[Results] Prelims 2020 Over - Gearing for 2021

Relax people, Prelims will be postponed. We are currently facing an unprecedented situation where the whole world has been shut down. We won't see prelims happening until public transport, lodging/boarding and restaurants are back to normal functioning. And that will take some-time considering the limit of our medical infrastructure at this moment. 


The reason why UPSC is not making any decisions right now is because it has no idea about what will happen after 3rd of May. It is waiting for the central government to provide more clarity on it. Once things are clear about where India will head after 3rd of May, UPSC will give sufficient time for us to overcome the inconvenience caused and then reschedule the dates accordingly (That is what the MoS for DoPT has reiterated in all his interviews regarding this issue). 


 But that doesn't mean that we chill and wait for things to happen. Let's assume that prelims is on May 31st and prepare accordingly. Any extension is bonus and we can then utilize that accordingly. 


Try to be at peace and prepare with full pace. :)

Replying to the question in the title of the thread.

When will prelims be held if its postponed?


Here's my personal opinion.

1. The current lockdown has been just extended till may 17th. No one knows what will happen after this. So upsc doesn't have a clear idea about when things will be back to normal. 


2. So, most probably, because of this lack of clarity, upsc will just defer prelims till further notice and not announce any dates. Just like it has done for interview and other things. I personally expect this to be communicated officially by tomorrow or Monday. 


3. Whenever the exam will be held, we will be notified atleast a month before the exam date because the admit cards have to be issued and upsc have to get done with the logistics.


4. As of now, the govt exit strategy for covid19 is to turn red or orange zones into green zone one by one. Metro cities and many capital cities are in red zones and this is where prelims centres are located. So, it will take atleast another two months for these places to come in green zone (which means no cases for 21 days). Only after these places become green zones, can we expect public transport and inter state travel to function normally. 


5. I personally expect (in a speculative tone) prelims to be held between mid August to mid September. Based on the how serious and sensitive the covid19 situation is right now. 


In any case, don't relax. Study like you have prelims on 31st May. You'll benefit a lot from this mindset. :)

The exam will be held after "mid-august". The date can be anything after mid-august. (Personal opinion)


Here are my reasons: 
1. By observing the moves by the government, it seems like they are looking forward to hit the peak in the month of June. They just want to get over with the peak and then return back to normalcy as soon as possible. This seems to be the exit strategy. And there's a reason why the government wants it this way. 


2. 80% cases are asymptomatic/mild. The other 20% need oxygen supply, out of which 15% need oxygen through canula/oxygen masks and 5% need oxygen through ventilators. 


3. During the last two months, The lockdown provided us the time to prepare to take this thing heads on. India significantly upgraded it's medical infrastructure. By June we'll be having about one lakh ventilators. Spread over thirty days, one lakh ventilators can handle about 2 lakh critically ill cases (which is about 5% of the expected infections). 


4. If 2 Lakh is 5% , then India can afford the total infections of about 40 Lakh cases in June. That's atleast 3 times more than USA's infections currently and approximately equal to total global infections right now. Considering the data available, USA did hit the peak much before the 10 lakh mark and the curve is on the declining trend right now. So India has a lot of buffer in terms of capacity and can face the peak period effectively. I personally feel that the peak will be somewhere between 10 to 15 lakh cases and after that we will see the declining trend here too. There's a lot of hype about coronavirus, it isn't as bad as it is perceived to be, in terms of mortality. Yes, there will be a few hundred cases and deaths over the length of this year and next but once the peak is achieved, things will come back to normal. 


5. I expect the government to relax most of the economic activity except in containment zones after 17th. This is the only way to achieve the peak as soon as possible in the month of June. Also, it will give immense learning in terms of how to carry out economic activities with proper hygiene measures. Public transport and inter-state travel won't open up before peak as it will stress out medical infrastructure beyond the capacity, but local economic activity will re-open with a renewed zeal and enthusiasm in the next week. 


6. As soon as the declining trend in cases is observed in the month of July, all schools, colleges, public transport and exams will happen and things will go back to normal. 


7. Coronavirus will be a normal thing after July 2020, albeit with sporadic tensions that will eventually ease out in the few years ahead. 


Study hard, it's a unique situation where you have lots of time to study. Goodnight :)

1. File a missing/lost report about the identity card at your nearest police station (remember to tell the place of missing/loss within the jurisdiction of the police station near your place of stay or else they may unnecessarily ask you to report to the jurisdiction police station where you had lost your card). Get a copy of this report. 

2. Call up UPSC and ask what are you supposed to do in this case. Ask them for an email where you can submit your issue in writing by adding the police report as an attachment. 

