It emerges with private property and class division and protects the class that controls the means of production. <span class=\"n-sch\">Marx<\/span> &amp; <span class=\"n-sch\">Engels<\/span> in <em>The Communist Manifesto<\/em>: the modern state is \u201ca committee for managing the common affairs of the whole bourgeoisie.\u201d <span class=\"n-sch\">Engels<\/span>, in <em>The Origin of the Family, Private Property and the State<\/em>, ties the rise of the state to private property; the state protects owners and extracts taxes.<\/p>\n<p><span class=\"n-term\">Instrumentalist perspective<\/span><\/p>\n<p>The state is a direct instrument of the dominant class: those who control the economic base control the superstructure.<\/p>\n<blockquote class=\"n-quote\">\n<p><em>\u201cAccording to Marx, the State is an organ of class rule, an organ for the oppression of one class by another\u2026 which legalizes and perpetuates this oppression by moderating the conflict between the classes.\u201d<\/em><\/p>\n<p><cite>V. I. Lenin, The State and Revolution<\/cite><\/p>\n<\/blockquote>\n<p><span class=\"n-sch\">Ralph Miliband<\/span> (<em>The State in Capitalist Society<\/em>) accepts unity between state power and class power, tracing elite recruitment, policy networks and business influence: \u201cit is these institutions in which state power lies\u2026 wielded\u2026 by the people who occupy the leading positions.\u201d He treats <span class=\"n-sch\">James Burnham<\/span>&#8216;s \u201cmanagerial revolution\u201d as a myth (managers come from the dominant classes), citing Oxfam and <span class=\"n-sch\">Thomas Piketty<\/span> on concentrated wealth. <span class=\"n-sch\">Noam Chomsky<\/span> extends this to the United States \u2014 Vietnam, Iraq and Afghanistan linked to capitalist and strategic interests.<\/p>\n<p><span class=\"n-term\">Structuralist &amp; relative-autonomy perspective<\/span><\/p>\n<p>The state is not a simple tool of one class; it has <span class=\"n-term\">relative autonomy<\/span>, mediating class conflict while preserving the capitalist order \u2014 an idea traced to Marx&#8217;s <em>Eighteenth Brumaire<\/em> (the Bonapartist state as equilibrium-maker). <span class=\"n-sch\">Antonio Gramsci<\/span> distinguishes political society (coercion) from civil society (consent via family, school, church and culture) which builds <span class=\"n-term\">hegemony<\/span>: \u201ccivil society is like the trench-systems of modern warfare.\u201d <span class=\"n-sch\">Louis Althusser<\/span> \u2014 the repressive and the ideological state apparatuses. <span class=\"n-sch\">Nicos Poulantzas<\/span> (<em>Political Power and Social Classes<\/em>) \u2014 class position does not automatically become state power; the state cannot be reduced to one class and is an arena of class struggle: \u201ca material condensation of a relationship of forces among classes.\u201d<\/p>\n<p><span class=\"n-term\">The Miliband\u2013Poulantzas debate \u2014 the same materialism, two readings of the state<\/span><\/p>\n<div class=\"n-tw\">\n<table>\n<thead>\n<tr>\n<th>INSTRUMENTALIST<\/th>\n<th>RELATIVE AUTONOMY<\/th>\n<\/tr>\n<\/thead>\n<tbody>\n<tr>\n<td>state directly run by \/ for the dominant class<\/td>\n<td>state mediates class conflict to preserve capitalism<\/td>\n<\/tr>\n<tr>\n<td><span class=\"n-sch\">Miliband<\/span> \u00b7 <span class=\"n-sch\">Lenin<\/span> \u00b7 Manifesto-Marx<\/td>\n<td><span class=\"n-sch\">Poulantzas<\/span> \u00b7 <span class=\"n-sch\">Gramsci<\/span> \u00b7 <span class=\"n-sch\">Althusser<\/span> \u00b7 Bonapartist state<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p><em>Miliband: power is occupied; welfare leaves ownership intact. Poulantzas: power is structured; in crisis the state still backs the dominant class.<\/em><\/p>\n<p><span class=\"n-term\">Dependency strand<\/span> (full model in Section 9): <span class=\"n-sch\">Andre Gunder Frank<\/span>, <span class=\"n-sch\">Samir Amin<\/span> and <span class=\"n-sch\">Immanuel Wallerstein<\/span> apply class analysis to post-colonial societies \u2014 core and periphery, the \u201cdevelopment of underdevelopment,\u201d and delinking.<\/p>\n<p><span class=\"n-term\">Contemporary importance.