Is protection under article 17 available to foreigners or not? 

In the recent Tabligh jamaat case,  does art.26 applies, considering current epidemic scenario, as it is not subjected to other FR (like art. 25)?  Also what is the status of section 144 of crpc w.r.t  art. 26? 

essential  practice of Islaam so art. 26 does not apply and section 144 applies, will that be right?

2. How option C can be correct(as per answer key for above que.) after changes in rules by DoPT? 
3. Changed rules say that tenure is 3 years and salary decided by centre.
4. Also please clarify if ICs are eligible for reappointment now.
