor walo ki Lanka lagi hai, jiski reading speed kharab hai unki bhi.. so saying paper was tough..
Paper was tough, if we consider length and English reading capacity of general masses, it was easy if we see as per Ethics Syllabus.
UPSC tested, ram katha sunane k baad, apko issues kitna samajme aya... Real life me aisa hi hota... Esp girls😂 .. matter kuch aur hota hai...guma fira k batayege..... Samajne wale gist samaj jate... Same happens in professional life also.. direct koi baat na karta, sab sale guma fira k baat karte and that skill of understanding gist, must have for Bureaucrats.

@nalin_pandey78066 you are cent percent right. But my point is not method of improving scores or outcome. My main argument is about predictability of success, after doing all this u mentioned.
Good answer writing is very subjective as far as humanities are concerned. One examiner may like your arguments in essay or say, on financial status of panchayat, and reward you for clarity u have and attempt u made. but another examiner may think " ye to sabko pata hai" , Naya kya hai..and bas Banda chepa hai notes se.. and end up giving average marks. Second examiner, is having attitude of finding faults rather than rewarding for ideas and knowledge.
One is rewarding approach , where good structured answers with content will be rewarded with higher marks.
Another is conservative approach, jaha bas hagne walo k marks Kate jayege..baki sab same hai...where ghodo ko similar marks diye jayege, bas gadho ko hataya jayega.
Aise me kaise koi bole success is guaranteed...success can be made predictable, but no guarantee or tend to be guaranteed.

@Panchayat its biggest myth pahle language paper check hote.. all paper get checked. But language failed candidates k marks release na hote.
Upsc don't disclose because awesome marks in mains and guy failed in language will result into public outcry. So they just don't disclose marks of language failed candidates to avoid later controvercies.
Roughly 10 percent people get failed in language, thus waiting for that 1 candidate later check copies of other 9 passed candidate is not operationally possible. Ek candidate extra check karna koi badi baat nahi..

@Kenshein essay to GS papers which were conducted 1st week will be managed with urgency and checked on priority.
Language and optional, require little time to segregate and distribute to respective examiner. But due to division of labour these language and optional copies get checked earlier thann mamooth task of checking generalist essay to GS 1 to 4 which started even earlier..
Baki kab start hote checking..itna to na pata.. but chairman chahega as soon as start ho.
