TLDR: it is an executive decision. President creates them on the advice of the PM, under the GoI (Allocation of Business) Rules, as provided for in Article 77. The only legislative provision on the subject is the 15% ceiling on the strength of the Council of Ministers which was imposed through the 91st Amendment of 2003.

If I’m not mistaken approaching SC for violation of FRs comes under writ jurisdiction. Original jurisdiction only covers cases of Centre v/s state(s), and state(s) v/s state(s) conflicts.

This might be a little late but this is my understanding with all the possibilities, in which case neither statement is correct. As far as the first statement goes, there is only one possibility for the diagram. For the second statement, gases could either a category that encloses the entirety of glasses or both goggles and glasses. While the third statement has 3 possibilities. Thus, it is not possible to say surely that some gases are geese, since goose3 is also a possibility. Neither can we surely say that some gases are not goggles. They may or may not be goggles.

Generally try to use logic to solve these types of question, you cannot mug up every statistic under the sun. GSDP question, you can straightaway put WB as the lowest of the three logically. Confusion can only arise between UP and MH, MH would logically be higher because Mumbai and other port and industrial cities would push up the GSDP higher. Even with the forest area one, I thought that since its %age: area, the highest should be Chhattisgarh and least would be Maharashtra. If i can use some logic and be somewhat satisfied, only then do I try marking these questions, if my logic feels far-fetched then I leave it.

For The agriculture cess question my logic was, we put cess over the items which are either luxury or sin goods. Apples are consumed by common man and hence it won't be put here. As it had option 1 I might have gone for it.
For GST question : I would have excluded canned fish and cooked egg(restaurant) So would have gone with 1. Newspaper with advertising - I knew would not be exempted.
For GSDP questions, it is a tough question, reason being - UP is large state and Maha is financial hub - I would have choose Maha - for port etc + is is one of largest exporting state + financial hub and we know how UP is termed one of the poor states. B/w West bengal and MP - I would have chooses WB, based on similar logic- it is more developed, size is more or less similar to MP (MP>WB) , but still trade etc would have lead me to choose WB.
Essential commodities act - Here I would have kept fodder seed out of bound, I didn't find it worth an essentail commodity and not all people actually need that. Drugs I knew, fertiliser I knew. So elimination would have worked.
The forest areas, would have been a knowledge based - right now I don't remember but these are major states wrt forest cover I would have had remembered them. But if logic was to be used, I would have gone for chattisgarh to be highest, seeing its size and forest (General knowledge - no specific one) and maharastra to be lowest (as MP has the highest forest area)

Cess qn : i applied the same logic as@sstarrr . Turns out GOI doesn't think on similar lines.
Gst qn : some kind of logic can be applied here as@Asmita_101 did. Cooked items can invite gst. There was controversy over parotta vs roti and all. So my sunday bfast of bread and boiled eggs me se bread wont invite gst and eggs will. Logic : fail.
Gsdp qn : correctly pointed out@LetsGetThisBread . MH >UP. Altho up was also in news having overtaken GUJ AND TN. but MP vs WB is tricky. We can apply some logic about coastal vs non coastal. Logic of@sstarrr : works.
Essential commodities : turns out seed is imp. There are 7 ECs.

You know, I should have gone with my gut, I kinda knew the answers for the others, but I wasn’t really sure about them. The cess one I figured apples would be charged on import because usually we import apples from the US and they are the first casualty when India-US relations go bad, if apples can be charged then gold and silver and petroleum would also be charged anyway (that’s my logic anyway).
@LetsGetThisBreadi think yes. earlier there was a limit of 6% on FPI investment in Gsec, but recently, on some specified gsec, rbi has eliminated the limit and 100% Foreign investment can be made
I just got a question wrong in a test series, but they didn’t really give a clear explanation why, so googling told me that FPI is permissible, so it makes me think that the test series was considering the difference between fpi and fdi and therefore an incorrect option. Splitting hairs at this point

FDI is done in equity and shares . Now reason for FDI to come in a country is economic growth . THey want management control for decisions.
FPI's are for quick money making . They invest in both Debt papers,bonds/ Equity shares . WHy so beocz bonds me they can sell it as soon as they fetch higher price in market . Equity me they will get good return due to booming economic growth .
FPI invests in gsec's subject to 6% upper bracket and 2% in SDLs

I think the options are framed incorrectly. Schedule 6 clearly says that ADCs can make laws on primary and secondary education. Schedule 5 is not concerned with education however. Its powers are much more limited wrt 6th schedule.
This a PYQ from 2012 and 5th schedule areas in MH, AP and TL do have limited functions wrt improving technical education (I don’t know if that counts?)

There is no mention of no-confidence motion but (apparently) it is implicitly implied by the constitution (A75)
So does an implicit mention also qualify as a mention?
