(d) Impediments to regional co-operation : River water disputes; <span class=\"cur\">illegal cross border migration<\/span>; Ethnic conflicts and insurgencies; Border disputes.<\/div>\n<\/header>\n<div class=\"n-grid\">\n  <main class=\"n-body\"><\/p>\n<h3 id=\"cross-border-migration-in-south-asia\">Cross-Border Migration in South Asia<\/h3>\n<p><span class=\"n-lab\">Definition<\/span><\/p>\n<p><span class=\"n-term\">Illegal migration<\/span> refers to movement across national borders in violation of the immigration laws of the destination country. It has become one of the most volatile and contentious issues in Indian politics because of the socio-political conflicts it has brought in its wake.<\/p>\n<ul>\n<li>India faces the problem along its northern and north-eastern borders, poorly connected to mainland India; open and porous borders have let communities move with ease.<\/li>\n<li><span class=\"n-lab\">The hardest challenge is nation-building<\/span> \u2014 the Northeast has approximately <span class=\"n-term\">220 ethnic groups<\/span> across the eight states and adjoining states, with regional ethnic demands ranging from greater autonomy to separate statehood and even independence.<\/li>\n<li><span class=\"n-term\">Assam<\/span> illustrates the pattern \u2014 competition for scarce land, resources and jobs; the agitation by <span class=\"n-term\">AASU<\/span>; the <span class=\"n-term\">Assam Accord of 1985<\/span>; the <span class=\"n-term\">National Register of Citizens<\/span>.<\/li>\n<li>Migrants from Bangladesh have been used as political tools, with forged documents such as voter identity cards influencing elections.<\/li>\n<li><span class=\"n-term\">Identity crisis<\/span> \u2192 similar linguistic and ethnic identities make migrants difficult to identify; conflict over scarce resources, economic opportunity and cultural dominance follows, along with political instability as elites mobilise popular perception against migrants to win power.<\/li>\n<li><span class=\"n-term\">Security dimension<\/span> \u2192 Pakistan\u2019s ISI has been active in Bangladesh supporting militant movements in the Northeast; militants are alleged to enter among migrants; trafficking of women and human smuggling have become rampant across borders.<\/li>\n<li><span class=\"n-term\">Structural driver<\/span> \u2192 when a country in the region grows faster and reaches higher living standards, maintaining border controls against illegal migration becomes increasingly difficult.<\/li>\n<li><span class=\"n-term\">Myanmar<\/span> borders Mizoram, Manipur, Nagaland and Arunachal Pradesh; the porous frontier is a gateway for insurgents, and India holds that cooperation with Myanmar is necessary to solve insurgency at home. <span class=\"n-term\">Bhutan<\/span> has respected India\u2019s security concerns, though ULFA militants set up bases there and had to be evicted. <span class=\"n-term\">Bangladesh<\/span> appears cordial on the surface but is wary of India\u2019s dominant influence; India has raised the issue of illegal migrants at several political and diplomatic levels without response.<\/li>\n<li><span class=\"n-term\">Institutional gap<\/span> \u2192 SAARC, the only platform for multilateral cooperation in the area, is at best a weak organisation with a mandate that expressly forbids involvement in bilateral disputes \u2014 which has pushed India towards bilateral and sub-regional channels such as BIMSTEC.<\/li>\n<li><span class=\"n-term\">Remedies<\/span> \u2192 short term: fencing borders, even development of the states, augmentation of border-guarding manpower. Long term: legislative action, stronger intelligence infrastructure, diplomatic engagement with neighbouring nations.