DO NOT PAY THE RENT, WE ARE IN A CRISIS.

If your landlord is forcing you to pay the full rent or he says he will seize your belongings. Please be assured that no one can force you to vacate the premises or ask for the full rent.


Following are some important points in this regard:


0. Save/Record your conversation, involve your family. Please spread this information as much as possible, keep this thread running on top, share your problem or how are you actually handling this situation.

1. We are going through a crisis, our families have a limited source of income so if you are having a problem in paying the rent, first try to convince him that you cannot pay the full rent.

2. Don't let his words befool you, paying the 'full rent' after this crisis gets over is different from paying half, one-third, or 1/4th rent now.

3. If you don't wish to stay in your room anymore but you have your belongings there, tell your landlord that you won't continue anymore but take some money just to keep your belongings, nobody is going to take his room at this time. You have got the upper hand.


4. You may ask your friend (favor from friendzoned friend, 4F) to relocate your belongings if he/she staying here, this will save you lots of money.


5. DO NOT sign on any document given by your landlord, tell him that your lawyer does not permit you to do so. Right now landlords of ORN are using this trick to harass you mentally. It is a useless paper (not even a judicial stamp paper).


6. Please contact Rajinder Nagar Police Station, they will be happy to help you. The whole administration gets 'a lot' from this area.

7. If you are staying here, you have got a very good chance to get rooms at affordable rates as most students are leaving this place, get a room of your choice, negotiate the rent.

8. Anyone who is already in the administration, or is a lawyer.. please come forward and help the students, at least by counseling here on ForumIAS. Let's teach these money-minded landlords a lesson of their lifetime. Also request the coaching industry to shift to another more 'liveable & affordable' area like Gurugram, Greater Noida.


Examples:My roommate was able to negotiate his rent by 1/4th and he helped his friend in getting her rent reduced to 7k from 14k!

I helped my other flatmates to shift their belongings to another flat, saving their combined 16,000+.


Please come forward and help each other, IAS ban kar hi sab help nahi ki jati.

I have been harrassed, humiliated and shouted at from day 2 of lockdown 1.0  . I even sent my complaint to MLA ,Got advise to complaint on Delhi women commision helpline and they told us to CALL police .But was extremely scared of these rougue landlord family because of uncertainty of  LOCKDOWN.  Even on 26th march ,He came to take Electricity bills of all the flatmates from me(as all have gone home ) in CASH and told my mother who is stuck here with me in lockdown in ORN that BETI PADHANE AAYI HO ,LOCKDOWN HAI TO KYA HUA ,ITNA PAISA TO HOGA HI ,ATM KHULA HAI LE AAO PAISE ,rent ke bhi .On the same day ,HE BACKTRACKED ON HIS PROMISE OF PROVIDING AC. THE LANDLORD AND BROKER PLAYED GAMES AND NEVER TALKED TO EACH OTHER DESPITE OUR EXTREME INSISTENCE .  On 15th april ,he abused my mother  ,upon being told by mother calmly that government orders are there ,shouted that she is threatening him . Denied any repairs from now on which he used to pay before . He told us i dont care even you die out of water shortage (when our tap broke in april ) .Taunted us ,how are you getting so much grocery and veggies when you cant  pay rent . Every time we e went out in more than 20 days (because of safety and fear of getting abused again both ). On 15th april ,he shouted to vacate the room in LOCKDOWN !!! 


I and my mother are in so much anxiety and extreme fearful of  them that we stepped out of room after 24 days once in lockdown .And even on that his son shouted at us that where we are going without telling them ( told them we were starving ,going to market )  Now after harassing in first place out of blue BEFORE RENT PAYMENT OF APRIL ,THEN continuing later when we told we would do later as my father who is in government service has issues crediting salary ,transfers the amount ,which we did later in may ,now no dues left .This we told before . 

NOW after all this screaming on us when we were talking calmly yet firmly . Yesterday they told us that THEY DONT HAVE MONEY TO PROVIDE AC (now that uncertain times we are in ,girls are vacating rooms in building ,they are on backfoot now,rather than asking us to vacate ,giving us offer of throwing stuff of girls out who have told to vacate after lockdown and shifting to their  rooms in such precarious ways   ) AND the daughter in law who never thought to stop all this abuse before says that she wont be able to stop her father in law's abuse in future in her absence too . 

