If a Candidate possess OBC NCL certificate issued  by DM on December 2019 , can he apply cse 2022 on that certificate (and later renew it  ,applied but difficult to get new certificate before 22February- notification mentions OBC NCL  certificate should be on the basis of FY 2018-19 to 20-21)
