According to a clarification from the Govt:-

Civil Services Examination

The Government has approved the following in respect of Civil Services Examination:• An Expert Committee would be constituted to comprehensively examine various issues raised from time to time namely, eligibility, syllabus, scheme and pattern of Civil Services Examination.

Till such time the Government takes decision on the recommendation of the above Committee, the General Studies Paper-II(CSAT) in the Civil Services(Preliminary) Examination will remain a qualifying paper with a minimum qualifying marks fixed at 33%.

• The English Language comprehension skill portion from General Studies Paper-II of Civil Services(Preliminary) Examination will continue to remain excluded.

• The above decisions are incorporated in the CSE Rules-2015.

The government on Wednesday amended the Civil Services Examination rules to make the controversial aptitude test in prelims exam a qualifying paper in a big concession to students from non-English and humanities background who dubbed the earlier pattern as ‘elitist’ and favouring those from public school and science background.

In another major change related to the Mains examination, the minimum qualifying score for the Indian language paper has been reduced from 30% to 25%.


The Big Problem?

Its the wordings. of the press release:

It says-

the General Studies Paper-II(CSAT) in the Civil Services(Preliminary) Examination will remain a qualifying paper with a minimum qualifying marks fixed at 33%.

Interpretation 1- “Will remain  qualifying”

This can be interpreted as Status Quo. The words are “remain” and not change. Secondly. the Civil Services Notification of 2014 declares the Prelims Paper 1 and Paper 2 as qualifying in nature. So nothing has changed. See below:-

Interpretation 2 -“Qualifying Paper”

This can be interpreted as qualifying like the language papers in Mains Examination. If so, then this means that you need to just score 33% marks or 67 out of 200 in CSAT Paper II and your selection will depend on your GS Paper Score.

    This is leading to doomsday, specially for people from technical background.
    Now we will get Dumb IAS officers with very low logical thinking and aptitude skills.
    Those who are doing any job and preparing for UPSC exams simultaneously will now have to really take out their time [If they CAN :(] or else dig their grave!

  3. Is there any post clarify from upsc regarding csat. Its so ridiculous to make csat as not countable in preliminary ias. What they want to do with this high priority exams. U guys really think twice before excluding csat.

    CSE paper 2 should not be the key to mains. The only way to select a good bureaucrat is to find him capable of performing well in Paper 1 followed by mains and interview. Preliminary exam paper 2 should be only of qualifying nature. Hope to see clarification on the issue favouring my expectations.

  7. how i ve interpretted is …..from this point onwards till the time committee report comes. csat will remain qulifying with 33 % percent marks….which means score 33 % per cent and dats it..acc to me , if csat score was to be counted in giving rank, the 33 % score would nt be mentioned…because all thos who get selected score way above 33%….this is my personal interpretation…..
    my coaching institute teachers have also said dat most probably csat will not count in ranking…..my csat teacher is all set to change his field and start teaching economics..

    2014 preliminary examination notification refers to the whole examination process, from preliminary to interview. In that context, ” qualifying in nature” mean marks obtained in preliminary exam will not be counted in successive stages of the whole examination ie scope of the prelims marks are limited to shortlisting candidates.

    The recent announcement by the govt refers specifically to “prelims pattern”, it doesnt refers to reforms in other stages/mains (though matter would be taken care of after the constituted expert committee submits its report). In this context, “qualifying in nature” does mean- CSAT marks will not be considered for final shortlisting in “preliminary examination itself”.

    ” will remain qualifying” means that earlier prelims papers marks were not counted (owing to its qualifying nature) in for final ranking which included marks only of Mains + Interview…hence “remains qualifying”…

    33% means only 66+ marks are needed to be eligible for clearing Prelims (just like language papers in Mains) …NO MARKS OBTAINED IN CSAT WILL BE COUNTED IN SELECTING PRELIMS CLEARED candidates…

    gosh u guys…seriously..it is good that csat has been removed for u people who are not even able to understand a simple report release..