<\/li>\n<\/ul>\n<h3 id=\"contention-i-illegal-migration\">Contention I \u2014 illegal migration<\/h3>\n<ul>\n<li>India and Bangladesh share the world\u2019s longest land border, approximately <span class=\"n-term\">3,700 km<\/span>. Estimates suggest <span class=\"n-term\">30 to 40 million<\/span> Bangladeshis are in India illegally, with notable demographic change in regions such as Tripura.<\/li>\n<li><span class=\"n-term\">Causes<\/span> \u2192 lack of recognition, since Bangladesh has not fully acknowledged the extent of the problem; poor border management; push factors such as floods, poverty and historical conflict including the 1971 war; pull factors such as porous borders, corruption among law enforcement, and political motives of electoral support.<\/li>\n<li><span class=\"n-term\">Challenges<\/span> \u2192 trafficking of drugs, humans and cattle; fake voter ID cards threatening democratic processes; communal tensions from demographic shifts, affecting the secular character of society; economic strain on infrastructure, healthcare and education.<\/li>\n<li><span class=\"n-term\">Potential solutions<\/span> \u2192 enhanced border management including electrified fences aligned with regional security dynamics; addressing corruption among law enforcement agencies; the <span class=\"n-term\">Gujral Doctrine<\/span> approach of cooperating with Bangladesh on the underlying causes of poverty and unemployment; effective data management through the National Population Register; and a <span class=\"n-term\">work permit<\/span> system, which would reduce corruption, maintain accurate records, build goodwill, combat organised crime and protect migrants from exploitation.<\/li>\n<\/ul>\n<div class=\"n-pyq\"><span class=\"n-pyq-chip\">UPSC 2021 \u00b7 15m<\/span><span class=\"n-pyq-q\">Write a brief analysis of the ethnic conflicts and cross-border migrations along India-Myanmar and India-Bangladesh borders.<\/span><a class=\"n-pyq-a\" href=\"\/psir\/psir-pyq\/write-a-brief-analysis-of-the-ethnic-conflicts-and-cross-border-upsc-psir-2021-4103\/\">Answer<\/a><\/div>\n<div class=\"n-pyq\"><span class=\"n-pyq-chip\">UPSC 2022 \u00b7 15m<\/span><span class=\"n-pyq-q\">Discuss the consequences of illegal cross-border migration in India&#8217;s north-eastern region.<\/span><a class=\"n-pyq-a\" href=\"\/psir\/psir-pyq\/discuss-the-consequences-of-illegal-cross-border-migration-in-upsc-psir-2022-4205\/\">Answer<\/a><\/div>\n<h3 id=\"regional-flashpoint-myanmar\">Regional Flashpoint: Myanmar<\/h3>\n<p>On <span class=\"n-term\">1 February 2021<\/span> the military \u2014 the <span class=\"n-term\">Tatmadaw<\/span> \u2014 launched a coup, declared the November 2020 election invalid and imposed a state of emergency.<\/p>\n<ul>\n<li>Nationwide protests met a brutal crackdown \u2014 arrests of elected leaders and journalists, live fire on demonstrators.<\/li>\n<li><span class=\"n-lab\">Deep roots<\/span>: Myanmar has been mired since independence (1948) in one of the world\u2019s longest civil conflicts; resistance forces \u2014 ethnic organisations and the <span class=\"n-term\">People\u2019s Defence Force<\/span> \u2014 control large parts of the territory; the economy has contracted.<\/li>\n<li><span class=\"n-lab\">Regional spillover<\/span>: refugee outflows, illegal gambling, drugs, human trafficking and scam operations; the <span class=\"n-term\">Rohingya<\/span> crisis strains Bangladesh (Cox\u2019s Bazar) and others; statelessness raises the risk of radicalisation.<\/li>\n<li><span class=\"n-lab\">The ASEAN test<\/span>: a softer line than the West, mindful of China; consensus-based, non-interference diplomacy makes unanimous action hard. Indonesia and Malaysia are most willing to speak out, while Thailand, Cambodia, Laos and Vietnam largely follow China\u2019s lead \u2014 the crisis challenges ASEAN\u2019s <span class=\"n-term\">centrality<\/span> and credibility.<\/li>\n<li><span class=\"n-lab\">For India<\/span>: Myanmar is a strategic <span class=\"n-term\">land\u2013maritime gateway<\/span> to South-East Asia.
