The Uttar Pradesh government is embracing the Public Private Partnership (PPP) model across various sectors to achieve the one trillion dollar economy goal for Uttar Pradesh by 2027-28. To reach the goal of a trillion dollar economy by 2027-28, UP needs an overall investment of $1.3-1.5 trillion (Rs. 105-120 lakh crore)<\/strong>, majority of which has to come from the private sector (Rs. 93-108 lakh crore)<\/strong> through the PPP model.<\/p>\n

Public-Private Partnership (PPP)<\/strong> is a collaboration between a government or government-owned entity<\/strong> & a private sector entity<\/strong> for the provision of public assets and services.<\/p>\n

The Private Investment Unit<\/strong> in the Department of Economic Affairs<\/strong> is responsible for policy-level matters concerning PPPs.<\/p>\n\n\n\n\n\n\n\n
Build Operate Transfer (BOT)<\/strong><\/td>\nThe private entity finances<\/strong>, builds<\/strong>, and operates<\/strong> the facility for a specified concession period<\/strong>, then transfers it back to the government.
\nRevenue is earned from user charges<\/strong> (for ex- tolls on highways).
\nVariants of BOT:
\nBOT (Toll)-<\/strong> Private partner collects tolls directly from users.
\nBOT (Annuity)-<\/strong> Government pays fixed annual annuities to the private partner.<\/td>\n<\/tr>\n
Build-Own-Operate (BOO)<\/strong><\/td>\nThe private sector builds<\/strong>, owns<\/strong>, and operates<\/strong> the facility indefinitely. There is no transfer back to the government. It is more common in power projects.<\/td>\n<\/tr>\n
Build\u2013Own\u2013Operate\u2013Transfer (BOOT)<\/strong><\/td>\nThe Private partner owns<\/strong> and operates<\/strong> the project during the concession period<\/strong>, then transfers it back at the end. It is similar to BOT, but the private player holds ownership rights during the concession period.<\/td>\n<\/tr>\n
Engineering Procurement and Construction (EPC)<\/strong><\/td>\nUnder EPC, the government fully funds the project (through budgetary resources, borrowings, or grants).<\/p>\n

The private contractor\u2019s role is limited to:<\/p>\n

  • Designing the project (engineering).<\/li>\n
  • Procuring raw materials, equipment, and services.<\/li>\n
  • Constructing the facility as per agreed specifications and timelines.<\/li>\n<\/ul>\n

    Once construction is complete, the contractor hands it over to the government. Operation and maintenance (O&M) usually remain with the government.<\/td>\n<\/tr>\n
