It critiques voting-centric democracy and focuses on the <em>quality<\/em> of participation: laws should emerge from rational debate; citizens give and respond to reasons; legitimacy comes from informed, fair deliberation<\/p>\n<p><cite>priority to <span class=\"n-term\">voice over choice, debate over voting<\/span>.<\/cite><\/p><\/blockquote>\n<p><span class=\"n-term\">Intellectual background<\/span><\/p>\n<p><span class=\"n-sch\">Pericles<\/span> \u00b7 <span class=\"n-sch\">Aristotle<\/span> \u00b7 <span class=\"n-sch\">Rousseau<\/span> \u00b7 <span class=\"n-sch\">Edmund Burke<\/span> \u00b7 <span class=\"n-sch\">Hannah Arendt<\/span> (<em>Vita Activa<\/em>) \u00b7 <span class=\"n-sch\">J.S. Distinct from <span class=\"n-sch\">Jeremy Bentham<\/span>\u2019s <span class=\"n-term\">aggregate democracy<\/span> (which risks majoritarianism &amp; pursuit of individual pleasure).<\/p>\n<blockquote class=\"n-quote\">\n<p>\u201cDiscussion is never a stumbling block. It is an essential pre-requisite for any wise action.\u201d<\/p>\n<p><cite>Pericles<\/cite><\/p><\/blockquote>\n<blockquote class=\"n-quote\">\n<p>\u201cAll silencing of discussion is an assumption of infallibility.\u201d<\/p>\n<p><cite>John Stuart Mill<\/cite><\/p><\/blockquote>\n<p><span class=\"n-lab\">Features<\/span><\/p>\n<p>Reasoned discourse \u00b7 public justification \u00b7 freedom of speech &amp; association \u00b7 right to dissent \u00b7 inclusive participation \u00b7 mutual respect \u00b7 non-coercive environment \u00b7 <span class=\"n-term\">public reason<\/span> \u00b7 willingness to revise preferences \u00b7 common-good orientation \u00b7 legitimacy through deliberation. It reconciles democracy as popular rule with democracy as the bulwark of personal freedom, and rejects politics as a mere struggle of self-interest. <span class=\"n-sch\">Gutmann<\/span> and <span class=\"n-term\">Thompson<\/span>: free and equal citizens justify decisions through mutually acceptable reasons.<\/p>\n<p><span class=\"n-sch\">J\u00fcrgen Habermas<\/span><\/p>\n<p>Central figure. Theory of <span class=\"n-term\">communicative action<\/span>: deliberation works through rational communication; acceptance rests on the <span class=\"n-term\">strength of the argument, not power<\/span>; the <span class=\"n-term\">ideal speech situation<\/span> lets free, equal persons communicate without coercion. His model lies between liberal and communitarian.<\/p>\n<blockquote class=\"n-quote\">\n<p>\u201cDeliberation takes place when the participants in the discourse argue and weigh the validity claims with the intention of reaching a rationally motivated agreement.\u201d<\/p>\n<p><cite>J\u00fcrgen Habermas<\/cite><\/p><\/blockquote>\n<p><span class=\"n-term\">Habermas\u2019s three-tier configuration.<\/span> <span class=\"n-term\">Pluralistic civil society<\/span> \u2192 <span class=\"n-term\">Public sphere<\/span> (linguistic space of informal opinion formation) \u2192 <span class=\"n-term\">Formal governmental decision-making<\/span>. <em>Popular sovereignty resides not in a majority or collective citizenry but in \u201cthe subjectless forms of communication that regulate the flow of deliberations\u201d.<\/em><\/p>\n<p><span class=\"n-sch\">John Rawls<\/span><\/p>\n<p>Links deliberation with justice and <span class=\"n-term\">public reason<\/span>: principles of justice decided through fair deliberation; citizens use reasons others can reasonably accept; the <span class=\"n-term\">veil of ignorance<\/span> removes bias.
