Can someone please explain 2nd statement properly?

Statement 1 is absolutely wrong as there is no presence of ozone in the Ionosphere, (UPSC gave this statement just to confuse us.)
while Radio waves have high wavelength but the official key of UPSC gave D as correct (PYQ 2011, Q-27 Set A)