<\/span> 2008 showed states rescue capital when markets fail; pandemic stimulus and new industrial policy revived state intervention; wealth concentration sharpens the class question; global supply chains echo \u201cprimitive accumulation\u201d; Occupy and climate-justice campaigns use Gramscian cultural contestation; surveillance and \u201cstate capitalism\u201d vindicate Poulantzas on exceptional crisis power.<\/p>\n<div class=\"n-tw\">\n<table>\n<thead>\n<tr>\n<th>Liberal lens<\/th>\n<th>Marxist lens<\/th>\n<\/tr>\n<\/thead>\n<tbody>\n<tr>\n<td>Begins with the individual; the state a neutral framework for rights and freedom; law protects rights; rests on consent, elections, constitutionalism.<\/td>\n<td>Begins with class relations and the mode of production; the state part of class society; law tied to property and class domination; asks who controls property, production, bureaucracy and coercion.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div class=\"n-pyq\"><span class=\"n-pyq-chip\">UPSC 2025 \u00b7 20m<\/span><span class=\"n-pyq-q\">Marxist and liberal approaches to the state \u2014 on what grounds are their theoretical differences premised?<\/span><\/div>\n<h3 id=\"state-ideology-and-commodity-fetishism\">State, Ideology and Commodity Fetishism<\/h3>\n<p><span class=\"n-term\">Marx on the state<\/span><\/p>\n<p>The state is not neutral; it is part of the superstructure and expresses class domination.<\/p>\n<blockquote class=\"n-quote\">\n<p>&#8220;The executive of the modern state is but a committee for managing the common affairs of the whole bourgeoisie.&#8221;<\/p>\n<p><cite>Karl Marx<\/cite><\/p>\n<\/blockquote>\n<p><span class=\"n-sch\">Friedrich Engels<\/span> sharpens it: the state is &#8220;nothing but an instrument of oppression of one class by another \u2014 no less so in a democratic republic than in a monarchy.&#8221; Democratic form does not erase class character. Marx&#8217;s normative direction: &#8220;Freedom consists in converting the state from an organ superimposed upon society into one completely subordinate to it.&#8221;<\/p>\n<p><span class=\"n-term\">Ideology<\/span><\/p>\n<p>Ideology hides, mystifies or justifies inequality, making oppression appear natural and offering false solutions while preserving the order. <span class=\"n-term\">False consciousness<\/span> \u2014 produced by institutions that keep workers from grasping their real condition (religion, nationalism). <span class=\"n-term\">True consciousness<\/span> \u2014 class consciousness, where workers grasp their objective interest.<\/p>\n<p><span class=\"n-term\">Commodity fetishism<\/span><\/p>\n<p>Not all ideology is imposed; some emerges spontaneously from capitalism itself. In <span class=\"n-term\">commodity fetishism<\/span>, social relations among people appear as relations among things, and a commodity&#8217;s value seems an objective property of the object. Human beings become subordinate to commodities.<\/p>\n<blockquote class=\"n-quote\">\n<p>&#8220;The people recognize themselves in their commodities; they find their soul in their automobile, hi fi set\u2026&#8221;<\/p>\n<p><cite>Herbert Marcuse<\/cite><\/p>\n<\/blockquote>\n<h3 id=\"the-marxist-theory-of-the-state\">The Marxist theory of the State<\/h3>\n<ul>\n<li><span class=\"n-sch\">Karl Marx<\/span> \u2014 contrasted <span class=\"n-term\">primitive communism<\/span> with the <span class=\"n-term\">higher stage of communism<\/span>, where individuals develop freely without class or private property. The transition from capitalism to communism runs through the <span class=\"n-term\">dictatorship of the proletariat<\/span> \u2014 the working class seizes the State as an instrument of class rule before it withers away under full communism.<\/li>\n<li><span class=\"n-sch\">Ferdinand Lassalle<\/span> and the SPD \u2014 the German Social Democratic Party (1875) embraced reform over revolutionary overthrow, seeking democratic suffrage for workers\u2019 participation. Marx attacked this in his <span class=\"n-term\">Critique of the Gotha Programme<\/span>, insisting true communism requires revolutionary transformation, not mere democratic reform.