Sharma<\/span> \u2014 remembered as dedicated figures in tribal affairs.<\/p>\n<p><span class=\"n-term\">Distinctive mandate (beyond SC parallel)<\/span><\/p>\n<ul>\n<li>ownership of <span class=\"n-term\">minor forest produce<\/span>; rights over mineral, water, resources;<\/li>\n<li>rehabilitation, preventing displacement; implementation of <span class=\"n-term\">PESA, 1996<\/span>;<\/li>\n<li>monitors <span class=\"n-term\">Forest Rights Act<\/span> claims &amp; rejections; objected where Gram Sabha consent is diluted; backed halting evictions till claims resolve.<\/li>\n<\/ul>\n<p><span class=\"n-term\">The structural problem:<\/span> the Ministry of Tribal Affairs often acts as if superior to the NCST; funding &amp; infrastructure control weaken autonomy; it is not always consulted on mining\/industry; reports are not regularly tabled; it cannot sanction officials.
