OBC NON CREAMY LAYER CERTIFICATE FOR CSE 2022

If a Candidate possess OBC NCL certificate issued on December 2019 , can he apply cse 2022 on that certificate (and later renew it - notification mentions OBC NCL  certificate should be on the basis of FY 2018-19 to 20-21)
