Q.1) Discuss the essentials of the 69th Constitutional Amendment Act and anomalies, if any, that have led to recent reported conflicts between the elected representatives and the institution of the Lieutenant Governor in the administration of Delhi. Do you think that this will give rise to a new trend in the functioning of the Indian federal politics?

Q.2) To what extent is Article 370 of the Indian Constitution, bearing marginal note “temporary provision with respect to the State of Jammu and Kashmir”, temporary? Discuss the future prospects of this provision in the context of Indian polity.

Q.3) “The Indian party system is passing through a phase of transition which looks to be full of contradictions and paradoxes.” Discuss.

Q.18) Evaluate the economic and strategic dimensions of India’s Look East Policy in the context of the post Cold War international scenario.

Q.19) “Increasing cross-border terrorist attacks in India and growing interference in the internal affairs of member-states by Pakistan are not conducive for the future of SAARC (South Asian Association for Regional Cooperation).” Explain with suitable examples.

Q.20) What are the aims and objectives of the McBride Commission of the UNESCO? What is India’s position on these?

  7. Actually what I realise after seeing this paper is we just have to study topic wise , as this is from topic basic structure, question 1 from amendment.

    Also the answer can be attempted even without knowledge of the Index. As the question already states the index is low you can use it as rhetoric and gloss over in a few words.

    The real question is pretty easy. Basic Ethics question; Socio-cultural, judicial and political problems leading to loss of public morality. I think I read it in an ethics book, should be answered beautifully.

    I think it was moderate to difficult, not that difficult contentwise, but extremely difficult to put it in words. Without sufficient practise on static areas, this paper would be unwritable.

    Transparency Index: Was in news Nov 30, 2016.
    Coelho Case: Pillar of cases surrounding Basic Structure and Judicial Review. Was in news all year.
    McBride Report: Only case of a major country walking out of UNESCO (US walked out) previously. Recently UNESCO walkout of Israel was in news, its the first such case after McBride incident; a little detailed study would have given you the context.

    Lesson: Can’t mug up newspapers. Must research issues.

  20. nope ! it is 2007 case , in which sc held that laws which legislated after 25 march 1973 ( keshvananda bharti) ,under 9th schedule are subject to judicial review

Adjust the difficulty level of marathon questions at par UPSC’s GS2 paper, because the mains 2016 articles you provided was great & I expected much.. But very less questions came from it.. Please try twisting certain issues, so that we are ready when UPSC twists the paper.

    Its not as tough as I thought, much tougher.. I have no idea of last year’s issues so can’t comment much whether it was CA based or static.. But the way questions were asked made me blank.. Have seen last year’s paper too but this was on the tougher side.. Am I right ??
