Is the appropriatn bill passed in RS too, or RS can only discuss and suggest amendments like a money bill?

Even though the Rajya sabha does not have the power to amend/reject money bill it can suggest amendments, it is upto Lok Sabha whether they accept it or not, and the Bill "deemed to be passed" by both the houses in the form of Lok Sabha.
If we have to create a fund in the public accounts like say GST compensaton fund, then Legislative permission is requred?
I don't think that's a necessary/mandatory condition. They may be established by simple Govt notification (E.g. NSSF in 1999). Though, as per the Article 283(1)/(2), President/Governor is empowered to regulate them.

The reason is upwelling caused by prevailing Thermohaline Circulation. Though the trend of increase of salinity with increasing depths is not uniform and is confined to 200 fathoms (365 meters) from the surface in middle latitudes and beyond which it starts decresing with depth.