I want my brokerage amount back,because i shifted here in January 2020 only .Can anyone suggest is that possible .He did tell us that he would return brokerage but is there a legal compulsion ?. Room was perfect but these people killed my peace ,took away so many nights from sound sleep .My mother cried and told me n times ,she never ever got humiliated this way .But in lockdown , Being only one left out in the building ,My father told me to shift as soon as lockdown opens because we cant take risks as our career goals are at stake. Unfortunately Police experinces we all know mostly dont take you to anywhere . 


Now in this may heat , i have to hunt room again in orn,unwillingly  . Back home ,my father has fallen ill ,fallen unconscious few days ago ,got admitted in hospital with neighbours helping him out .He want us back as soon as transport normalises or special train are not that chaotic and unsafe anymore . I want to get a peaceful single  room (Girl here ) ,possibly free from landlord interference ,in may itself as have to soon rush to my father . in such uncertainty ,i cant even rush leaving my belongings ! they have threatened to throw my stuff out upon not paying rent in april earlier . 

Please help me with advice . I am currently staying in a 14k room with (promised AC ) and attached washroom . but its time to shift out .

@sparshc4048204 This is not your local police, Delhi Police really helps in these cases. Regardless of your past experiences you should call the police next time and tell them everything. They are harassing you and it is they who should be in fear not you.

Thanks so much for the assurance and support . I wish I could have shared that earlier in last 2 months . Broker after non stop calls and requests for these two months  ,only ' called' the owner and that too in May  ,quite understandably(who would take panga for a tenant )  . However owner is adamant and even conveniently forgot what he did . Unfortunately it's only  witnessed by a plumber which I had to call . But since it was all of a sudden  and my mother went downstairs , I overheard it from my room on 2nd floor  , my mother couldn't record that particular day shoutings . However his other little little petty and evil deeds I have recorded . 

The broker agreed to show rooms  ,that too after my mother's anger ,finally after two months . Meanwhile first time we met him physically in lockdown 4.0 on 21st May  , his brother started shouting again as if we are the culprits. Past experiences of staying in orn for last 5 years have never been deceptive and beimaani n all . Though once ,now dead ,other owner ,asked me to vacate 10 days before mains out of the  blue . 

Plus we did ask BROKER to put all -AC and Repairing in agreement in writing ,he said no agreement is standardised .it cantbe tweaked  .  since it was winters and we had to shift in urgency that time ,we couldn't force him at that time to provide ac . 

I seriously pray that the sheer arrogance these owners and landlords have must be shredded in this lockdown period . Sucking blood out of our minds and souls ,I wish karma can bite back very soon to this family and broker .

However my parents  dont want my career goals to be uprooted amidst police and court cases ,after already suffering for these months . So sadly I can't share the details . It breaks my heart to not to be able to fight a battle which right now I can't afford career wise . 

He did agree to show other rooms but I dint like them and his attitude of not even talking to the landlord  till date properly makes me rethink to be stuck in his trap again ,also another girl's insistence on  exactly same experience with the broker and landlord . 

I have found a room on ground floor in orn in 3rd block (found on forumias community ) with 10 k rent and a proper ventilated room but with an OLD AC,with all other facilities  and peace seems good . I have a doubt how are ground floor rooms in experience in August and september ,the humid months . ? 

One more advice and bothering I am doing here to ask that -since this month the electricity bills are averaged without reading and ours refund close to 700 bucks is going to be adjusted but we would have left . So how we are going to get the refund back after adjustment from this GREEDY FAMILY . Financial ,mental ,emotional all kind of losses already suffered . Should I still complaint to police or choose mental peace going away from this **** place . ? 

Is there any other good room without brokerage , with properly cooling newer AC , less crowded peaceful place in similar budget ?

@sparshc4048204 no agreement is standardized? then what is the use of agreement!
I think choosing peace over entanglement in cases is better option as you don't want to waste your time.