They will guide you further. :)

@Tokyo Exam will not be cancelled. Because, 

  1. Glenmark has been granted permission by DCGI to sell Favipiravir (For mild and moderate cases - It stops replication of virus at early stages and brings down the viral load in about 4 days). This medicine is an oral medication and the biggest benefit is that it can be taken at home unlike Remdesivir which has to be injected. This will reduce the need for hospitalization and therefore not burden our healthcare systems.
  2. And for severe cases where immune system is going crazy and causing organ failures, Dexamethasone (Immuno-suppressant steroid) has been found to be doing a fair job. 
  3. Both the above medicines will prove to be beneficial in the management of this epidemic and help us re-open and go on with the economic/public activities, even when the cases will be rising everyday. 
  4. October is still 3 months away and things will stabilize by then and we would have learnt how to carry on with life with this virus lingering around us.
  5. Do not stop studying thinking that there will be another postponement. It won't happen. Exam will be held on October 4th.

@Agog Deputy CM of Karnataka, Who also happens to be a medical doctor says that the cases will reach peak in Oct/Nov in Bangalore (It's going ~1000 cases everyday since last 8 to 9 days). God knows what will happen, different cities reaching peaks at different times. I just somehow hope that things will come back to normal soon and prelims will happen on time.

October 4th is the D day

by September 15th they need to start dispatching question papers to various centers and get on with their administrative work.

by September 15th they need to start mailing our admit cards too.

so between August 30th and 7th September, they must sit down and finalize their decision to hold the exams after all. 

And by the looks of it, by August 30th  we are looking at 50-60 K cases (a modest guess) or even 70-80K (worst case scenario) cases per day if the situation keeps deteriorating.
or even if a miracle were to happen today itself and the graph starts to flatten and then go down, even that would require a good 2-3 months till cases become negligible.

so where does that leave them and their decision ?  Are they seriously willing to risk safety of Lakhs of aspirants , not to mention the family members of these aspirants and the endless chain of contacts that can emanate from these family members ?

More importantly, where does that leave us and our constant struggle to keep ourselves motivated ? we went all guns blazing from Feb to April (despite having to travel to our hometowns and not having our books and resources) ; then mellowed down when we got clarity in May ; joined essays and mains programs to possibly make up for our errors in syllabus completion. And its already July 15th and we are supposed to start with Prelims again. But for all we know, exam might get postponed again.

Speculate all you can fellow aspirants.

By the looks of it, our battle is pretty much on course to get extended further and we will need every shred of willpower to keep pushing and stay consistent.


since you have elaborated on most of it so let me add a pinch in it:-

India is currently banking on a vaccine of corona. testing has started on 7th of july at 12 centers across India including AIIMS patna & Delhi. 

Everything depends upon the success of this vaccine. GOI, ICMR is very close, I must say and plan is to launch it on 15th of AUG by NAMO. It has to survive on all parameters till Aug, 14. Till then and if not. Nobody has a power to conduct paper pencil test in India and till what time??? Till any other vaccine/medicine i.e. =1/0.

Prefer not to give any closing line because we are 135crore.


Vaccine on Aug 15th is a gimmick to say the least. Human trials take a lot of time and it's availability in 2021 also has slim chances. It takes 3 to 4 months to manufacture just millions of doses. India is a country with a billion and so, let's not have false hopes on these matters.

There are two possibilities due to which the prelims exam can happen this year or early Jan (or else it will be a washout), 


1. The efficacy of Favipiravir: It will be clear in the next month or two. If this actually brings down viral load in 4 days for 80-90% of people with mild/moderate infections, then things will open up very soon. 


2. I personally think that the testing numbers are nowhere close to the reality, I feel that crores (around 20-30% of our population) have already been infected and because majority of the cases are asymptomatic, they may have gone unnoticed. At this rate, we may see the peak in Sept-Oct because 50-60% of population would have been infected (if everything is opened, like now) and because of herd immunity, we may see a fall in numbers, result of which things can slowly crawl back to normalcy by Jan 2021. [I feel that Mumbai is experiencing peak right now and numbers may begin to fall by next month]


If the above two hypothesis turn out to be false, then we would be heading towards a lot of uncertainty in the foreseeable future.

Problem no 1: we don't trust our govt. how are you sure about "gimmick"? I have seen the official circular then mentioned it here.

Problem no 2: mfg estimate. Boss India is a world leader in the vaccine. If this trail becomes successful 3/4 months are more than enough for us to manufacture and deliver it to the whole world. 

