Zara ham bhi NCERT dikha dete hain State ki definition ko lekar. Usme " Sovereign" word highlighted hai, NCERT ney hi kiya hai highlight maine nahi. Option A ke text mei "free from external control" likha hai. It is sovereign only.
samjh jao na ki SOVEREIGN word key word hai. Aap sabhi Option B ke phele 3 words ko padhkar soch rahe honge ki yeh sahi hai....par bunny woh trap hai.
Soveriegnty (free from external control) is the answer.OPTION A IS CORRECT

There is a lesson abt state in nios.in that multiple definitions of scholars about state were given.option b in that qstn just combines all those definitions more or less.At first I felt b is the exact ans(cause I marked it)but now feel it could be A too in terms of upsc ans key as A speaks about sovereignty directly .Most prbbly it shld be A.

The word political is not necessary, the term Sovereign is necessary. In preamble, they have Sovereign word for a reason.