<\/li>\n<\/ul>\n<h3 id=\"leninism-and-the-dictatorship-of-the-proletariat\">Leninism and the dictatorship of the proletariat<\/h3>\n<p><span class=\"n-sch\">Vladimir Lenin<\/span> (<em>The State and Revolution<\/em>) \u2014 a <span class=\"n-term\">proletarian revolution<\/span> must overthrow the bourgeois state and establish a <span class=\"n-term\">dictatorship of the proletariat<\/span> in the transition from capitalism to communism. The bourgeois state must be destroyed and replaced by a workers\u2019 state wielding direct coercive power against bourgeois remnants.<\/p>\n<p><span class=\"n-lab\">Two phases<\/span>: a <span class=\"n-term\">socialist phase<\/span> (the State remains a coercive instrument dismantling capitalist structures) and a <span class=\"n-term\">communist phase<\/span> (the State withers away; governance becomes the <span class=\"n-term\">administration of things<\/span>).<\/p>\n<p><span class=\"n-term\">Marx and Lenin \u2014 the State that withers away.<\/span> Capitalist \/ bourgeois state (instrument of class rule) \u2192 Dictatorship of the proletariat (socialist phase; coercion against bourgeois remnants) \u2192 Stateless communism (the State withers away; the \u201cadministration of things\u201d)<\/p>\n<p><span class=\"n-term\">Critiques of Leninism<\/span><\/p>\n<ul>\n<li><span class=\"n-sch\">Ralph Miliband<\/span> and <span class=\"n-sch\">Karl Kautsky<\/span> \u2014 Lenin over-focused on centralised control and neglected the democratic potential of the proletariat. Kautsky condemned abandoning democratic procedure for a <span class=\"n-term\">minority revolution<\/span>, warning of <span class=\"n-term\">bureaucratic authoritarianism<\/span>.<\/li>\n<li><span class=\"n-sch\">Julius Martov<\/span> \u2014 the <span class=\"n-term\">vanguard party<\/span> would produce a dictatorship <em>over<\/em> the proletariat, not <em>of<\/em> it.<\/li>\n<li><span class=\"n-sch\">Rosa Luxemburg<\/span> \u2014 stressed mass participation and democratic control against an authoritarian structure.<\/li>\n<\/ul>\n<p><span class=\"n-term\">The vanguard and the Soviet model in practice<\/span><\/p>\n<ul>\n<li>Lenin\u2019s <span class=\"n-term\">vanguard party<\/span> would guide the proletariat and guard against counter-revolution; critics feared an isolated <span class=\"n-term\">bureaucratic elite<\/span>.<\/li>\n<li>In the early Soviet Union the State became increasingly centralised under the Communist Party \u2014 a <span class=\"n-term\">new ruling class<\/span>, critics charged.<\/li>\n<li><span class=\"n-sch\">Joseph Stalin<\/span> \u2014 centralised power further, turning the dictatorship of the proletariat into an authoritarian regime; <span class=\"n-term\">collectivisation<\/span> and <span class=\"n-term\">industrialisation<\/span> brought mass repression, forced labour and purges.<\/li>\n<li><span class=\"n-sch\">Leon Trotsky<\/span> \u2014 <span class=\"n-term\">permanent revolution<\/span>: the proletariat must continue the revolution internationally rather than consolidate it in one state; ousted by Stalin and assassinated.<\/li>\n<\/ul>\n<h3 id=\"the-advanced-capitalist-state-a-debate\">The advanced capitalist State \u2014 a debate<\/h3>\n<ul>\n<li><span class=\"n-sch\">Antonio Gramsci<\/span> \u2014 in advanced capitalism the State rules not only through <span class=\"n-term\">coercive apparatuses<\/span> (police, military) but through <span class=\"n-term\">civil institutions<\/span> (media, schools, churches) securing the <span class=\"n-term\">ideological hegemony<\/span> of the ruling class. Power rests on <span class=\"n-term\">consent<\/span>, not coercion alone \u2014 making revolution difficult without first challenging hegemonic control.<\/li>\n<li><span class=\"n-sch\">Robert Dahl<\/span> \u2014 the <span class=\"n-term\">democratic pluralist<\/span> view: many legitimate groups share in decision-making; the welfare state and prosperity have eased inequality, making class politics less central.<\/li>\n<li><span class=\"n-sch\">Ralph Miliband<\/span> (<em>The State in Capitalist Society<\/em>) \u2014 <span class=\"n-term\">instrumentalism<\/span>: the capitalist state serves a small ruling elite that controls key economic institutions and uses the State to protect its dominance.