Time delivery: Yes it takes at least 6/8 months for tests. very true. But there is some story. they are using some existing research that was going on for long at the National Institute of Virology.  since I am not aware of this so won't claim it.

but, I trust my govt and its units so very much hopeful.

@pizzzaViral load for 80-90% people have never been the problem. The problem is those 10-20% who require hospitalization and may have serious consequences. Favipravir doesn't work in them.


I humbly disagree. It has been one of the major problems. You never know who among the 100% goes into that severe 10% (People without co-morbidity and young citizens are also dying), therefore reducing viral load for everyone is the need of the hour so that the lesser people reach severe stage. The logic behind Favipiravir is "early intervention for all" and therefore reduce overall numbers. 

The battle is not so much physiological, but psychological and a medicine/vaccine will help us to come back to normalcy with confidence, without that even an asymptomatic covid patient is freaking out like he would die. The game is all mental.

One of the easiest ways to start all the activities is through "effective" covering of the face. 


I really wish there was a face mask which could shield mouth, nose and eyes with 99% efficacy. This would enable all activities to return.


But, sadly there are no such masks and people don't even wear masks properly. (Those uncles who cover only their mouth while wearing masks :| ) 


I really hope there is some R & D going on to produce the most efficient face shield. If this is done, we will also get more time to develop proper vaccines.

Now coming to exam , as said by someone exam doesnt takes place only in exam halls but also in hotels , railway stations , bus stands , autos etc

People here are so crazy as if upsc is most essential thing for human survival not water or food ...

Availability is always an issue when it's in private hands. That was anyhow not my point. 


The only major way virus comes out of anyone's body is through mouth and nose. If we find a way to block that 99% of times, we have a solution that will bring back economy to its life. Even public gatherings can be held. 


We need a mask for that. There's no such mask on earth as of now and I hope there is one in the future. 


And if there's such a mask in the future, don't worry. The govt will come at your doorsteps and give you that for free.

There are really interesting perspectives here in this discussion. I would like to add mine. 

I currently live in one of the remotest part of the nation. We used to joke about the virus reaching this far

But yesterday it did,  and today there were 2 deaths within my living radius of 2km. The cause of death,  though administratively isn't yet corona, but all here in the community know it definitely is. The age profile of the deceased was 32, fit as ever and healthy. 

The question that needs answering isn't about whether Pre would or would not happen on the 4th of Oct,  but whether as an individual / human being,  you are willing to take the mammoth risk of attempting the exam amidst 500 odd people on a crowded centre in a different city. Whether you would be in a free mind to think as required in Prelims in those 2 hours,  or you would keep your mind occupied with the person sitting behind you sneezing and reportedly has fever/ shivering.  It would not be a fair game at all. 

Corona is for real guys. Its knocking at our doors. The greatest achievement of our lives yet would be to survive this shit China has put us into. 

I think it's time to actually implement the hallowed statement put across by many topers ' Don't make this exam bigger than life'

As per this video, my hypothesis of case 2 is turning out to be true. 

Prelims (as per my personal opinion) may happen in Dec 2020/Jan 2021 , because cases are most certainly going to drop significantly by then in most parts of India.

Don't you guys think the SOPs(see link below) by AIIMS experts  for neetwill be followed in UPSC too? Looks like the govt is determined to conduct NEET n JEE in Sept. Coz if they are conducted then UPSC will be too on the following lines. These SOPs are quite elaborate and with UPSC "gearing up for the interviews amidst the covid pandemic".  Any opinion on this?

SOPs can be prepared for what happens inside the exam center, but a lot more actually happens outside the exam center and that is where the threat is. 


1. For UPSC Prelims, At least more than a lakh students will be travelling to a different city to write exams.

2. Buses, Trains, Airplanes, Cars, Petrol stations, Bus/Rail/Air terminals, Hotels, Restaurants, Crowds outside the center. So many potential areas to get infected. 

3. Unlike JEE and NEET, CSE is a three stage exam. The whole attempt may go for a toss if infected. And, people can file petitions because of this and the exam process may also get affected.

4. Unlike JEE and NEET, there's no urgency to conduct recruitment exams. It can be delayed. 


From how UPSC has handled the situation till now, one can say that it is acting in a very responsible manner and it will think thoroughly before taking any step. Exams will be conducted only if the situation is feasible. So my take is that, whenever the prelims exam will be held, be it on time or delayed, it will be in a safe atmosphere (I can trust UPSC on this).

Hello everyone, thank you for the love. 


