Composition: Chairperson + Vice-Chairperson + 3 members. Functions: inclusion/exclusion in the Central OBC list, over/under-inclusion complaints, monitoring safeguards, civil-court powers. The 105th Amendment, 2021 restored states’ power to identify SEBCs.

Concerns & sub-categorisation

  • recommendations still lack practical force; no clear definition of backwardness; no automatic revision of lists; insufficient data;
  • OBCs under-represented in higher judiciary, boards, commissions; dominant communities increasingly demand backward status;
  • Sub-categorisation — so benefits are not monopolised by advanced OBC groups.