Few important points regarding your new room:

1. Cons of the ground floor- Kabadiwale and other hawkers, street noise, mosquitoes, no sun in winter, no breeze in summer, too humid in monsoon (don't consider this point if your new room has a little open space). The only good thing about the ground floor is that you don't have to climb stairs + you can keep a bicycle or any other vehicle.
But in 10k your room is fine, you will only use AC for 1-2 months and the bill will be adjusted as a whole in the next 10months plus you will be saving 4k every month.
The peaceful locality is not that important as even irritating elements are present in the library! and after some time you tend to ignore it. 

2. Wherever you shift after this, the first thing you should do is take picture-video of the room, photo of the electricity meter (for room and common separately), confirm (voice record) everything promised about the room, double-check the lighting, doorknob, almirah, windows, flush, etc.. these things will take your little time but trust me you won't regret. Prepare a checklist.

3. ALWAYS GET AN AGREEMENT DONE, it only costs 200-300 rupees pers side, that is the owner has to pay the other half.

4. Owners of ORN take 200-300 rupees (inclusive or exclusive of rent) as WATER BILL CHARGE but trust me, even if you are using water to fill your coolers, there are months like Dec-March when electricity and water bill comes NILL!
Tell them that you will pay it yourself, don't forget to take the picture of the WATER METER. (Delhi Jal Board official some times don't even bother to take the reading and they will send you a bill based on past consumption!)

5. OLD AC will suck lots of electricity and as you will cross the 7Rs/unit limit, you will not dare to use your AC. My neighbor has old AC and it used to cost him anywhere between 5000-7000 rupees for 30-35 days, he was a heavy user though. For 2 months a bill of 2k+2k.. is perfectly fine.

Installing their old AC/Purifier in student's room, cutting maintenance from the security when we leave, unwanted behavior when they are expected to behave like normal human beings are few things students experience here.
Par chinta mat karo, ye LOCKDOWN desh ki coaching industry aur makan-maliko ko accha sabak sikhayegi!

I inquired regarding the room but it was not successful, I will let you know if I will get any lead. :)

Thanks so much .it gave lot of perspective . I will keep all your advices absolutely in mind and actions for sure . Electricity bills from rented AC did cost me 7000 -8000  in last season before mains . But what you said about adjustment in rest months is right . 

Hopefully this is the last week in this pathetic situation . Before UPSC itself ,these experiences teach you like a hard taskmaster .

@Xarathustra yes ,you are right . I managed getting a fair deal . I did finally get one through the same broker without any extra brokerage . We told the new owner that due to past experience , We want a customised agreement with so many new things written down in rent agreement which crept up in last room . We got a 17.5 k big spacious room in 14.5 including water and maid . Also for next three months or till the day I return after prelims ,we would be paying reduced rent of 12k . This could happen due to current situations only . The Room is perfect ,peaceful and landlord till date is accommodative and understanding as we are not trusting his words but what's on record . Doodh ka jala chhach phoonk ke peeta hai .

I have a serious yet silly doubt on which I really needed your insight.
Actually I have vacated my flat in ORN few days back and had a major brawl with my owner as he refused to return my security money back.

Now, I have heard from my flatmates who are currently residing in Delhi, that my owner is constantly telling them that he will complaint against my name in UPSC formally (regarding my rude and bad conduct). He has mentioned this to my flatmates thrice today.

Can you pls clarify me that can such thing be actually done in the UPSC office. Though I highly doubt it and have done my own fair share of research, but still this thing is affecting me coz I don't want to lose on my dreams coz of a vicious and sadist landlord.

पढ़ ले भाई/बहन. UPSC koi Tea-stall wala Tau  nahi jo esi complaint sunegi. Or sun liya to sochegi. Or by chance soch bhi liya to uspe based koi action legi. UPSC only bothers about conducting an exam, not we lesser mortal  Individuals.  Period. Rest everything is Government concern thru DoPT or Judiciary. So chill and say to uncle ji "KALLLLLLOOOOO JI " :)


PS- One should be respectful towards old age people, atleast till they are. Security vapis lene k or bhi tarike hote h ji. Stay Humble. Atleast till you clear this exam. 👍