    The notice published recently by the Govt. certainly incorporates some change, else there would have been no need to badly ativate/deactivate the minds of Aspirants unnecessarily by issuing a worthless thing at this odd time of just a few days prior to the final notification! True that the final clarification depends upon the UPSC Notification to be issued, but till then too, I find no doubt over CSAT being JUST QUALIFYING henceforth! Good for some, Bad for others! But the bitter truth is that just three months left for performing according to whatever would be finalised! Good luck to all 🙂

    This is an absolute reckless, mindless decision by the Union Govt. of India. Reckless because how can make changes to exam process and pattern just before 3 months of prelims. Such changes should have been informed to the candidates prior 6-7 months, so that everyone can make their preparation accordingly.
    I am not against CSAT P2, but the timing is very bad. For Clarifications, CSAT paper qualifying means, the marks secured in that paper will not be counted in prelims. You just need to secure 33% marks, or 66 marks in CSAT P2. Just pass the paper 2, that is enough.
    Now your prelims result will depend on your GS performance, which is good decision, but timing is not. You can’t make changes as such before exam.

    I fail to understand one more thing, the sole purpose of introduction of CSAT aptitude P2 was to test to aptitude and general intelligence of a candidate. How does it serve the objective if you make it qualifying.

  14. Hey guys !! Govt has made csat paper II qualifying means a person has to score minimum 33% marks in gs paper II which is csat … We can understand by this that cut off will be decided on paper 1 gs … Now work hard on gs paper 1 .. It will give u surety of being slected

    If there is no change in pattern…then why they need to publish this notification.
    “The above decisions are incorporated in the CSE Rules-2015.”-If there is no change in 2014 pattern,then no need to incorporate any new rule in 2015 exam.
    So I think CSAT marks will not be countedin final merit list.

  17. This a good decision .minimum 33% requirement will ensure that future administrator possess the basic aptitude. We Must Not Forget That IFS students are also siting for same paper n cut of in prelims goes high. Whereas mains performance is detiorating as these Students Got selected mainly becoz of csat .The Students Of Technical Backgrnd used to take Gs For granted .

    Govt’s notification is in itself a difficult reading comprehension article 😛
    Well as per my understanding , the notification says that “till d time govt gets a recommendation from d expert committee, which is yet to be established, the paper-2 (csat) will remain a qualifying paper”. That means , if it takes 2-3 years for d committee to b constituted nd give its recommendations… For such period all the pre exams will have paper 2 as qualifying. Otherwise if it was d other way around, ther would b no purpose of giving 33% percent criteria which was never mentioned previously. Rest, official notification will clarify!

    These people want such people in the administration who can’t even understand simple calculations.. They wanted English to be excluded .. UPSC done it regardless the fact that kind of English they ask is 10th level..
    M sure it is essential to know that much English if you are going to represent a state of country like India with so much of diversity in languages an their customs..
    To hell with these people.. They want Rattu totas in Administration. Good for them !

    I think it’s not a correct time to change everything as aspirants have made their own timetable based on previous syllabus and if you change the pattern and syllabus when we have to start for that?

I think what you interpret as “CSAT Made Qualifying In Nature” is completely different from “CSAT REMAIN a qualifying paper” as announced by government.Here government is mentioning the word REMAIN means CSAT will continue to be qualifying in nature(as in 2014 case,it was also of qualifying nature) with minimum qualifying mark.
    As we know for preliminary exam,both the paper are of Qualifying Nature.And as per notification CSAT REMAIN qualifying paper means it will continue to exist as QUALIFYING PAPER as in case of 2014.

    Are you really aware of previous pattern. Earlier Mental Ability questions used to asked in GS paper including Science, Sc Tech and humanilty subjects.
    Clear your view before making judgement.

  30. Bad luck. Morning i say yes to your csat programme. Now it is not required. It also increased importance of GS as every one needs to thorough in it. It go back to old era of optional at prelims because earlier ppl rattafied everything & clrd. Nd nw dis is again. This is bull shit decision. Previously GS paper includes some maths. Nw it is zero, this is really rubbish.
