@5HT Lethal Concentration - an overview | ScienceDirect Topics - This article says that for CO to be lethal, a person needs to be exposed to >1000 ppm for at least an hour. Which is technically a small quantity, but not so small when you compare it with what will be emitted by industrial processes into the environment. I couldn't find the exact number for copper plants, but it won't be this high. 
You can compare it with this - Carbon Monoxide | UCAR Center for Science Education . It says that in areas with heavy traffic, CO levels can rise to as high as 50 ppm. Emissions by an industrial unit into the environment might be more/less than this. But it certainly won't be 20X(ie 1000)

@prachimalik1121311 it seems more of a test of common sense. If CO from emissions into environment could have killed people, then people would have dropped dead sitting inside or outside some of the public transportation buses considering how much of black smoke comes out of it

@prachimalik1121311 lethal is something that can directly threaten the life of people in the vicinity of the pollutant emitting industry. But i believe ultimately it is upsc which can decide on this matter as they have to release the results.

@prachimalik1121311 The simplest logic is copper ore is mainly pyrites, which is sulphur based. There can be emission of CO, no doubt but largely emission of SO2 will be the concern. Rest all depends on upsc.

Guys, pollution is a negative concept. The spirit of the environmental legislations such as EPA, water act, air act etc is broadly to control pollution. It’s because pollution by nature is lethal. And the statement says, “ May release “ lethal quantities which is highly probable. Let’s not see lethal as an extreme word when pollution itself is a negative concept.
