@Hopeless this is a wild assumption. The question is about ionosphere and radio communication. Ionosphere reflects radio waves but not all types. It reflects only short and medium radio waves and allows long wavelength radio waves to pass through. So seeing upsc official answer key, I assume they might have asked about type of radio waves which is reflected by ionosphere and used for radio communication.
