M0 = Currency in circulation + Bankers deposit with RBI + Other deposits

CRR is a statutory obligation that they have to Deposit with RBI

Banks can do whatever they want with that 40 rs Because banks have not deposited those 40 Rs to the RBI that is why it isn't counted
Like for example banks tommorw spends those 40 rs to buy bonds etc then it will be added to the M0 as currency in cirulation
Currently that 40 rs is a libaility of the bank
