Doubt Clearance Thread: UPSC 2021

@SanjayP All the powers 'whiletrying' a suit means it will have all the powers a civil court has beforeit pronounces a judgment, imposes fine/punishment. It means whatever powers a civil court has in the trial process (summoning someone, receiving affidavits, public records, etc), NCBC also does (while it is investigating any matter).

Can someone explain the difference between the formation of geostrophic winds at tropopause and jet streams?

2.8k views

from what I have understood:

Convectional rise of air >high pressure at equatorial tropopause >Air descends at poles and creates low pressure at polar tropopause >pressure gradient + high speed + Coriolis force  = high-speed winds parallel to the pressure gradient.

Now, what are these winds called? Geostrophic or Jetstreams? If any one, how is the other one formed?

And if the jet stream is a subset of geostrophic, what other geostrophic winds are there?

Agogsaid

@Casablanca NITI snt a dept so can advise on evey othr issue.

Yes@Agog , but here in the article niti is given specifically the work to identify the PSUs for disinvestment.

However the article also says - the identification is now jointly by DIPAM and NITI.

 https://economictimes.indiatimes.com/news/economy/policy/cabinet-approves-new-strategic-disinvestment-process/articleshow/71445908.cms#:~:text=While%20presently%20PSUs%20for%20strategic,for%20strategic%20disinvestment%2C%20they%20said.

My confusion is, for a question like the one below, what should be the answer -

Q.22) Which of the following has been mandated to identify PSUs for strategic disinvestment

a) Department of Investment and Public Asset Management (DIPAM)

b) NITI Aayog

c) Cabinet Committee on Economic Affairs

d) Union Ministry of Commerce

Yeah now it has changed. Previously, for minority stake it was done by DIPAM and for strategic it was done by NITI and finally approved by CCEA.

Regarding motion for removal of SC judge

It says it doesn't lapse and president may issue an order after an address has been presented to him by the parliament in the 'same session'

If the motion doesn't lapse on dissolution, why does it need to be presented in the same session?

In question 1, since judiciary is the sole interpreter of constitution, isn't saying political class has scope of interpretation be wrong?

2.6k views
@Oatmeal yeah I thought that too initially
But there's no flexibility of interpretation of constitution to the parliament
They might amend it, but again that amendment is interpreted by the judiciary only

But I guess you're right. That's what it meant

@Capedcrusader I read that GSLV are used to transfer satellites into GTO only.

Where did you read that? I don't think there's anything like that. The difference lies in their fuel and capacity.

PSLV can carry satellites up to a total weight of 2000 kgs into space and reach up to an altitude of 600-900 km. GSLV can carry weight up to 5000 kgs and reach up to 36,000 km.

When the weight and distance, either is high..we will use GSLV.
If weight is very low, even if the distance is large, we might use PSLV

Is right to internet a fundamental right or not ?

I am confused with regards to this topic

Did Supreme Court say that it is a fundamental right ?

Please throw some light.

I guess it's ambiguous right now.

However, the right to freedom of expression over the internet was upheld as a fundamental right by SC.

However, "access to the internet" is not yet a fundamental right. As J&K submitted this to the court and court didn't object to it (even after previously saying that the right to internet is protected under A19).

If I'm wrong, someone please correct me.

do Central Government need to keep government securities as Collateral for availing money under ways mains and advance?

@balwintejas @AzadHindFauz bhai log!

No. Special WMAs are given on collateral (and hence, are at a lower rate). Ways and means advances do not require collateral.

2.9k views
@PhoenixD but special wma are only for States na?? And how come at lower rate isn't it on Bank rate which is higher than repo..

I am not aware if they are available for states only. however, in recent times states were allowed a higher limit.

Also, it's lower than repo rate. Because these become more secured (having backed by collateral) Normal WMA are at repo rate.

Also I just checked it's written, that States can avail normal wma after exhausting SDRs/S-WMAs. Is it true?

the power to include exclude from central sc/st list lies with president or parliament? i guess parliament, however vision says prez...pls clarify

First list was notified by the president.

Subsequent inclusion/exclusion by an act of parliament

Other points :

In case a list is sent by a state, it must be approved by NCSC/NCST
