    Let me recall the days of emergency imposed by the then Prime Minister Smt Indira Gandhi.
    The trains were running on schedule, ticket less travelling was reduced. There was cleanliness on the platforms. Staff was punctual on duty.Why? It was not because of the planning of Indira Gandhi but because of the mentality of the employees. Today the employees are not afraid of their administrative heads. No explanation is asked for the late running trains.No fine or punishment is imposed on the employees for their failure to satisfy the punctuality of the Railways. In spite of having learned senior staff the Railway Engineering Standard is reducing day by day. Mr Bibek Debroy committee should have suggested to standardise the service condition of the staff.
    Pay Commission in India and the Staff Inspection Unit of the Finance Ministry go on raising the emoluments and the strength of the staff with no positive result. Has the Railway Minister asked the chief functionary of Railway as to why the trains are not punctual in time, why the delays are not rectified. When a Union Minister could not amend the system, What the Independent Regulator can do. Railway Regularity Authority of India will be another financial burden on the Country. Corporatization of Railway Board will spoil the system by decentralization of authority.