But I think we should leave tangent alone. With so much of gimmicks going around in the market, he/she may have thought that this must also be one among them. It's fine, sab se mistake ho jaati hai. 


My only intention to post it here was because I was looking for those 40 aspirants with whom i can engage meaningfully and that would kind of act as a motivation for me to give my best every morning (Honestly, i am affected by the depressing atmosphere of the pandemic and i was looking for a change). A lot of aspirants visit here and I thought that since it's free, the message may reach the ones who need it. 


Let's end the conversation here and I have deleted it by respecting tangent's comment because i feel that this forum belongs to everyone and even if one person feels uncomfortable, i should remove such a thing.

Why do we see civil servants as something extra-ordinary?

Aren't they normal humans with a taste in art/literature/sports etc? Service rules do permit civil servants to involve themselves in art/literature/sports and earn from it. (Million times better than corrupt officers who act like gods)


They're also like us, kabhi aspirants hi the. Kisiko classical hindi music pasand hogi, kisiko selena gomez ki romantic songs. Who are we to judge? 


How is performing in a song cringe? It's just an expression of art. Some may like it and some may not. But calling it as cringe is just not respecting someone's work. It takes a lot of effort to stand in front of the camera, let alone act and make it worth watching.

Kal ke din officers banne jaa rahe ho, let's be compassionate and empathetic towards every human that is leading a life with dignity and integrity. Aaj kisi ka gaana cringe lag sakta hai, kal kisi ka gareebi cringe lag sakti hai. What kind of officers are we aspiring to become if we can't even shed our personal biases and appreciate the expression of every human out there in all capacities.


When we have extra-ordinary expectations from ordinary humans, we make them powerful enough to exploit us. (Civil servants, Actors, Cricketers, Politicians.. The list is long). Let them just do their work and not be corrupt. Let us not give them importance more than they deserve. That is more than enough. 


Kaafi log UPSC CSE pass kar chuke hai with hard-work, but how many go onto to become gem of a human? 


How many of us can sit beside a homeless person, hug him/her and talk about their problems? How many of us can confront of our inner societal circle about the ill practices of patriarchy, religion, cast-ism, racism and regionalism and tell them that they are wrong? I'm sorry sir. I humbly disagree. Officers like you have mentioned above are million times better than those sit 24x7 on social media do all kinds of useless things. 


Though some of the content may not be as per the expectations of some, but people like Deepak rawat and similar others have brought out the lives of officers at such a level that even a kid residing in the slum gets to know what an officer does on duty. The lives of officers which was only accessible between the mighty walls of the collectorate, cars and armed security guards is now out in open for the public to see and feel it. There are thousands of kids who have gotten inspired by his videos. There is a feeling among the public that a DM is afterall a human and is very accessible. There is a lot of positive aspects to what he does on youtube, but sadly we only focus on the little negatives, that are there in almost all aspects of life.

@pizzza not every work of art is equal, most people have different tastes of course, and they are free to express their opinions of art work based on that taste. The question of 'who are you to decide' leads nowhere. Being a good human has nothing to do with keeping quiet or faking appreciation for something you don't really hold in high regard. As for the question of civil servants indulging in art, by all means. Upamanyu Chatterjee wrote soke fine books while in service. To each their own, including their judgements. 


You may criticize his acting in technical terms, if you really want to add value to your criticism. Calling it embarrassing without any solid reason is unjust for any human being, be it anyone. And i feel that it's not fair for an aspiring civil servant to hold such biases when we are expected to work with people from various walks of life. @pizzza Civil servants have liberty of expression through art, literature, acting but I particularly don't like Deepak Rawat making videos of his everyday work and posting it on YouTube. Though not mentioned in the code of conduct for civil servant, I think it's unethical to put videos of your daily work on social media platforms. Some of his videos are so fake/staged like in one of his video where he's stopping a bullet rider and charging him for not wearing helmet. Why he needs to film his day to day work (especially those which gets public attention) ? Is it just to show off ? And more over he has monetised his videos from which he is earning decent amount of money (not against someone earning money). His videos mostly are those which gets public attention like raiding Fair price shops, or scolding some employee or inspection of government hospital.

1. Service rules do not allow you to monetize your official duties. The money from the videos which are monetized must be going into the government coffers.

None of it is fake, there is not a single reason for him to post fake things. And about the bullet rider, that happens all the time. If DMs, SPs, SDMs, DSPs are free, they do go on rounds and if they come across any suspicious activities, they may ask some questions to such a person. Remember, In a district, it is the responsibility of a DM to maintain law and order.

