OBC Non Creamy Layer related queries while filling UPSC Prelims 2025 DAF

Hello sir,

I'm from Bihar. Here, 1st stamp on my OBC-NCL certificate has been issued by "Anchal Adhikari" from Block. It will go up to DM step by step but it will take some time. Does Anchal Adhikari's issuance of certificate come under the "Revenue Officer not below the rank of Tehsildar" category as mentioned in the UPSC form?

Can I upload it? Or should I wait until DM's stamp?

I'm form Bihar. While filling the form, these 2 options are coming in the certificate upload section. The proforma given by UPSC has to be uploaded in the 5th pointer. But what should I upload in the 4th pointer? Please clarify.

Sir, 

My father is Group c employee. My grandfather owned some piece of land mostly unirrigated. But actual registration has not happened after grandfather's death to my father or his siblings. Mostly it is convention based or oral transfers taking place. 

What should I write in this? Do my parents own agricultural land or not?
