The <span class=\"n-term\">Japan-India Association<\/span> (1903) is the oldest international friendship body in Japan. Japan entered the political consciousness of Indian nationalists through the <span class=\"n-term\">1904\u201305 Russo-Japanese War<\/span>; associated Indians include Vivekananda, Tagore, JRD Tata, Subhas Chandra Bose and Judge <span class=\"n-term\">Radhabinod Pal<\/span>. In 1949 Nehru gifted an elephant to Tokyo\u2019s Ueno Zoo.<\/p>\n<blockquote class=\"n-quote\">\n<p>Given the depth of Indian ideas in Japanese arts and language, \u201cwithout Indian influence, Japanese culture would not be what it is today.\u201d<\/p>\n<p><cite>H. Nakamura<\/cite><\/p><\/blockquote>\n<p><span class=\"n-term\">Distinctive character.<\/span> Unlike ties with China, there are no competing national interests, no simmering rivalry and no historical baggage \u2014 the two have <span class=\"n-term\">never been adversaries<\/span>. Under the US Indo-Pacific framework India is to be the <span class=\"n-term\">net provider of security<\/span>; for India, Japan can be the region\u2019s stability provider. Close ties take India out of the South Asia box and past South-East Asia, where the Look East policy stopped.<\/p>\n<blockquote class=\"n-quote\">\n<p>Asia is shaped by the outlook of the US, the power of China, the weight of Russia, the collectivism of ASEAN, the volatility of West Asia and the rise of India \u2014 one imponderable, Japan\u2019s future posture, could change the calculus entirely.<\/p>\n<p><cite>S. Jaishankar<\/cite><\/p><\/blockquote>\n<p><span class=\"n-term\">How the partnership is framed.<\/span> <span class=\"n-sch\">Shinzo Abe<\/span> called India Japan\u2019s <span class=\"n-term\">natural ally<\/span> and, addressing Parliament, invoked Dara Shikoh\u2019s \u201cconfluence of the two seas.\u201d <span class=\"n-term\">Deepa Gopalan Wadhwa<\/span> notes bipartisan Japanese support whoever governs India; <span class=\"n-sch\">Kanwal Sibal<\/span> calls the present the \u201ccherry blossom time\u201d; <span class=\"n-sch\">Harsh V. Japan\u2019s <span class=\"n-term\">FOIP<\/span> names India an \u201cindispensable partner.\u201d 2022 marked the 70th anniversary of ties.<\/li>\n<\/ul>\n<h3 id=\"areas-of-cooperation\">Areas of cooperation<\/h3>\n<p><span class=\"n-term\">Economic &amp; development<\/span><\/p>\n<ul>\n<li>Trade: <span class=\"n-term\">US$ 17.63 bn<\/span> (FY 2018-19) \u2192 <span class=\"n-term\">US$ 21.96 bn<\/span> (FY 2022-23). The 2022 <span class=\"n-term\">Clean Energy Partnership<\/span> targets carbon neutrality through hydrogen, LNG and ammonia.<\/li>\n<li>Vivekananda Cultural Centre, Tokyo (2009); the Japan-India Tourism Exchange Year (Apr 2023\u2013Mar 2025, ~400,000 travellers in 2024); the Technical Intern Training and Specified Skilled Worker pathways. Both are <span class=\"n-term\">G4<\/span> partners on UNSC reform.<\/li>\n<\/ul>\n<h3 id=\"areas-of-concern-and-contestation\">Areas of concern and contestation<\/h3>\n<ul>\n<li><span class=\"n-term\">Alignment gap.<\/span> Japan is in the US alliance and sanctioned Russia; India did not. India is reserved on the South China Sea and Taiwan while vocal on the LAC.<\/li>\n<\/ul>\n<blockquote class=\"n-quote\">\n<p>Relations have tended to be \u201clow on ambition and high in rhetoric.\u201d<\/p>\n<p><cite>S. Jaishankar<\/cite><\/p><\/blockquote>\n<ul>\n<li><span class=\"n-sch\">Shivshankar Menon<\/span>: India\u2019s preference for <span class=\"n-term\">strategic autonomy<\/span> and its three priorities \u2014 security, development, status \u2014 restrain how far it will go; the non-alignment tradition is unlikely to be abandoned, which can frustrate a Tokyo keen to balance China.<\/li>\n<li><span class=\"n-term\">Economic underperformance.<\/span> Despite CEPA, trade slipped from $18.43 bn (2011-12) to $17.63 bn (2018-19), dwarfed by Sino-Indian trade. Divergence on <span class=\"n-term\">RCEP<\/span> (Japan pushed India in; India stayed out) and Osaka Track e-commerce.