6. Coming to the video you're talking about, I think you've not seen it fully and must have formed opinions from what the aspirants usually say. I've seen that video and what Mr. Rawat is doing is perfectly normal. The bullet does not have the vehicle registration number, it has written UP Swasthya Vibhag on the number plate and the rider does not have driving license. That is why he was stopped and questioned. 7. I can post so many of his videos where he has done a lot of good work, but i guess it's better to form opinions on your own through logic and reasoning, after searching and going through his videos. (Please do not believe opinions circulated in media, verify it on your own).

1. He is not portraying his official work as a personal act. It is the wrong perception of a few misinformed people and the false opinion that is going around. 

2. We all want transparency in public service. We read that everyday, we write it in the answers, we all want CCTVs in the office, we want to see what's happening but when we get a free chalta-phirta CCTV, we are now blaming it. I think what he is doing is perfectly fine. I don't see any issue with it, be it moral and legal.

Keep your parents and yourself safe. We managed to find a bed for my father with much difficulty. The hospital has only one ventilator which is already in use. I'm praying he won't need it. I've been sick for two days, i doubt if i will get a bed if i need one. No exam should happen.

@Todd_Chavez Yes I started to think that exams will be conducted on schedule. After Karnataka high court refused to stop KCET I lost any hope that courts will stop exams being conducted on schedule. 


K'taka HC said that the petition was not maintainable because they (students) did not approach the authorities (KEA) first. It's a technical issue, so the court cannot do anything. But the court wanted to help and asked the govt to reconsider the decision (Which means that the court was also of the opinion that it should be done later). The court did everything that was possible to help out the students. 


The question is not about the court or govt, the question is about the feasibility. K'taka govt is going ahead with the plans because it knows that the situation is going to worsen and worsen in the state as we move towards Oct/Nov. That is why it is willing to take a risk and finish this exam before the situation worsens to the max, so that at least students can get admissions quickly to engg colleges as soon as the epidemic dilutes.


The HC judgment, or conducting of CET has nothing to do with UPSC CSE Prelims. 


UPSC is taking very mature decisions by watching the situation every month. So, by August end you will know whether prelims will happen on Oct 4th or not. Until then, nobody knows anything.

Are we so crazy that we value exams/age/job/material things over lives? No wonder there is so much pressure in everyday life. We have got our priorities messed up. 


There's a situation that is unprecedented, and nobody has a clue about how to come out of it but people are worried about losing an year or whatever. Just crazy and a proper example of how ________ up humans are.

But parents? Are they so blinded that they send out their children out in the virus infested areas where the 2nd maximum cases in the country are being reported since last 10 days. Bangalore is literally exploding with virus infections.

The way things are opening, it seems like by October month school and colleges might also be opened. Government is hell bent on conducting final year exams in September despite massive opposition to it.

Alright, the news of KCET and other entrance exams is driving me crazy. I need to make a firm decision to calm myself down. 


Everyday new reports are emerging. Now, they say that in a study 80% had heart issues post-recovery. We simply do not understand this disease properly. Everything may seem fine now but nobody knows what's in store for long-term. The best thing is to not expose yourself to the virus.

There are no SOPs for what happens outside the center and even if they come up with something, I don't trust people to have enough brains to follow that. 


You cannot be at the mercy of some people making decisions in a cozy office chamber. They don't see you as a human, they see you as a number. Your health and life is your own priority, no one else will care about it as much as you do. 


Let any institution conduct any exam on any date. The decision to attend that exam by risking the health of our family, lies in our hands. We are the decision makers. (Why do we forget this?) 


I will be fully prepared study-wise to give exam on Oct 4th, but if i don't see the situation "Safe" enough as per my own reasoning, I am not stepping out of my house. Let the exam go on, I will give the next prelims which would be just a few months away.


The decision has been made, so that i can remain sane and make good use of the remaining time. It's better to be a rational coward than to be an irrational fool.

Just went to the old "discuss forum". 


I was back to studying for prelims again, went to look for my revision threads for static and wpa scheduled animals. It says not accessible. I just wish i had backed up that data. 


Not just that, there was so much of information, from crazyphoton's (gaurav agrawal) comments to yo yo choti singh's ethics thread. The amount of information contributed by everyone was what brought back people to that platform again and again. 


Anyway, who am I to ask any of that, it belonged to forum. 


With that old forum thrown into the dustbin, I feel like i've no more connection left with Forumias. Everything is gone. I'm just a newbie to this platform just like anyone else and I would rather be at a place where whatever I type/share is not deleted in the future. 


I understand that you must have had genuine reasons to delete the old forum but i'm just expressing my thoughts.
