different models of democracy\u2014representative, participatory and deliberative.<\/div>\n<\/header>\n<div class=\"n-grid\">\n  <main class=\"n-body\"><\/p>\n<h3 id=\"representative-democracy\">Representative Democracy<\/h3>\n<blockquote class=\"n-quote\">\n<p>Citizens elect <span class=\"n-term\">representatives<\/span> to make laws and policies on their behalf \u2014 the practical form of democracy in large, complex states; the \u201csecond-best\u201d form but the most practicable way to apply democratic principles.<\/p>\n<\/blockquote>\n<p><span class=\"n-term\">Foundations &amp; thinkers<\/span><\/p>\n<p>Consent of the governed \u00b7 regular elections \u00b7 rule of law \u00b7 accountability \u00b7 protection of rights \u00b7 constitutional limits \u00b7 political pluralism. <span class=\"n-sch\">John Locke<\/span> gives the first major exposition (contract, consent, trusteeship); <span class=\"n-sch\">Thomas Hobbes<\/span> treats representation as authority granted by the people; <span class=\"n-sch\">John Stuart Mill<\/span> (<em>Considerations on Representative Government<\/em>) calls it the ideal form of modern democratic government.<\/p>\n<p><span class=\"n-lab\">Features<\/span><\/p>\n<p>Elected representatives \u00b7 delegated decision-making \u00b7 free, fair, regular elections \u00b7 accountability \u00b7 rule of law \u00b7 protection of rights \u00b7 separation of powers \u00b7 political pluralism \u00b7 role of parties, associations &amp; interest groups. <span class=\"n-sch\">Charles de Montesquieu<\/span>\u2019s separation of powers supports checks and balances; <span class=\"n-sch\">Alexis de Tocqueville<\/span> praised civic engagement and voluntary associations.<\/p>\n<p><span class=\"n-term\">Models of representation<\/span><\/p>\n<ul>\n<li><span class=\"n-lab\">Trusteeship<\/span> \u2014 representatives are trustees of the people; <span class=\"n-sch\">John Locke<\/span> treats government as a <span class=\"n-term\">trust<\/span>; they must act for the public good.<\/li>\n<li><span class=\"n-lab\">Enlightened representation<\/span> \u2014 <span class=\"n-sch\">Edmund Burke<\/span>: Parliament should address larger national issues with independent judgment, not merely reconcile factional interests.<\/li>\n<\/ul>\n<p><span class=\"n-term\">Merits \/ criticism<\/span><\/p>\n<p><span class=\"n-lab\">Merits<\/span>: practical &amp; efficient in large societies; representatives specialise; elections create accountability; fixed terms give stability; minority rights may be protected. <span class=\"n-lab\">Criticism<\/span>: limited direct participation; elite capture; weak accountability between elections; under-representation of the marginalised; campaign finance distorts fairness; risk of majoritarian or demagogic drift.<\/p>\n<blockquote class=\"n-quote\">\n<p>\u201cDemocracy \u2026 institutional arrangements for arriving at political decisions in which individuals acquire the power to decide by means of a competitive struggle for the people\u2019s vote.\u201d<\/p>\n<p><cite>Joseph Schumpeter<\/cite><\/p><\/blockquote>\n<blockquote class=\"n-quote\">\n<p>\u201cThe absence of participation in power by citizens is the first symptom of \u2026 the crisis of democracy.\u201d<\/p>\n<p><cite>Hannah Arendt<\/cite><\/p><\/blockquote>\n<blockquote class=\"n-quote\">\n<p>\u201cOur democracy has sold out to the highest bidder.\u201d<\/p>\n<p><cite>Lawrence Lessig<\/cite><\/p><\/blockquote>\n<p><span class=\"n-sch\">Robert Dahl<\/span>: a virtually powerless ordinary citizen leaves policy responsive to the privileged. <span class=\"n-sch\">Iris Marion Young<\/span>: inequalities of public voice and access undercut democratic equality. <span class=\"n-sch\">Maurice Duverger<\/span>: \u201cthe party in a democracy is the instrument of democracy\u201d. <span class=\"n-sch\">Benjamin Barber<\/span>: strong democracy emphasises debate and active participation. <span class=\"n-term\">Pierre Rosanvallon<\/span> calls the present a <span class=\"n-term\">post-representative democracy<\/span> \u2014 we cannot live with representative democracy, yet are not ready to move beyond it.<\/p>\n<div class=\"n-pyq\"><span class=\"n-pyq-chip\">UPSC 2016 \u00b7 15m<\/span><span class=\"n-pyq-q\">Explicate the features of representative democracy.<\/span><a class=\"n-pyq-a\" href=\"\/psir\/psir-pyq\/explicate-the-feature-of-representative-democracy-upsc-psir-2016-0601\/\">Answer<\/a><\/div>\n<div class=\"n-pyq\"><span class=\"n-pyq-chip\">UPSC 2020 \u00b7 15m<\/span><span class=\"n-pyq-q\">People as a body must control the general direction of policy (J.S. Mill<\/span> \u2014 ideal government is both democratic and representative; good government promotes the common good by improving virtue &amp; intelligence and uses citizens\u2019 capacities; universal suffrage lets people control the general direction of policy; participation must exceed voting; local participation educates citizens; yet governance still needs expertise \u2014 a balance with capable leadership. Countered by <span class=\"n-sch\">Schumpeter<\/span> (elitism) and by <span class=\"n-sch\">Rousseau<\/span>, <span class=\"n-sch\">Pateman<\/span>, <span class=\"n-sch\">Barber<\/span> (too little direct involvement).<\/p>\n<\/blockquote>\n<h3 id=\"representative-government-protective-and-educative\">Representative Government \u2014 protective and educative<\/h3>\n<p>Government is a <span class=\"n-term\">moral institution<\/span>, not an administrative machine: the worth of a constitution lies in what it makes of its citizens. The best polity must serve present interests <em>and<\/em> improve the moral, intellectual and active qualities of the people.<\/p>\n<ul>\n<li>The ideal is direct participation; under modern complexity, the <span class=\"n-term\">best practicable form is representative government<\/span> \u2014 it reconciles equality with freedom, gives legitimacy through participation, and breeds self-reliant, alert citizens (despotism breeds apathy).<\/li>\n<li>It is a <span class=\"n-term\">school of character<\/span> combining \u201cparticipation and competence.\u201d Open voting matters because justifying one\u2019s vote turns it into \u201can instrument of intellectual and moral growth\u201d; Parliament should be \u201ca committee of grievances and a congress of opinions.\u201d <span class=\"n-sch\">Dennis Thompson<\/span>: participation creates a \u201csense of political efficacy.\u201d<\/li>\n<li>Two competences: <span class=\"n-term\">institutional<\/span> (workable means) and <span class=\"n-term\">moral<\/span> (better ends).
