How can an IAS allocated to a specific cadre change his cadre without deputation or marrriage p.s. I know it's very childish but hear me out

    Recently I was checking out IAS officers from my state and an IAS officer who is now secretary to the CM of my state was allocated Assam Meghalaya cadre but in his biodata/information on state website he is shown allocated Manipur Cadre. How is that ...
