Performance of welfare schemes that are implemented for vulnerable sections is not so effective due to absence of their awareness and active involvement at all stages of policy process – Discuss.

Can anyone share a full fledged answer to this question, exactly what you might have written in the exam? Thanks alot.

Thanks alot for such a comprehensive comment. Appreciate alot.

Here is my another doubt from your comment.

You said first to mention the issues, as in why ODR is important like pendency of cases, etc.

But if you are giving the same in the importance of ODR - would it not be duplication of points?

ISSUE PART -
There is pendency of cases
There is illiteracy and poverty

IMPORTANCE OF ODR PART -
ODR helps in reducing the pendency of cases
ODR allows citizen to overcome their illiteracy and get justice.

Does this not amount to duplication?

Expecting an answer in Welfare scheme wala question too. Thanks

Thanks for your comments.

My take -

1. Classical Topper Emulation Syndrome - You are trying to emulate the basic features of Anudeep's answer without building a capacity for the same. Just using arrows, vertical tree in introduction, and long conclusion with SDG is what you are trying to emulate. But here's the catch - scores are based on the points/content/structure/presentation and not on overall appearance. This may boost your confidence but not your marks in final exam until your answer is of that level. I know this because I know people who have done this before.

2. In your 3rd point, you have written that courts are using paper - so Courts themselves are violating Art 21? I mean really? Whose FR?

3. Another classical syndrome of providing an expert comment but not an answer to validate the same. You are just providing 3 points to effectively validate in a 15 markers question assuming paper wala point is wrong! That is - Accessibility, Accountability and Capacity utilization.  I think these are subsets of the number of points that I mentioned.

4. You yourself has declared that with 3 effective points of yours you are touching all the core points while my answer is far away from it even though I too have talked of Accessibility, Capacity Utilisation (Village people, Multitasking, Pending cases) plus many other points.

5. You said ODR description is not asked/needed and end up giving the types of Alternative Dispute Resolution methods - Mediation, Conciliation, etc? Was that demanded. This is another Classic Syndrome of excessive faith in one's answer.

I do agree that I have to cut short on components, I could have made a diagram here. But description of the concept is a common principle which many topper suggest.

And please don't get offended. This is the process of learning. And there is no final stage. Even I am in the process of learning and improving. But if you think deeply whatever you are saying is already reflected in some or the other points I covered.

I will post more answers and hope more constructive criticism and suggestions. Please try that Welfare scheme wala question.

Thanks

Misunderstood my comment.

Emulating a topper answer was written in positive sense. Even I do it. Last year Kanishka Kataria too said that he emulated AD's answers. Just see his blog. Actually I am a deep thinker and have observed almost all the good answers of toppers since 2017. In fact have slept on them, eaten them, digested them. So, it might seem different/unusual to you but I and my friends keep discussing from where we can get what.
So here I wanted raise a bigger issue - that if someone just emulate the answer (which is fine and clever) without building capacity i.e exhaustive practise - it might go against you. Today, toppers copies have become a great way to speeden up your preparation but it may pull you down if your content and structure doesn't matches. Everyone does what they are comfortable at - that doesn't mean others can do it with that comfort.

And many people today try to emulate the answers but most of them are unable to successfully because lack of practice and non realisation of one's own capacity/inherent talent - to which I and friends call as Toppers Emulation Syndrome.

Here I felt so, and with utter respect I gave my suggestion (taking Forumias respecting my Freedom of Speech and there is no Ombudsman for proving what is respectful and what's not)

There is one more Syndrome - that is hounding some with suggestions/lectures without clarifying what other person wants to say/mean! This is Moral policing.

Whatever I have written is with due respect and is logical and truthful. He could have debated and give his counter arguments.

You said that he has given his comments reasonably which I agree except the declaration that - his answer covers the core issue and my answer doesn't cover the core issue. Which I have given reply for. I never said that my answer was perfect but I know it wasn't worst. But how can a person declares something for his own answer? I never did that.

All I want in the end is the set of robust answer writing principles which have came after multiple round of debates and questioning. That's it!

Whatever I spoke was truth and the person to whom it is directed knows it very well deep inside.

I value truth more than sensitivity.
Thanks
Respecting Freedom of Speech and Free Internet where no one is an Ombudsman and noone except legitimate body decides what is respectful and what's not (and opposite party is asked for clarification).

@whatonly  Thanks and Same to you.
Proper expression itself is Culturally relativistic. Until there is a code if conduct, can't say anything. For example saying "WTF" in one culture/group may be okay and may not be okay in another group/culture.
Before commenting, one should try understand the views of others through the eyes of their culture/group rather than your fixed frame of mind. Everything in universe can only be quantified relatively.

@Juggernaut This post is the best thing I read today. I concer with each word of this post. Even I tried to brought this same earlier - interpreting questions was all time difficult. I wrote wrong/non-applicable/absurd answers in almost every GS paper. Previous was my first attempt with low confidence level.

I want to add here - Robust answer writing is indispensable. Plus reading basic/classical books too is important. I ignored the basic books last year and struggled in recalling details of the even the basic questions. Time management was again a great issue. Average time devoted for last 5-6 questions was 3-4 minutes, of which most I knew very well.

So summarising -

  1. No or Wrong interpretation of questions.
  2. No or very less practise of Answer Writing especially in Ethics and all GS.
  3. Written wrong answers to wrong interpretation in each paper.
  4. More conceptual questions and less open ended questions created problem.
  5. Even I am bad at generic questions (poverty, population wale questions)
  6. Time management issue = still struggling with this
  7. Last minute change in answer writing principles to write more answers in exam. Lacked proper intro-conclusions in many questions. Also wrote absurd statement in many answers.
  8. Non realization of importance of simplicity in answers. Plus more points = more marks
  9. Not reading basic economic or governance or security book properly. Last time read was for prelims.
  10. Too much focus on collecting and making notes. Intact I had almost all toppers notes with proper indentation in my Evernote. But no access in mind.
  11. Not holistic understanding but reading in silos (like prelims)
  12. Had left 50-60 marks in anthropology due to time management issue.

My marks = 133,83, 70, 64, 103, 118, 125. (Anthropology)

Had I got 25-30 more marks in each paper of GS, would have got around 100 rank (if performed decently in interview too)

:(
