It rose in the late 1970s as the welfare state met stagnation, fiscal crisis, red-tapism and corruption, and seeks to roll back welfare so the market can occupy more space.<\/p>\n<blockquote class=\"n-quote\">\n<p><em>\u201cFar from supporting a minimalist approach to the state, [the world&#8217;s development success stories] have shown that development requires an effective state, one that plays a catalytic, facilitating role\u2026\u201d<\/em><\/p>\n<p><cite>James D. Wolfensohn (a counter to minimalism)<\/cite><\/p>\n<\/blockquote>\n<p><span class=\"n-term\">Main arguments<\/span><\/p>\n<p>Individual autonomy is primary; the market is the best mechanism for freedom and prosperity; intervention distorts market signals; private property and freedom of contract are central; redistribution is suspect; welfare is a \u201cnanny state\u201d promising care from \u201ccradle to grave.\u201d <span class=\"n-sch\">Margaret Thatcher<\/span>&#8216;s <span class=\"n-term\">TINA<\/span> \u2014 \u201cThere Is No Alternative.\u201d It promotes:<\/p>\n<p>Privatisation \u00b7 Deregulation \u00b7 Free trade \u00b7 Open borders \u00b7 Austerity \u00b7 Low taxes \u00b7 Less public spending \u00b7 Independent regulators \u00b7 Tight money<\/p>\n<p><span class=\"n-lab\">Major thinkers<\/span><\/p>\n<ul>\n<li><span class=\"n-sch\">Friedrich Hayek<\/span> \u2014 in <em>The Constitution of Liberty<\/em>, social justice is a \u201cmirage\u201d; in <em>The Road to Serfdom<\/em>, planning means loss of liberty; only the market&#8217;s vast \u201cnervous system\u201d improves lives from below: \u201cEconomic control\u2026 is the control of the means for all our ends.\u201d<\/li>\n<li><span class=\"n-sch\">Milton Friedman<\/span> \u2014 a vibrant free market is a precondition of a free society (the market-centred logic captured in the phrase \u201cMarket is God\u201d).<\/li>\n<li><span class=\"n-sch\">Robert Nozick<\/span> \u2014 in <em>Anarchy, State, and Utopia<\/em>, the \u201cminimal state is inspiring and right\u201d; the <span class=\"n-term\">night-watchman state<\/span> only secures rightful acquisition and transfer; redistribution is illegitimate and progressive taxation is a form of bonded labour; even security might be privatised.<\/li>\n<li><span class=\"n-lab\">Murray Rothbard<\/span> \u2014 taxation is \u201corganised robbery\u201d; non-aggression principle: \u201cNo one may threaten or commit violence (\u2018aggress\u2019) against another man&#8217;s person or property.\u201d<\/li>\n<li><span class=\"n-sch\">Isaiah Berlin<\/span> \u2014 defence of liberty and individual choice. <span class=\"n-term\">Ayn Rand<\/span> \u2014 \u201cThe smallest minority on earth is the individual.\u201d<\/li>\n<\/ul>\n<p><span class=\"n-term\">Policy expressions<\/span><\/p>\n<p>Thatcherism (UK), Reaganism (US), shock therapy (Russia), structural adjustment programmes (Third World), the <span class=\"n-term\">LPG reforms of 1991<\/span> (India), the <span class=\"n-term\">Washington Consensus<\/span>, globalisation and free-trade agreements. <span class=\"n-sch\">Thomas Friedman<\/span>&#8216;s Golden Arches theory \u2014 two countries with a McDonald&#8217;s chain do not go to war. <span class=\"n-sch\">Jagdish Bhagwati<\/span> defends growth-first: growth yields resources for the social sector, and though inequality may rise short-term, sustained growth mitigates it.<\/p>\n<p><span class=\"n-lab\">Criticism<\/span><\/p>\n<p>The <span class=\"n-term\">2008 global financial crisis<\/span> shook confidence; public power shifted towards private capital. <span class=\"n-sch\">Joseph Stiglitz<\/span> calls it \u201ca failed ideology\u201d and proposes \u201cprogressive capitalism\u201d; <span class=\"n-sch\">Karl Polanyi<\/span>: free markets are not self-standing \u2014 they require state authority and enforcement; <span class=\"n-term\">George Monbiot<\/span>: freedom from unions became freedom to suppress wages, freedom from regulation freedom to damage, freedom from tax freedom from redistribution; <span class=\"n-sch\">Immanuel Wallerstein<\/span>&#8216;s North-South divide; OECD&#8217;s BEPS concern and Oxfam&#8217;s inequality findings; protests from Occupy Wall Street to farmers&#8217; and tribal movements. Social costs: inequality, weak safety nets, eroded public services (Bolivia&#8217;s water protests), environmental damage, market failures (Enron) and frayed social cohesion.<\/p>\n<p><span class=\"n-lab\">Assessment.<\/span> It rewards efficiency, competition and entrepreneurship but weakens welfare, equality, labour protection and cohesion; the minimalist state is utopian because even markets need enforcement.
