Defined more by what it <span class=\"n-term\">opposes<\/span> than by what it affirms \u2014 a prototype of totalitarianism.<\/p>\n<h4 id=\"the-anti-characteristics\">The anti-characteristics<\/h4>\n<p>anti-rational \u00b7 anti-democratic \u00b7 anti-liberal \u00b7 anti-socialist \u00b7 anti-enlightenment \u00b7 anti-pluralist<\/p>\n<h4 id=\"six-core-features\">Six core features<\/h4>\n<ul>\n<li><span class=\"n-lab\">Totalitarianism<\/span> \u2014 state regulates all spheres; single-party rule; violence as a normal instrument of rule.<\/li>\n<li><span class=\"n-lab\">Ultra-nationalism<\/span> \u2014 nation is supreme; the individual has no standing outside the national collective.<\/li>\n<li><span class=\"n-lab\">Elitism &amp; leader principle<\/span> \u2014 rejects equality; leadership belongs to a superior elite; the leader embodies the national will.<\/li>\n<li><span class=\"n-lab\">Militarism &amp; glorification of war<\/span> \u2014 war is creative, regenerative, virile; imperial expansion is the duty of the superior nation.<\/li>\n<li><span class=\"n-lab\">Corporatism &amp; autarky<\/span> \u2014 state mediates capital and labour; strikes and boycotts repressed; self-sufficient economy preferred.<\/li>\n<li><span class=\"n-lab\">Irrationalism<\/span> \u2014 emotion, instinct, myth, spectacle and faith over reason; mass psychology mobilised through propaganda.<\/li>\n<\/ul>\n<h4 id=\"mussolini-on-the-fascist-state\">Mussolini on the fascist state<\/h4>\n<blockquote class=\"n-quote\">\n<p><em>\u201cEverything for the state, nothing outside the state, nothing above the state.\u201d<\/em> <em>\u201cNothing against the State, nothing over it, nothing beyond it.\u201d<\/em> <em>\u201cWar is to men what motherhood is to women.\u201d<\/em><\/p>\n<p><cite>Benito Mussolini<\/cite><\/p>\n<\/blockquote>\n<p>Read clause by clause: <span class=\"n-term\">\u201cnothing against\u201d<\/span> denies the right of opposition \u2014 dissent becomes treason; <span class=\"n-term\">\u201cnothing over\u201d<\/span> removes every rival authority \u2014 church, constitution, international law, conscience; <span class=\"n-term\">\u201cnothing beyond\u201d<\/span> erases the private sphere. <span class=\"n-sch\">Giovanni Gentile<\/span> grounded this by treating the state as the highest ethical reality in which the individual finds meaning \u2014 the individual has duties, not rights. <span class=\"n-sch\">Hannah Arendt<\/span> read absolute statism as the engine of totalitarian terror; <span class=\"n-sch\">Harold Laski<\/span> argued such a state shields the economic oligarchy while destroying civil liberties.<\/p>\n<div class=\"n-pyq\"><span class=\"n-pyq-chip\">UPSC 2018 \u00b7 10m<\/span><span class=\"n-pyq-q\"><\/span><\/div>\n<h4 id=\"philosophical-intellectual-origins\">Philosophical &amp; intellectual origins<\/h4>\n<ul>\n<li><span class=\"n-sch\">Plato<\/span> \u2192 hierarchical, disciplined polity; polemically called \u201cthe first totalitarian\u201d by some critics.<\/li>\n<li><span class=\"n-sch\">Machiavelli<\/span> \u2192 amoral power politics, superiority of national interest; <span class=\"n-sch\">Hobbes<\/span> \u2192 absolute sovereignty; <span class=\"n-sch\">Rousseau<\/span> \u2192 a coercive reading of the general will.<\/li>\n<li><span class=\"n-sch\">Fichte<\/span> &amp; <span class=\"n-sch\">Treitschke<\/span> \u2192 militant \/ aggressive nationalism; <span class=\"n-sch\">Herder<\/span> \u2192 cultural nationalism; <span class=\"n-sch\">Charles Maurras<\/span> \u2192 integral nationalism.<\/li>\n<li><span class=\"n-sch\">Nietzsche<\/span> \u2192 contempt for egalitarian and humanitarian restraint (misused by fascists); <span class=\"n-sch\">Henri Bergson<\/span> \u2192 anti-rational vitalism; <span class=\"n-sch\">Georges Sorel<\/span> \u2192 myth and violence (<em>Reflections on Violence<\/em>).<\/li>\n<li><span class=\"n-sch\">Joseph de Maistre<\/span> \u2192 counter-revolutionary hierarchy; <span class=\"n-sch\">Gustave Le Bon<\/span> \u2192 crowd psychology, rule by spectacle; <span class=\"n-sch\">Giovanni Gentile<\/span> \u2192 the ethical state, state-worship.<\/li>\n<li><span class=\"n-sch\">Zeev Sternhell<\/span> treated the late nineteenth century as fascism\u2019s ideological seedbed; <span class=\"n-sch\">Erich Fromm<\/span> (<em>Escape from Freedom<\/em>) explained the flight into authoritarian leadership.