Most of it is static... But if you only do the basic books and make notes and get done, then you will not score much... 
You need to substantiate it with current affairs.. 
Also, lately UPSC has started asking questions on broad themes that were in news..  Obviously you can answer them in some way with the knowledge of basics, but current affair thoda bahut toh dekhna hi hoga .. especially in case studies/examples in paper 2.

Considering the paucity of time, you may refer to bhasme and akshat jain's book combined.. 
Ideally, i would have suggested some more material, but doing these two will also be sufficient for being able to write something decent in the paper. .. Plus it is sorted also and you won't have to scramble through different sources. !