<\/li>\n<li><span class=\"n-sch\">Shyam Saran<\/span>: India failed to catch the Japanese trend to diversify away from China; the special leader-to-leader bond has not become a commercial partnership.<\/li>\n<li>The <span class=\"n-term\">Asia-Africa Growth Corridor<\/span>: up to $200 bn reportedly mooted, but nothing concrete since 2017.<\/li>\n<li><span class=\"n-term\">Geography<\/span> keeps them far apart; defence-industrial cooperation is thin (the US-2 amphibious talks are protracted); language and Japan\u2019s exacting standards raise entry costs; neither has a specific China policy, even though India\u2019s China trade is more than 20% of Japan\u2019s total trade.<\/li>\n<\/ul>\n<h3 id=\"india-japan-amid-us-china-tensions-and-in-africa\">India &amp; Japan amid US\u2013China tensions \u00b7 and in Africa<\/h3>\n<ul>\n<li><span class=\"n-lab\">Rajaram Panda<\/span>: China is uneasy that India and Japan are finding common ground and reads the friendship as ganging up against it; <span class=\"n-sch\">Manmohan Singh<\/span>\u2019s 2013 Tokyo visit, when Sino-Japanese ties were frosty, discomfited Beijing. Barring Pakistan and North Korea, Asia is unhappy with Chinese assertiveness \u2014 the Senkaku with Japan, the border with India.<\/li>\n<li><span class=\"n-sch\">C. Raja Mohan<\/span>: Japan\u2019s new <span class=\"n-term\">\u2018realism diplomacy\u2019<\/span> has three parts \u2014 reorienting diplomacy, building deterrence, and deepening defence partnerships with India, the US and Australia \u2014 spurred by Ukraine, Taiwan and the Beijing-Moscow \u201calliance without limits.\u201d Yet the specific disputes each has with China are bilateral and territorial; it is not clear they can back each other on these.<\/li>\n<li>Regional architecture reflects the jostling: FOIP, AUKUS, the Quad, and IPEF.<\/li>\n<\/ul>\n<p><span class=\"n-term\">Africa \u2014 the Asia-Africa Growth Corridor (Purnendra Jain)<\/span><\/p>\n<ul>\n<li>An <span class=\"n-term\">AAGC<\/span> vision document, commissioned after the Nov 2016 Modi-Abe summit, named four areas (capacity and skills, quality infrastructure, development projects, people-to-people) but offered no implementation roadmap.<\/li>\n<li>It runs against China\u2019s growing footprint and the BRI, both viewed with suspicion \u2014 a new competition with Africa as the playground, with possible unintended effects on the Indo-Pacific balance.<\/li>\n<\/ul>\n<h3 id=\"scholars-theory-policy-japan\">Scholars \u00b7 theory \u00b7 policy (Japan)<\/h3>\n<p><span class=\"n-term\">Views of scholars<\/span><\/p>\n<ul>\n<li><span class=\"n-term\">Rohan Mukherjee<\/span> &amp; <span class=\"n-term\">Anthony Yazaki<\/span>: the advances since 2006 trace to Abe\u2019s active security policy \u2014 the National Security Council, a National Security Strategy, and the reinterpretation of <span class=\"n-law\">Article 9<\/span> to allow collective self-defence.<\/li>\n<li><span class=\"n-lab\">Jagannath P. Panda<\/span>: Abe\u2019s \u201cbroader Asia\u201d rested on four aims \u2014 a stronger Japanese maritime position in the IOR, joint leadership with India, security ties beyond the US alliance, and new commerce in India.<\/li>\n<li><span class=\"n-term\">Satoru Nagao<\/span> and <span class=\"n-term\">Jeff M. Smith<\/span> read expanded defence ties as convergence against a disruptive China; <span class=\"n-sch\">Shivshankar Menon<\/span> (<em>Choices<\/em>) sees Manmohan Singh\u2019s values-driven policy complementing Japan.<\/li>\n<\/ul>\n<p><span class=\"n-term\">Theoretical lenses:<\/span> Realism \u2014 counterbalance China \u00b7 Liberalism \u2014 rules-based order, Quad \u00b7 Balancing vs bandwagoning \u00b7 Soft power \u2014 anime, Bollywood<\/p>\n<p><span class=\"n-term\">Policy direction<\/span><\/p>\n<ul>\n<li>The tie needs years of intensive high-level engagement before it self-sustains. <span class=\"n-sch\">C.