<\/li>\n<\/ul>\n<h4 id=\"laski-fascism-as-counter-revolution-of-capitalism\">Laski \u2014 fascism as counter-revolution of capitalism<\/h4>\n<p><span class=\"n-sch\">Harold Laski<\/span>: fascism appears when political democracy becomes <span class=\"n-term\">too costly for the economic oligarchy<\/span>. In capitalism\u2019s phase of contraction it crushes civil liberties while <span class=\"n-term\">preserving private ownership<\/span>; the workers lose the right to demand public ownership. The state\u2019s claim to neutrality is false, because the recognition of property already makes it class-biased. Contrast with Soviet dictatorship, where the means of production passed to the community.<\/p>\n<h4 id=\"fascism-parliamentary-democracy-the-ambivalence\">Fascism &amp; parliamentary democracy \u2014 the ambivalence<\/h4>\n<p>Hostile to parliament in <span class=\"n-term\">principle<\/span>, willing to use it <span class=\"n-term\">instrumentally<\/span>. In doctrine, parliament is a <span class=\"n-term\">\u201ctalking shop\u201d<\/span> \u2014 slow, compromising, indecisive; party competition is read as national disunity; democracy is accused of breeding mediocrity. <span class=\"n-sch\">Giovanni Gentile<\/span> offered an organic unity of leader, people and state; <span class=\"n-sch\">Othmar Spann<\/span> treated society as a <span class=\"n-term\">\u201csuper-individual,\u201d<\/span> not a sum of atomistic citizens; <span class=\"n-sch\">Muammar Gaddafi<\/span> (cited later) treated parliament as misrepresentation of the people.<\/p>\n<p><span class=\"n-term\">ENTER<\/span> (elections, coalitions, legal procedure) \u2192 <span class=\"n-term\">ROOT in the system<\/span> (become a normal player) \u2192 <span class=\"n-term\">SEIZE power<\/span> (March on Rome \u00b7 Weimar) \u2192 <span class=\"n-term\">HOLLOW OUT<\/span> (ban opposition, suspend liberties). <span class=\"n-sch\">Robert O. Paxton<\/span> \u2014 democracy used as a ladder, then kicked away. Fascism is procedurally opportunistic but substantively hostile.<\/p>\n<div class=\"n-pyq\"><span class=\"n-pyq-chip\">UPSC 2023 \u00b7 20m<\/span><span class=\"n-pyq-q\"><\/span><\/div>\n<h4 id=\"italian-fascism-vs-german-nazism\">Italian fascism vs German Nazism<\/h4>\n<p><em>Shared core: authoritarianism, aggressive nationalism, anti-liberalism, a cult of the leader. Paxton<\/span> (<em>The Anatomy of Fascism<\/em>) \u2192 five stages: <span class=\"n-term\">creation \u2192 rooting \u2192 seizure \u2192 exercise \u2192 long-term entropy.<\/span><\/li>\n<li>Contemporary forms: xenophobic populism, far-right parties (Front National, Golden Dawn), digital mobilisation; democratic entry combined with anti-democratic consolidation.<\/li>\n<\/ul>\n<h3 id=\"fascist-authoritarian-theory-of-state\">Fascist &amp; Authoritarian Theory of State<\/h3>\n<p><span class=\"n-term\">Fascist state.<\/span> Fascism glorifies the state as a total, organic entity \u2014 totalitarianism, corporatism, an organic view, national unity over individual liberty, suppression of class conflict through state-controlled organisation, strong leadership and an exclusionary identity. <span class=\"n-sch\">Benito Mussolini<\/span>: the state is organic with a spiritual and moral character; the individual exists within it, not above it; society is absorbed into national unity. <span class=\"n-term\">Corporatism<\/span> \u2014 industries and trade corporations set economic policy together, replacing class struggle with state-managed cooperation.<\/p>\n<p><span class=\"n-sch\">Carl Schmitt<\/span> (<em>Political Theology<\/em>, <em>The Concept of the Political<\/em>) did not explicitly endorse fascism but influenced authoritarian thought: politics rests on the <span class=\"n-term\">friend-enemy distinction<\/span> \u2014 unity formed by identifying an enemy, reinforcing exclusion and a single national identity.<\/p>\n<p><span class=\"n-term\">Authoritarianism.<\/span> <span class=\"n-term\">Juan Linz<\/span> describes it by limited political pluralism, the absence of a comprehensive guiding ideology and the absence of intensive mobilisation \u2014 a passive citizenry, rule by one leader or a small group, restricted competition, and dependence on coercion, bureaucracy or military support.<\/p>\n<p><span class=\"n-lab\">Assessment.<\/span> Both reject the liberal-pluralist model: fascism absorbs the individual and society into the state, while authoritarianism limits competition without full totalitarian mobilisation. Both weaken democratic accountability and individual freedom and show the danger of state power unrestrained by rights, law and civil society.<\/p>\n<h3 id=\"the-fascist-and-totalitarian-state\">The fascist and totalitarian State<\/h3>\n<p><span class=\"n-term\">The fascist state<\/span><\/p>\n<ul>\n<li><span class=\"n-sch\">Giovanni Gentile<\/span> \u2014 the fascist state is <span class=\"n-term\">totalitarian<\/span>: the nation is supreme and individual interests are subordinate; fascism stresses the <span class=\"n-term\">organic unity<\/span> of the nation.
