According to NFHS5 in <\/span><b>rural India<\/b><span style=\"font-weight: 400;\">, only <\/span><b>about 33.9 % of women<\/b><span style=\"font-weight: 400;\"> had ever used the internet<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Weak Gram Sabha Participation:<\/b> <b>Irregular meetings<\/b><span style=\"font-weight: 400;\">, low awareness and non-binding resolutions undermine <\/span><b>participatory democracy<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Urban Governance Issues:<\/b> <b>Delayed municipal elections<\/b><span style=\"font-weight: 400;\">, dominance of <\/span><b>parastatals and SPVs<\/b><span style=\"font-weight: 400;\">, and marginalisation of elected ULBs.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Digital Divide:<\/b><span style=\"font-weight: 400;\"> Uneven access to <\/span><b>ICT infrastructure and skilled manpower<\/b><span style=\"font-weight: 400;\"> limits the effectiveness of e-governance initiatives. <\/span><b>As per the National Sample Survey (NSS) 75th Round and Ministry of Electronics &amp; IT<\/b><span style=\"font-weight: 400;\">, only about <\/span><b>38% of India\u2019s population is digitally literate<\/b><\/li>\n<\/ul>\n<h2><b><a id=\"t10\"><\/a>Way Forward<\/b><\/h2>\n<ul>\n<li><b>Activity Mapping &amp; Subsidiarity: <\/b><span style=\"font-weight: 400;\">Clearly define and assign functions among <\/span><b>Gram, Kshetra <\/b><span style=\"font-weight: 400;\">and<\/span><b> Zila Panchayats <\/b><span style=\"font-weight: 400;\">based on the principle of subsidiarity to avoid overlap and ensure accountability.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Effective State Finance Commission (SFC) Implementation: <\/b><span style=\"font-weight: 400;\">Ensure <\/span><b>timely constitution of SFCs, <\/b><span style=\"font-weight: 400;\">adopt their recommendations in letter and spirit, and link devolution with performance and transparency.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Capacity Building &amp; Continuous Training: <\/b><span style=\"font-weight: 400;\">Institutionalise regular <\/span><b>training programmes for elected representatives and functionaries, <\/b><span style=\"font-weight: 400;\">with special focus on women, SC\/ST members, financial management and e-governance.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Local Revenue Mobilisation: <\/b><span style=\"font-weight: 400;\">Strengthen<\/span><b> own-source revenue <\/b><span style=\"font-weight: 400;\">through rationalised property tax, user charges, better tax administration, and incentives for revenue-performing local bodies.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Digital Governance Expansion: <\/b><span style=\"font-weight: 400;\">Bridge the<\/span><b> digital divide <\/b><span style=\"font-weight: 400;\">by expanding ICT infrastructure, digital literacy, and user-friendly platforms like <\/span><b>e-Panchayat <\/b><span style=\"font-weight: 400;\">and<\/span><b> e-Nagar Seva <\/b><span style=\"font-weight: 400;\">for service delivery and grievance redressal.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Revitalising Participatory Institutions: <\/b><span style=\"font-weight: 400;\">Make<\/span><b> Gram Sabha and Ward Committee decisions meaningful and binding <\/b><span style=\"font-weight: 400;\">in core local matters such as planning, beneficiary selection and social audits.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Regular &amp; Timely Elections: <\/b><span style=\"font-weight: 400;\">Ensure strict compliance with constitutional mandates for <\/span><b>five-yearly elections, <\/b><span style=\"font-weight: 400;\">strengthen the autonomy of State Election Commissions, and prevent prolonged bureaucratic rule.<\/span><\/li>\n<\/ul>\n<h3><strong>Conclusion<\/strong><\/h3>\n<p><b><\/b><span style=\"font-weight: 400;\">Local Self-Government in Uttar Pradesh is the <\/span><b>backbone of grassroots democracy<\/b><span style=\"font-weight: 400;\"> and a vital instrument for <\/span><b>inclusive development<\/b><span style=\"font-weight: 400;\">.
